STATEMENT OF WORK (SOW)
USPP Harley Davidson Police Motorcycle
Part 1
General Information
The United States Park Police (USPP) is one of the oldest uniformed federal law-enforcement agencies in the United States. It functions as a full-service law enforcement agency with responsibilities and jurisdiction in National Park Service areas primarily located in the
Washington, D.C., San Francisco, and New York City areas and other government lands. In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the US Park Police is also responsible for policing many of the famous monuments in the United States and shares law enforcement jurisdiction in all lands administered by the National Park Service with a force of National Park Rangers. US Park Police is a unit of the National Park Service, which is a bureau of the US Department of the Interior.
1. General: This contract is to provide a turnkey solution for the purchase and delivery of four (4) Harley-Davidson Electra Glide Police motorcycles and the supply and installation of law enforcement emergency equipment (upfits) on said four (4) Harley Davidson Electra Glide
Police motorcycles. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as defined in this Statement of Work (SOW) except for those items specified as government furnished property, equipment, and services. The contractor shall perform to the standards in this contract.
1.2 Background: The United States Park Police (USPP) is interested in purchasing a turnkey solution for the acquisition and delivery of four (4) Harley-Davidson motorcycles and the supply and installation of law enforcement emergency equipment (upfits) on said four (4) Harley
Davidson Electra Glide Police motorcycles.
The United States Park Police (USPP) is one of the oldest uniformed federal law enforcement agencies in the United States. It functions as a full-service law enforcement agency with responsibilities and jurisdiction in National Park Service areas primarily located in the
Washington, D.C., San Francisco, and New York City areas and certain other government lands.
In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the USPP is also responsible for 1st amendment support.
1.3 Performance Objectives: Independently, and not as an agent of the Government, the
Contractor shall furnish all the necessary services, qualified personnel, materials, transportation, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work.
A. Performance objectives:
1. The Contractor shall supply four (4) Harley-Davidson Electra Glide Police
Motorcycles.
2. All four (4) Harley-Davidson Electra Glide Police Motorcycles shall be the most model year 2022.
3. The Contractor shall provide transportation services for four (4) fully upfitted Harley-
Davidson Electra Glide Police Motorcycles to the United States Park Police (USPP)
Motorcycle Unit in Washington, DC.
1.4 Scope:
The acquisition and delivery of four (4) Harley-Davidson Electra Glide Police motorcycles. The supply and installation of law enforcement emergency equipment (upfits) on four (4) Harley
Davidson Electra Glide Police motorcycles and delivery to the address specified in section 1.6.5
Place of Performance.
The contractor shall furnish all labor, supervision, materials, licenses, permits, tools, insurance, transportation, equipment, to successfully perform services and supplies listed in this Statement of Work (SOW).
1.5 Period of Performance: The Government will schedule all work with the vendor. Delivery date is within three hundred and sixty-five (365) calendar days after the contractor’s receipt of order. Early delivery is acceptable at no additional charge to the Government.
1.6 General Information: All services and supplies expressed in this SOW will be applied to four (4) Harley-Davidson Electra Glide Police Motorcycles model year 2022.
1.6.1 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services or supplies. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. Within thirty (30) days after contract award or with the contractor’s proposal if it is an evaluation factor, three (3) copies of a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: Upon delivery of all motorcycles the COR, Alternate COR, or designated Government Point of Contact (POC) shall inspect the condition of each motorcycle, and upfit prior to acceptance. The COR, Alternate COR, or POC shall identify any deficiencies, including any significant or consequential damage to the motorcycles or upfits caused by, or while in possession of the Contractor.
The Contractor shall correct such deficiencies on the spot, when possible, and in all cases, as promptly as practicable. The COR, Alternate COR, or Government POC shall promptly indicate acceptance or rejection of the motorcycles, and upfits.
1.6.3 Recognized Holidays: The contractor is not required to perform services on the U.S.
holidays listed below.

1.6.4 Hours of Operation: At a minimum the contractor is responsible for conducting business, between the hours of 7:00am to 3:00pm (EST/EDT) Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm-fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the Workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract shall be performed at the contractor’s facilities. The contractor’s facilities shall be in the conterminous United States of America (COUNUS) with the ability to deliver the motorcycles fully assembled to the address listed below.
