PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Scope of work (summary):
1. Contractor is to provide all labor, supervision, materials, tools, and equipment to replace building 30 substation and related switchgear as shown in the drawings E4, E10, E18 and Building 30 Substation Equipment Summary.
(a) Demolish existing transformers, switchboards, circuit breakers and related hardware as shown in the drawings.
(b) All material shall be removed for the depot per applicable regulations and in coordination with the depot environmental section.
(c) Supply and install new substation per Annexure-1 (Building 30 Substation Equipment Summary).
(i) New transformers shall meet or exceed existing transformer ratings, in addition it shall meet NEMA Premium Efficiency Transformer CSL-3 standards. New transformer rating shall be as follows:
(a) 1000/1333KVA, Dry type
(b) 12470-480Y/277V
(c) Vector group – Dyn11
(d) Impedance – 5.75%
(e) UL listed
(f) Temperature rise 800C
(g) Insulation rating – 2200C
(h) Insulation material – Cast resin HV, Pre-impregnated LV
(i) BIL HV-95KV, LV-10KV
(j) Ambient temperature 400C
(k) Cooling Class – AN/FA
(l) 65 dB sound level ANSI-IEEE standard
(m) Flexible braid connectors on HV and LV bus terminals
(n) HV end arranged for coupling to primary disconnect switch bus
(o) LV end arranged for coupling to a switchboard.
(p) Standard factory paint process with epoxy paint-Paint color ANSI 61 light gray color
(q) Winding – Copper
(r) Tap changer – Off-line, two 2.5% each above and below rated voltage.
(s) Digital temperature meter with local high temperature alarm.

(t) Enclosure - Steel-plate enclosure, ventilated, indoor NEMA1, IP21, computer gray color. (transformer, disconnect switches and switchboard to be of same color)
(u) Testing (i) Factory QC Impulse test (ii) Impedance and load loss at rated current on the rated voltage and on the tap extreme connections. (iii) Ratio test on the rated voltage connection and on tap extreme connection. (iv) Resistance measurements on the rated voltage and on tap extreme connections (v) Routine tests per ANSI C57.12.01
(v) Make- ABB, Schneider Electric or approved equal.
(w) Continuous ground bus - 600 Amp minimum
(x) Transformer design in compliance with the default SDS
(Spectral response acceleration) values at jobsite. OSHPD certified.
(ii) New CSF-1 and CSF-2 switchboard
(a) Shall have same electrical ratings as existing switchboard per Annexure 1. Make CPS, Schneider Electric, GE or approved equal
(b) Shall have two spare circuit breakers in each switchboard of same capacity as the existing circuit breakers. Make- CPS, ABB, Schneider Electric or approved equal. See Annexure-1 for more details.
(c) Shall have required blanks/transition/pull bays/sections to facilitate installation.
(d) Each switchboard shall have digital multilin energy meter capable of measuring voltmeter, ammeter, KWH, KVAr, PF and TDH and store 15 minute window average/max/min data for 30 days.
Make GE or approved equal.
(e) Main breakers in CSF-1 and CSF-2 shall be equipped with Kirk keys arrangement to operate with new selector switch, disconnect switch and switchboard. Must match the existing Kirk Key Arrangement.
(f) New main breakers in CSF-1 and CSF-1 capacity per Annexure 1 and shall be equipped with integral ground fault protection, draw out mounting, Ekip touch (LSIG) programmer, four auxiliary contacts, 24-48V DC supply, RELT-Ekip Signaling 2K3
(g) Contractor shall verify all trip settings before removing the existing switchgear.
(h) All shunt trip mechanism must work exactly same as existing arrangement.
(i) All new feeder circuit breakers capacity per Annexure 1 shall have adjustable digital tripping devices and contractor shall set them per existing trip settings. Each feeder breaker including spares furnished with Ekip Touch (LSIG) programmer.
Each circuit breaker/tripping device must be equipped with a digital voltmeter, ammeter, KWH, KVAr, PF, TDH meter and Modbus, RTU, native CAM communication modules to display and store 15 minute window average/max/min data for 30 days. All new circuit breakers must be selectively coordinated per code. Make- ABB, General Electric, Schneider Electric or approved equal. See Annexure 1 for existing circuit breaker details.
(j) New switchboard shall be equipped with lifting brackets, neutral lugs, bonding jumper, lug section-connector, equipment copper

ground bus with lugs, copper ground with lugs etc per applicable code.
(k) Switchboard to be with hinged gutter covers
(l) New circuit breaker capacity per existing circuit breaker information shown in Annexure 1
(iii) 15KV Switchgear
(a) New switches to be of same existing capacity per Annexure 1. New fused switches to be of same existing capacity per Annexure 1.
Make- CPS, ABB, General Electric, Schneider Electric or approved equal.
(b) Use existing equipment foundation to install transformer, switchgear, switchboard, and related hardware. Contractor shall modify existing equipment foundation if required.
(d) Replace existing 12KV cables from existing substation building 42 to CSF-1 and CSF-2 in building 30 substation using existing conduits and manholes as shown in drawing # E4.
(e) Use existing conduits and cables feeding from all the circuit breakers.
Splice the cables if cable extension is required. Extend/modify existing conduits to match new equipment configuration.
(f) Relocate existing lockers, ping pong table, and vending machines around the existing substation to a different location in building 30 to facilitate work. Relocate lockers, ping pong table and vending machine back to the existing location after work is complete. Contractor shall replace equipment with same make/model/capacity with new if they are damaged during relocation process.
(g) Remove and reinstall existing fence, bollards and guard rails to facilitate work. Contractor shall provide and install new fence, bollards and guard rails if they are damaged during removal process.
(h) All work requiring power outage will be done during weekends (7am to 3:30 pm).
(i) Entire building 30 must be energized by backup diesel generators if power outage is required beyond week ends. Contractor shall prepare a detailed plan to connect various generators at load centers to energize the entire building 30. Portable backup generator plan is shown in Annexure 2.
Provide and install per NEC seven 100KW, 480V, 3P4W, two 500KW, 480V, 3P4W, four 250KW, 3P4W backup diesel generators and required cables, hardware and fuel for the duration of power outage. All backup generators, fuel tanks, fuel tankers and any other fuel storage must comply with California Air Pollution Control District and DOT and any other applicable regulations. All temporary cables shall be temporarily installed on the wall or ceiling to avoid accidental pedestrian/equipment contact. All back feed cables must be disconnected and insulated prior to connecting backup generators. Identify phase rotation at all the load points prior to connecting backup generator. Backup generators plan must be approved in writing three weeks prior to request for power outage. Only two power outages will be allowed to complete the entire work. Once to connect backup generators and the other to re-energize building 30 with normal power.
(j) Provide 24/7 personnel to manage generator operation, fuel, and electrical work during generator operations. Stand by backup generators to be connected immediately if backup generator fails.

(k) Provide 4 Hours operation and maintenance training to depot maintenance crew.
(l) Provide three sets of as built drawings in hard copy, Auto Cad and Pdf format. Existing as built drawings shall be provided only in Pdf format.
General:
1. Government shall perform all power switching and LOTO for power outages.
2. Submit construction Schedule, Safety and Health Plan, Injury prevention plan, Hazardous Analysis Plan and quality control plan prior to installation.
3. Submit shop drawings for approval, prior to installation, of all material and control circuits.
4. Removal of Hazardous Waste, Non-RCRA Hazardous Waste, Non-Regulated Hazardous Waste and Universal Waste: All Manifest, Non-Hazardous Waste Manifests, Special Waste Manifests, Straight Bill of Ladings shall be signed by Environmental Office prior to removal off site.
5. A minimum of two weeks’ notice is required for any power interruption.
6. It may not be possible to allow work for continuous 8 hours at one particular location. Work may have to be split up depending on mission requirements.
The government reserves the right to cancel any power interruption as may be required due to local or national emergency.
7. Contractor shall verify all details and measurements. Government shall not be responsible for any ambiguity between details shown in the drawing and actual site details.
8. All work shall be performed as per applicable codes including but not limited to ANSI, ASME, ASTM, EGSA, MSS, NEMA, SAE, NEC, NETA, NFPA, CEC, UFC and IEEE and attached specifications.
9. Any forklift or crane work shall be as per USACE EM385 codes and approved by government safety representative prior to work.
10. All forklifts and cranes used inside the building shall be electric unless approved by the government.
11. If required contractor shall perform touch up work/ repair to restore existing walls, ceramic tiles, acoustic ceilings, resilient flooring, fluid applied flooring and any other damaged surface during construction to its original condition. Contractor shall perform existing condition survey and submit for government approval before starting any construction.
12. Contractor shall submit OSHA 300 logs and Injury Illness Protection plan if more than 10 employees are employed.
13. Entire project shall be completed within 365 days after NTP.
14. Manifesting of HW: Prepare all hazardous waste manifests in accordance with
(Appendix to) 40 CFR 262 to include LDRs, non-hazardous waste manifests, special waste manifests and BOLs. Manifesting of all Hazardous Waste must be routed through the DLA Installation Management, Environmental Management Division's Hazardous Waste Program Manager (HWPM). Note: HWPM requires an advance copy of manifests 5 days prior to shipment/pick up dates to validate all required information on the Uniform Hazardous Waste Manifest and/or other waste disposal forms are correct (e.g. ERG#s, EPAID#s, emergency contact numbers, generator’s information etc.).
15. Store hazardous materials and hazardous waste in accordance with Federal, State and local regulatory requirements (e.g. storage compatibility/proper segregation, storing containers closed at all times when not in use, ensuring containers are properly marked and labeled etc.); contact HWPM to review lay down area for hazardous material/waste prior to setting up.
16. Must have secondary containment devices in place for any/all hazardous material liquids or hazardous waste liquids being stored in a single container that is equal to or greater than 55 gallons.