The Contractor’s facility shall be authorized by automotive and approved original equipment manufacturers (OEMs) to provide Harley-Davidson Motorcycle supply installation. Emergency equipment (upfit) supply and installation with supporting certifications or equivalent authorizations.
The Contractor shall disclose the location of its place of performance to the Government prior to the award of this contract.
Contractor shall deliver the upfitted motorcycles to the USPP address listed below.

1.6.6 Type of Contract: The government is expected to award a firm fixed price contract for this requirement.
1.6.7 Security Requirements: (not applicable)
1.6.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.
1. Contractor shall provide secure storage for USPP motorcycles while in their possession. Safely secure and store all USPP motorcycles and equipment on or in
USPP motorcycles.
2. Contractor shall provide secure transport for USPP motorcycles while in their possession and while being transported from the Contractors facility to the USPP.
Safely secure and store all USPP motorcycles and equipment on or in USPP motorcycles received.
3. Unauthorized access to USPP motorcycles shall be strictly prohibited.

1.6.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the
Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the
Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies.
coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.11 Key Personnel: The following personnel are considered key personnel by the government:
The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to this contract. The contract manager or alternate shall be available between 9:00am and 5:00pm
(EST/EDT), Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. No more than thirty (30) days after contract award the contractor shall provide the name of the Point of Contact (POC) who will provide the contracting officer with the Key Personnel list.

1.6.15 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials produced under this contract shall be
Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor or any sub-contractors without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
PART 2
DEFINITIONS & ACRONYMS
2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS under this SOW: Terms listed under this contract.
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Statement of Work.
2.1.5. DELIVERABLE. Anything that can be physically delivered but may include nonmanufactured things such as meeting minutes or reports.
2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10.QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11.SUBCONTRACTOR. One that enters into a contract with a prime contractor. The
Government does not have privity of contract with the subcontractor.
2.1.12.WORKDAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.12. WORK WEEK. Monday through Friday, unless specified otherwise.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1.General: The Contractor shall furnish all supplies, transportation, equipment, facilities, and services required to perform work under this SOW.
4.2.Materials: The Contractor shall furnish all materials, supplies, and equipment necessary to meet the requirements under this SOW.
4.3.Equipment: The Contractor shall provide all personnel, transportation, equipment, tools, and software to perform the work under this SOW.
PART 5
SPECIFIC TASKS
5. Performance Requirements Summary (PRS) (supply and services provided by the
Contractor to the Government):
5.1.Basic Services: The contractor shall provide all services and supplies required to provide four (4) Harley-Davidson Electra Glide Police motorcycles and the supply and installation of law enforcement emergency equipment (upfits) on said 4 (four) Harley Davidson Electra Glide
Police motorcycles. The delivery of four (4) Harley-Davidson motorcycles from the contractor’s facility to the USPP address listed in section 1.6.5 Place of Performance.
Materials shall be as specified herein. When materials are not specified, the motorcycles and all parts thereof shall be furnished to provide the intended function, durability, safety, and maintain good long-term appearance. All materials shall be new, shall be suitable for the intended purpose, and shall be free of any characteristics or defects in material and workmanship, which may affect the performance, function, durability, and serviceability of the finished motorcycles, or detract from its appearance. The government reserves the right to make the final determination of the suitability of all components and their arrangement on and in the motorcycles. All conversions and modifications shall conform to all requirements of the OEM’s
Modifier/Upfitter Guide.
The contractor shall explicitly and completely identify any and all exceptions taken to the requirements of this specification. Drawings, literature, and any other information submitted with an offer do not constitute a stated or implied exception unless specifically identified in writing as an exception and accepted and implemented by an amendment to the solicitation or modification to a contract. Any exception deemed acceptable by the Government shall only apply to the specific item, requirement, etc. cited, and shall not extend to any other requirement.
The contractor proposing other than brand name items identified, when an “or equal” may be acceptable, shall furnish with their offer all technical data information, product descriptions, etc.
to ensure that a determination may be made as to the equality of the product(s) offered (see provision titled “Brand Name or Equal” set forth in Section 52.211-6 of the Federal Acquisition
Regulations).