17. Ensure proper manufacturer’s SDSs are readily available for all hazardous material on hand.
18. Manage electronic devices (EDs) such as printed circuit boards as Electronic Waste (E-Waste). Do not dispose of in trash bins. For complete information on how to manage electronic wastes, please refer to California Code of Regulations, title 22, chapter 23 and Electronic Waste Recycling Act (EWRA) as amended by SB 50 (Stats. 2004, ch.863).
19. Due to air quality concerns keep emissions to a minimum through the use of vacuums or similar means. The use of blowers to sweep roofing materials from building is prohibited.
20. Ensure any sealants/coatings conform with SJVAPCD VOC restrictions.
21. Ensure in-use off-road diesel-powered equipment is in compliance with
California Air Resources Board regulatory requirements (e.g. emission standards, registration and EIN labeling rules).
22. Portable equipment with internal combustion engines ≥50 bhp must be registered with either CA State or the San Joaquin Air Pollution Control District.
23. Off-road diesel-fueled equipment ≥25 bhp such as backhoes, track-hoes, trenchers, augers, loaders, cranes, forklifts, man-lifts, etc. must be registered with the state upon entrance to the installation and have an Equipment Identification Number (EIN) affixed. Large spark ignition forklifts >25 hp require registration and EINs.
24. Comply with all federal, state, and local environmental regulations for air quality control and oil spill prevention such as, but not limited to, painting & paint products, asbestos removal, equipment registration and labeling, dust control, vehicle idling, aggregate material transport, public nuisance provisions, and the proper storage & handling of oil products.
25. Should any pest infestation be discovered during work contact the Installation Pest Mgt Coordinator at 209-839-5624.
26. All construction equipment needs a thorough cleaning before entering DDD San Joaquin to eliminate the potential of invasive vegetation, from previous off depot work sites, migrating onto the Depot.
27. All Contractors and Employees of Contractors must be made aware that DDJC has an Environmental Management System (EMS) program on site.
28. Prime contractor shall provide a full-time site Superintendent, full-time Quality Control Manager (QCM), and full-time Site Safety and Health Officer (SSHO) at all times during construction. The Superintendent and QCM must possess a minimum of three (3) years of experience on similar projects. The SSHO shall have at least five (5) years of experience on similar projects and shall have taken a 30-hour OSHA construction safety class or equivalent within the last 5 years, with an average of at least 24 hours of formal safety training each year for the past five (5) years for competent person status for at least the following 4 areas of competency: Scaffolding; Fall Protection; Confined Space; Personal Protective Equipment and Clothing to include selection, use and maintenance. Personnel who are assigned as an alternate to the Superintendent, QCM, and SSHO positions must possess at least the same qualifications as the person filling the primary role. The Site Superintendent may be the SSHO or CQM maybe SSHO, but Site Superintendent cannot be CQM. See section 013529 and 014500 for more details.
1.1.2 Location
The work shall be located at the Defense Logistics Agency, Tracy, California. The exact warehouse location will be shown by the Contracting Officer.