The contractor shall ensure that the application and installation of major subcomponents and systems is compliant with subcomponent vendors’ requirements and recommendations.
5.2 USPP Harley-Davidson Motorcycles and Emergency Equipment (Upfit): The contractor shall procure all required resources, supplies, equipment, transportation, and perform all services to provide, law enforcement emergency equipment supply, law enforcement emergency equipment installation (upfits) on all four (4) Harley-Davidson Electra Glide Police motorcycles.
The final product shall be delivered to the addresses listed in section 1.6.5 Place of Performance from the contractor’s place of performance, after Inspection and Acceptance by the Government, see section 6.6. All work shall be executed at a single location to assure uniformed installation processes. The effort includes installing, electrical, lighting, and support equipment to produce fully functional motorcycle capable of supporting law enforcement transportation operations.
Each motorcycle shall meet all applicable Department of Transportation (DOT) and Federal
Motor Vehicle Safety Standard (FMVSS) after modification. Modifications shall not disable motorcycles OEM features, unless specified within. Contractor shall provide transportation services from the OEM to the contractor’s facility and from the contractor’s facility locations listed section 1.6.5 Place of Performance of this SOW.
5.3 Base configuration of motorcycles: The Contractor shall supply four (4)
Harley-Davidson Electra Glide Police motorcycles. All services and supplies listed in this SOW would be applied to this base configuration Harley-Davidson Electra Glide Police motorcycle.
These specifications describe the minimum mechanical, physical, and performance requirements for the four (4) Harley-Davidson Electra Glide Police motorcycles provided to the
Government by the Contractor. All four (4) motorcycles are intended for dedicated year-round police operation. Motorcycle configuration and performance shall be based on Harley-
Davidson Electra Glide Police Motorcycle.
Engine and related components:
1. Air Cooled, Twin Cylinder, Displacement of not less than 1690cc
2. Engineered to operate on 91 octane unleaded pump gas
3. External oil cooler
4. Chain driven camshaft
5. Engine and transmission shall be isolated from frame via a vibration isolation mounting system.
6. Power train shall be designed for high reliability and low maintenance.
7. Computer-controlled Electronic Fuel Injection System
8. External appearance features: Black powder coat finish on engine; polished chrome finish rocker boxes, timing cover, outer primary housing, and transmission covers.
Transmission:
1. Latest design, engineered and intended for police use
2. Manual type, with not less than six (6) forward speeds
3. Heal/toe shifter with anti-vibration design and components
4. Cable actuated with left handlebar clutch handle
5. Heavy duty clutch spring
6. Belt drive: gearbox to rear axle
7. Neutral Start safety function with clutch disengage feature
Brakes:
1. Hydraulic disc brakes front and rear,
2. Four piston fixed calipers with dual floating discs, front; single rear disc
3. Intelligent ABS braking system, with linked ABS disengage below 25 MPH
4. Brake pads front and rear, capable of repeated high-speed stops without fade or loss of braking function
5. Master cylinder(s) shall provide for visual check of fluid level, without removal of cap
Suspension:
1. Shall be designed and configured to provide optimum handling under a variety of high speed and low speed conditions as required in law enforcement operation
2. Front suspension, heavy duty telescoping hydraulic forks
3. Rear suspension shall have heavy duty adjustable rear shocks
4. Rear Swing arm shall be equipped with heavy duty self-lubricated bearings for extended service life
Wheels & Tires:
1. Wheels shall be cast aluminum, designed for use with tubeless tires
2. Wheel bearings to be permanently lubricated and sealed automotive type, requiring no end play adjustment or service interval less than 100,000 miles
3. Front axle cover shall be triple chrome plated (HD #44116-07A), or approved equal
4. Wheel spokes to be radial, durable gloss black finish
5. Face of spokes and exposed bead of rim to be polished aluminum
6. Bead retention tires designed to remain on wheel during sudden loss of air pressure
7. Black wall tubeless tires to have non-skid tread, designed to operate on paved highways.
Electrical:
1. LED headlight
2. Front fender tip light, rear fender tip light and all emergency lights to be LED
3. Blackout /stealth mode: provide means for operator to deactivate headlight only with engine on, Enabled upon delivery
4. Turn signal switch shall be self-canceling
5. Standard horn and momentary switch plus push-to-talk (PTT) switch for police radio
6. All switches to be all-weather, water resistant
7. Built in 4-way flashers integrated into turn signal circuits
8. Rear turn signals to have auxiliary brake light function with red lenses
9. Front and rear to have LED fender tip running lights: Front to be Amber, Rear to be Red
10. All connectors to be heavy-duty, weather resistant, automotive type
11. Charging system, 12 Volt, with solid state regulator, and high output alternator rated not less than 45 amp
12. Batteries: minimum 28 amp-hours with 270 Cold Cranking Amps, 2 required
13. Emergency equipment with spare battery; emergency lighting on both sides plus front and rear, modular design, wired into the motorcycle electrical system
14. Starting System, 12 Volt high torque starter, solenoid activated, with relay
15. 12-Volt Power Socket (Cigarette lighter plug):
1. Furnish one mounted on the inner fairing
2. Furnish one mounted on the left side of the emergency box
16. 12-volt permanent dual temp controller (for heated gear):
1. Control knobs mounted to the inner fairing
2. Compatible with Gerbing heated gear
3. 1 year or better warranty
Keys:
1. Each motorcycle shall utilize single key configuration for ignition, saddlebags, and emergency box
2. Each motorcycle shall have a unique key configuration
3. Furnish 4 keys per motorcycle
Instrumentation, with illuminated display:
1. Certified police speedometer displaying analog and digital values,
2. Odometer, re-settable trip meter
3. Tachometer
4.Fuel level gauge with low fuel indicator and miles till empty display
5. Indicator lamps:
a.turn signals b.high beam c.hazard warning lights indicator d.neutral / gear indicator e.low oil pressure f.blackout/stealth mode indicator
6.Voltmeter
7.Emergency lights activated indicator
8.Provide space to accommodate installation of Motorola APX 8500 radio head
Frame, Fairing, Finish:
1.Frame shall be high quality steel, engineered and constructed to perform and endure the rigors of everyday police use
2.Configuration shall include frame, fairing, fuel tank, fenders, saddlebags, peddles, pivoting foot boards, seat
3.Seat shall be single “saddle” constructed of premium breathable material, special police type with adjustable coil-over-shock seat suspension
4.Side stand, with electric engine disengage to prevent accidental motion with stand down
5.Tubular guards: front engine guard bar and rear saddlebag bar
6. Fuel tank:
a. all metal with 6 US gallon capacity, includes 1-gallon reserve
b. Fuel pump, submersible electric, secured within tank
7.Fairing: fiberglass with classic police-duty appearance
8.Polycarbonate windscreen, shall extend 12 inches above top of fairing, engineered to break away when struck, with chrome trim strip on outer fairing (HD#61300310), or approved equal at base and adjustable air vent ducts with chrome trim (HD#61300505), or approved equal
9.Fairing shall be fork-mounted, able to turn with front wheel when rider turns
10.Chrome tie down brackets attached to the front fork (HD#93500011) with quick connectors for all lighting wiring.
11.Mirrors: Left and right handlebar mounted, no distortion, on chrome extensions (HD#91907-
87) or approved equal.