1.2 SUBMITTALS – Section not used.
Government approval is required for the submittals with a "G" designation;
submittals without a "G" designation are for information only. The following shall be submitted in accordance with Section 013300 SUBMITTAL
PROCEDURES:
1.3 EXISTING WORK
In addition to FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
1.3.1 Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
1.3.2 Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.5 PROJECT PHASING PLAN
1.5.1 Electrical Outages – Potential electrical outages must occur on weekends and in accordance with specifications. Coordination with Contracting Office’s Representative (COR) must be approved in advance. Contractor to submit requests as soon as possible and provide alternate dates to accommodate critical base functions.
1.6 ENVIRONMENTAL PROTECTION
1.6.2 Disposal of Refuse
Refuse shall be disposed of off-site and in accordance with local, state and federal regulations.
1.7 CONSTRUCTION SITE MAINTENANCE
All supplies and equipment on the project site shall be stored so as to preclude mechanical and climatic damage. The project site shall be maintained in a neat and orderly manner.
1.8 NOISE CONTROL
The Contractor shall comply with all applicable state and local laws, ordinances and regulations relative to noise control.
1.9 SECURITY
The Contractor shall provide adequate protection for all parts of the building wherever work under this contract is performed.
1.9.1 Cameras
Possession or use of cameras on Government property is forbidden without prior written approval by the Security Officer or his designated

representative. Requests for possession and/or use of cameras on Government property shall be in writing to the Security Office via the Contracting Officer and contain sufficient information to provide requirements for the use of photographic equipment. The use of cell phones equipped with cameras is also forbidden. The government will review daily and delete any pictures taken on a personal camera of government property of any kind taken while on-site at the DDSP.
1.10 EQUIPMENT ON THE PROJECT SITE
The Contractor shall cover equipment that is to remain in place within the area of contract operations and protect it against damage or loss. The Contractor shall store equipment that is removed in performance of work where directed or reuse in work as required by drawings and specifications. Equipment temporarily removed shall be protected, cleaned and replaced equal to its condition prior to starting work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
1.11 TRUCKING
The Contractor shall load all trucks leaving the site with loose debris in a manner that will prevent dropping of materials on streets. The Contractor shall fasten suitable tarpaulins over the load before they enter surrounding streets.
1.12 TOILET FACILITIES
Unless otherwise stated in the Request for Proposal, Contractor's personnel will be permitted to use toilet facilities on the premises subject to regulation and control of the Contracting Officer or his designated representative.
1.14 SAFETY AND HEALTH
1.14.1 General
1.14.1.1 Applicable Publications: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.
1.14.1.2 Code of Federal Regulations (CFR)
OSHA General Industry Safety and Health Standards (29 CFR 1910), Publication V2206; OSHA Construction Industry Standards (29 CFR 1926).
One source of these regulations is OSHA Publication 2207, which includes a combination of both Parts 1910 and 1926 as they relate to construction safety and health. It is for sale by the Superintendent of Documents, U.S. Government Printing Office, Washington, DC 20402.

1.14.2 Work Covered by This Section
This section is applicable to all work covered by this contract.
1.14.3 Definition of Hazardous Materials
Refer to hazardous and toxic materials/substances included in Subparts H and Z of 29 CFR 1910; and to others as additionally defined in Fed Std
313. Those most commonly encountered include asbestos, polychlorinated biphenyls (PCBs), explosives, and radioactive material, but may include others. The most likely products to contain asbestos are sprayed-on fireproofing, insulation, boiler lagging, and pipe covering.
1.14.5 Safety Assurance
1.14.5.1 Preconstruction Safety Meeting: Representatives of the Contractor shall meet with the Contracting Officer and his representative(s) prior to the start of repair, alteration or construction activities for the purpose of reviewing the Contractor's safety and health programs and discussing implementation of all safety and health provisions pertinent to the work to be performed under the contract. The Contractor shall be prepared to discuss, in detail, the measures he intends to take in order to control any unsafe or unhealthy conditions associated with the work to be performed under the contract.
This meeting may be held in conjunction with the preconstruction conference if so directed by the Contracting Officer. The conduct of the meeting is not contingent upon a general preconstruction meeting.
The level of detail for the safety meeting is dependent upon the nature of the work and the potential inherent hazards. The Contractor's principal on-site representative(s), the general superintendent and his safety representative(s) shall attend this meeting.
1.14.5.2 Compliance With Regulations: All work, including the handling of hazardous materials or the disturbance or dismantling of structures containing hazardous materials shall comply with the applicable requirements of 29 CFR 1926/1910. Work involving the disturbance or dismantling of asbestos or asbestos containing materials; the demolition of structures containing asbestos; and/or the disposal and removal of asbestos, shall also comply with the requirements of 40 CFR, Part 61, Subparts A and B, ETL 1110-1-118 and DA Circular 40-83-4. All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent shall apply.
1.14.5.3 Contractor Responsibility: The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work, and shall hold the Government harmless for any action on his part or that of his employees or subcontractors, which results in illness, injury or death.
1.14.5.4 Inspections, Tests and Reports: The required inspections, tests and reports made by the Contractor, subcontractors, specially trained technicians, equipment manufacturers, and others as required, shall be at the Contractor's expense for line items used during the contract.
1.14.5.4.1 Materials and Equipment: Special features, devices, equipment, clothing and similar items used by the Contractor in the execution of work shall comply with the applicable regulations.