12.Grips: Thermostatically controlled handgrips with variable heat settings, shall be switched on-off with the ignition switch (HD#56100034), or approved equal
13.Saddlebags, fiberglass, or injection molded plastic, one per side, factory installed, aero-shaped, police-duty configuration, approximately 2,000 cubic inch volume with hinged weather-resistant lids equipped with locking single-touch-to-open latches
Colors: (submit manufacturer’s color options for approval) a.Frame :Gloss Black
b. Saddlebags, Side covers and Emergency Equipment Box: Vivid Black
c. Faring, Gas Tank and Fenders: Birch White
d. Tubular guards and mirror extensions: triple chrome plated
e. No nameplates, decals, emblems, manufacturer, or dealer markings, or mounting holes or perforations for same, shall be installed or present upon delivery
5.4 Emergency equipment requirements (Contractor shall supply):
Complete emergency response kit, furnished and installed, shall include but not be limited to the following all-weather items, plus mounting brackets all hardware, and wiring necessary for a fully functioning system, specifically designed, and intended for use on police motorcycles:
a. All emergency equipment to be powered via auxiliary battery through a “Charge
Guard”, or approved equal, voltage monitor capable of operating emergency equipment including lights, siren, and police radio programmed for 15 minutes run time with ignition OFF
b. Auxiliary battery (HD#65989-97D) for operation of emergency lights and radio, voltage maintained via 12V, 45 Amp output or better, alternator specified herein
c. Siren: Complete response kit HD#76000857
1. 100-watt siren speaker, positioned to face forward and slightly downward mounted on left side engine guard
2. Amplifier with built in PA and microphone
3. Air horn wired to operate with OEM horn switch
4. All necessary brackets, hardware, and wiring
d. Emergency lighting:
1. One Red/White (HD#68000289) and one Blue/White (HD#68000290) PAR 36 LED forward-facing light, located red on the left side of headlight and blue on the right side of the headlight, while seated on the motorcycle, wired internally through the housings and brackets, any additional hardware/harness included. White “drive light” function activated via switch on fairing cap.
2. Forward facing Red/Blue/White LED windshield light array mounted inside the base of windscreen, Red on the left half of windshield Blue on the right half of windshield
(HD#68000288) or approved equal. Takedown feature activated via switch on faring cap.
3. Side mounted front fender Red/Blue Whelen Micron Super-LED with chrome flange
MCRNSC or approved equal mounted in in place of the nameplate chrome trim.
4. Side and rear facing Red/Blue LED light heads, one (1) mounted to each side and rear of Emergency Equipment Box, (HD#68000277) or approved equal.
5. Side facing Red/Blue LED light heads mounted each side of Emergency Equipment
Box (HD#68000286) or equal.
6. Side-facing, current model year or greater (2021 or greater model year) super LED;
Whelen Tracer DUO Red/Blue TCRHD1 or approved equal mounted underneath the saddlebags, with Whelen TCRBHD1 or approved equal mounting bracket. Red running light to be enabled at delivery.
7. Rear of Emergency Box, multi-element LED Red strip brake/turn Whelen or approved equal.
e. Emergency Equipment Box:
1. Fiberglass or injection molded plastic, aero-shaped, police-duty configuration
(HD#53000712DH), or approved equal
2. Rear-opening hinged weather-resistant lid equipped with locking mechanism keyed the same as ignition
3. Include all mounting hardware, fused accessory panel, wiring harness and modular electrical connectors to house and connect auxiliary battery, Charge Guard, police radio, siren/PA control box, and power for all emergency lighting
4. On-board 12-V trickle charger with weather tight 110 Volt, NEMA 5-15P plug through side of box
5.5 DC Electrical System: All wiring shall be secured to prevent snags and pinching that could damage or disconnect the wire. The wiring terminals used in all DC wiring shall grip the wire insulation as well as the conductor. Fasteners, conduit, and conduit fittings for electrical wiring shall not exhibit electrolysis with adjacent materials. Grommets or electrical bulkhead fittings shall be employed for any wire passing through a structural member.
Corrosion protective coating shall be applied between ground lugs and the motorcycles chassis.
Electrical conductors and cables routed in conduits and looms shall be continuous in length, connections, taps, splice, terminations shall not be concealed in conduit or loom unless reviewed and approved in advance by the government.
Conductors and cables may be terminated with the electrical/electronic devices’ mating type connector or the motorcycles OEM approved and released wire splice tool kit and procedures.
Otherwise, the use of aftermarket butt splice, push-on (spade), bullet, ring, insulation displacement types of connectors are prohibited unless reviewed and approved in advance by the government.
Conductors and cables, rated up to 20 amperes, shall be terminated with environmentally sealed electrical connection system. Weather pack flexible pin and sleeve terminals with dual locking tangs shall be installed with calibrated ratchet type crimpers. Self-lubricating seals shall be installed on all-weather pack terminals. Connector housings shall be either in-line or panel mount types. The DC system shall be installed in accordance to the OEM’s Upfitter/ Modifier Guide.
5.12 Conspicuity Markings: Not applicable
5.13 Fire Extinguisher: Not applicable.
5.15 Motorcycle operator, preventive maintenance, service, parts, police part manuals, police service supplement manual, and electrical schematics manuals:
Operating and maintenance manuals for all body installed equipment/systems and components shall be furnished with each motorcycle to include all police parts and service supplemental manuals. Literature shall include all systems and component items furnished on the motorcycle including but not limited to the following: the Operator’s Manual, Service Manual, Parts
Catalog, Lubrication Charts, base motorcycle modifications and upgrades, hydraulic system, generator system, converter, breaker panel, lighting components, and any other component furnished. The service manuals shall include 12 VDC and 115 VAC as built wiring diagrams.
All body, sub-systems, and equipment requirements described above shall be functionally organized in electronic formats.
Manuals shall be well organized, thoroughly cross-indexed, and authentic with no extraneous material such as advertisements or irrelevant information. All publications shall be submitted in electronic format. Within the manuals, the motorcycles shall be treated as a whole and not as a grouping of disassociated parts from various suppliers. It shall be the responsibility of the contractor to ensure that all of the suppliers' subsystems are presented in sufficient detail to present a complete and clear picture of the whole motorcycle and that terms and functional designations of wires and components are consistent throughout. The material in all manuals shall be identically organized and indexed with compatible numbering.
Quantities and types of manuals: The manuals below are required for each motorcycle and shall be provided to the Government in the quantities and categories as follows:
Motorcycle Operator's Instructional Manual
(2) Shop Service Manual
(2) Shop Electrical Service Manual
(2) Police Model Parts Manual
(2) Police Model Service Manual Supplement
5.15.1 Motorcycle Operators Instruction Manual: The Operator's Instruction Manual shall contain all information needed for the optimum operation of the motorcycles, including general motorcycles familiarization material, location, function, and operation of all controls, indicators, switches, and emergency procedures and trouble diagnoses.
The manual shall be logically organized with systems and elements considered in descending order of importance. Care shall be taken that all statements are clear, positive, and accurate with no possibility of incorrect implications or inferences.
5.15.2 Motorcycle Shop Service Manual & Shop Electrical Service Manual: The Shop
Service Manual shall enable the maintainer to perform the periodic inspection and preventive maintenance tasks. These shall include all lubrication and inspection requirements for all apparatus requiring such work on a periodic basis to maintain the motorcycles in satisfactory working order. The contractor shall ensure that all apparatus supplied has an inspection interval determined by the component manufacturer.
The manual shall contain a detailed description of each component to enable a maintainer to maintain, the motorcycles. The manual shall include a complete systematic procedure for long term periodic maintenance requirements for all components.
The Shop Service Manuals shall enable the technician to perform diagnostics and repairs of the completed motorcycles. The Contractor shall ensure that all apparatus supplied is covered by the manual.
The manuals shall enable the technician to troubleshoot, adjust, and complete running repair for all systems on the motorcycles. Running repair is the diagnosis and correction of any subsystem or component malfunction by adjustment, repair or replacement in order to return the motorcycles to service in a reasonably short period of time. The section shall include a general description and operation of each system, block diagrams, signal flow diagrams, detailed schematics with narrative and functional wiring and piping diagrams.
5.15.3 Police Motorcycle Parts Manual: The Police Motorcycle Parts Manual shall enumerate and describe every component with its related parts and Contractor part numbers. Supplier part numbers shall be included in their respective manuals. Cut-away and exploded drawings shall be used to permit identification of all parts not readily identified by description. Each part or component shall be identified as being part of a functional group. An important aspect of the parts catalog shall be the complete itemization of all servicing materials (oils, paints, special compounds, greases, other) required on the motorcycles and the component requiring its use.