1.14.5.4.2 Hazardous Materials: The Contractor shall bring to the attention of the
Contracting Officer any material suspected of being hazardous which he encounters during execution of the work. A determination will be made by the Contracting Officer as to whether the Contractor shall perform tests to determine if the material is hazardous. If the Contracting Officer directs the Contractor to perform tests, and/or if the material is found hazardous and additional protective measures are needed, a contract change may be required subject to equitable adjustment under the terms of the contract.
1.14.6 Recording and Preserving Historical and Archeological Finds
All items having an apparent historical or archeological interest which are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall leave the archeological find undisturbed and shall immediately report the find to the Contracting Officer so that the proper authorities may be notified.
1.14.7 Contractor Staff
The Contractor shall be required to maintain a qualified Engineering staff and a dedicated Quality Control position to respond to requirements set forth in this solicitation.
1.14.8 Utilities (Work Related)
1.14.8.1 When available, water and electrical services may be used in this work at no cost to the Contractor. The Contractor shall make arrangements for such services with the Contracting Officer or his designated representative.
1.14.8.2 All temporary outages of any utility services required for the performance of work shall be scheduled with the Contracting Officer's Representative (COR) no less than two weeks in advance of such outages unless otherwise specified in the Task Order.
1.14.9 Standards of Conduct
All Defense Logistics Agency (DLA), Higher Headquarters and Depot regulations pertaining to conduct shall be adhered to by Contractor personnel. Good conduct and judgment is expected of all people entering the installations. Fighting, profane language, reckless driving or failure to respond to direct orders from any depot employee acting in an official capacity (i.e., Security Guards or Firemen) shall be sufficient reason to remove the disorderly individual from the Depot. A list of Depot rules and regulations will be provided to the Contractor during the preconstruction meeting by the Security Office representative.
1.14.10 Additional Requirements
Refer to Section 013529 SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS.
1.15 SHOP DRAWING REQUIREMENTS
The Contractor will be required to bring all shop drawings to the preconstruction meeting. This meeting will be scheduled a few weeks after award to allow the Contractor time to assemble the shop drawings. Shop

drawings not provided at the preconstruction meeting are to be identified in the project submittal schedule.
1.16 BUY RECYCLE PROGRAM – N/A
1.17 PAYMENTS AND SCHEDULE OF VALUES
1.17.1 Schedule of Values
The Contractor shall submit a schedule of values of the Work including quantities and unit prices, aggregating the Contract Price. This provision applies to lump sum contracts and to lump sum items in unit price contracts. This schedule shall be satisfactory in form and substance to the Contracting Officer and shall subdivide the Work into component parts in sufficient detail to serve as the basis for progress payments during construction. As a minimum, this schedule shall include aggregates for inspection/testing, flushing, and system repair (including final system test) effort broken down by building. Upon approval of the schedule of values by the Contracting Officer, it shall be incorporated into the form of application for payment furnished to the Contracting Officer. The schedule shall indicate the percent of work completed for each component during the payment period. No payments will be made until the schedule of values has been submitted and approved by the Contracting Officer.
1.17.2 Application for Payment
The date for presentation of monthly applications for progress payments to the Depot shall be established at the preconstruction conference and will govern all such applications unless modified by the Depot and the Contractor at least twenty days prior thereto.
1.18 CONSTRUCTION PROGRESS SCHEDULE
The Contractor shall prepare and submit a construction progress schedule in accordance with Section 013201, PROJECT SCHEDULE.