PART 6
TESTING, ACCEPTANCE, ELIGABILITY AND INVOICING
6.1 Testing, Inspection/Acceptance: Every motorcycle shall undergo testing and inspection performed by the contractor. The contractor shall provide the Government with documentation of the testing. All deficiencies identified during testing and inspection shall be documented and resolved prior to delivery of each motorcycle.
6.2 Motorcycle Weight and Payload estimates: Not applicable
6.3 Motorcycle Road Test: All motorcycles shall be road tested by the contractor. The road test shall be for a minimum of ten (10) miles. The road test shall be considered successful if all mounted and items remain secure and operational. The contractor shall document the road test and provide the results to the government.
6.4 Motorcycle Idle Test : Not applicable – for air-cooled engine.
6.5 Vocational Test: For each motorcycle, all equipment shall be functionally tested and verified to operate in accordance with manufacturer’s operating instructions and to the government’s satisfaction.
6.6 Inspection/Acceptance: The Government reserves the right and discretion to request the contractor to furnish a first order (FO) motorcycle for verification as meeting the requirements herein. The FO shall be, prior to offering for verification by the Government, complete in every respect, i.e., all components, equipment, and accessories assembled and installed and operational.
Prior to presentation, the FO shall be fully inspected for compliance with all contract requirements by the contractor’s quality inspectors. Such inspection results, including any interim inspections, shall be documented, and presented to the government representatives with the FO. Inspection results shall include all deficiencies found and the corrective actions taken.
Upon Government approval of the FO, production methods shall assure that subsequent motorcycles are identical to the approved FO. The inspection of the FO shall be recorded by digital video or digital photographs showing the assembly of all major subassembly components and shared with the Government. After Government acceptance of the FO, the contractor shall only substitute materials, components, or assemblies upon government acceptance of such and embodied in a contract modification. Upon acceptance of the FO, the motorcycles shall be shipped in accordance with shipment terms of the contract. The contractor shall produce two copies of the files of the FO. One copy shall be retained by the contractor as an approved sample; the second copy shall be retained by the Government. Failure of the FO to meet the requirements of the specifications may be cause for the Government to refuse acceptance of all motorcycles until corrective action has been taken.
6.7 Warranty: The contractor shall provide the maximum warranty available for Harley-
Davidson Electra Glide Police Motorcycles as referred to as the Extended Service Plan (ESP).
The warranty shall include the commercial furnished equipment warranties, including all other parts and components required herein, against parts failure or malfunction due to design, construction or installation errors, defective workmanship, and missing or incorrect parts, for a minimum period of the ESP warranty from date of acceptance. Some components may require the purchase of an extended comprehensive warranty from the manufacturer to meet the minimum terms. If the contractor receives from any supplier or subcontractor additional warranty on the whole or any component of the motorcycles, in form of time or mileage, including any prorated arrangements, or the contractor generally extends to its commercial customers greater or extended warranty coverage, the government shall receive corresponding warranty benefits. The warranty coverage shall begin when the Government accepts the motorcycles from the contractor FOB point of origin/destination.
Labor, parts, shipping cost, per diem and travel for warranted repairs within the Continental
United States (CONUS) shall be the responsibility of the contractor. This shall include 3rd party
Original Equipment Manufacturer (OEM) selected vendors for corrective action or warranty issues on the motorcycles if applicable. Warranty registration cards shall also be provided as applicable. The contractor shall furnish the Government with warranty certificates showing evidence that the warranty requirements above have been met.
6.8 Contractor Eligibility: The contractor must be registered in the Federal procurement System for Award Management (SAM) and have a valid DUNN’s number as assigned by Dunn &
Bradstreet. Contractor must also be able to invoice and receive payments electronically via the
Government’s Internet Payment Protocol (IPP).
6.9 Invoicing: All invoicing must be done via the Department of the Treasury’s Internet
Payment Platform (IPP) system. This system can be accessed at the following address:
https://www.ipp.gov. The Contractor may invoice for work performed and accepted. The invoice shall include the period of performance or deliverable/progress payment period covered by the invoice and the CLIN number and title. All costs shall be reported by CLIN and shall be provided for the current invoice and in total from project inception to date. The listing shall include separate columns and totals for the current invoice period and the project to date.
