Integrated Pest Management Service at Hollings Marine Laboratory 331 Fort Johnson Rd. Charleston, SC 29412

And Buildings 500/600 located behind 219 Fort Johnson Rd. Charleston, SC 29412

The Hollings Marine Laboratory, 331 Fort Johnson Rd., Charleston, SC 29412, and Buildings 500/600 behind 219 Fort Johnson Rd. Charleston, SC 29412, has the requirement for Pest Control and Mitigation Services within property lines under our purview. The requirement is to manage and prevent pests, such as insects and rodents, from causing damage to staff, buildings, and other areas.

Objective

It is intended to use integrated pest management, an ecosystem-based strategy that focuses on the long-term prevention of pests or their damage through biological control, habitat manipulation, modification of cultural practices, and use of resistant varieties. This includes inspecting and controlling rats, mice, cockroaches, ants (other than carpenter ants), mosquitoes, and incidental/occasional invaders on and around the Hollings Marine Laboratory and Buildings 500/600 grounds.

Period of Performance

Interested vendors should submit a quote with one price for a base year period of performance of 08/01/2024 – 07/31/2025.

The vendor should also include a separate price for each of the four additional option periods:

08/01/2025 – 07/31/2026 08/01/2026 – 07/31/2027 08/01/2027 – 07/31/2028 08/01/2028 – 07/31/2029

Guarantee of Services

The contractor shall furnish all labor, supervision, transportation, tools, materials, and supplies necessary to perform pest control services following the guidelines established by Federal, State, and Local Government laws, rules, and regulations. Any applicable EPA regulations and rules shall be followed (www.epa.gov). The contractor shall provide coverage once a month for up to twelve months, allowing one year of full coverage. All services must be completed by a certified, trained, and licensed pest control operator in any category as required by the State of South Carolina. This proposal's terms, conditions, provisions, specifications, and schedule are listed below.

The locations listed in this contract are outlined in the attached photos of property lines on Attachments 1 and 2, which are at the bottom of this SOW.

1. The Hollings Marine Laboratory, the surrounding property, and (2) HAZWASTE buildings within the leased property behind 331 Fort Johnson Road, Charleston, SC 29412.

2. Leased property for Buildings 500 and 600, greenhouse structure, and (2) HAZWASTE buildings behind 219 Fort Johnson Road, Charleston, SC 29412.

Scope

The pest control services required are limited to green products only, which can be performed in the general pest control category. These include rats, mice, cockroaches, ants (other than carpenter ants), mosquitoes, and incidental/occasional invaders.

During each scheduled visit to the Hollings Marine Laboratory and other listed areas, the contractor shall inspect for potential pest infestations around the outlined perimeters within property lines.

The pest control technician shall indicate pest problem areas and provide written recommendations for structural and sanitary on "Pest Control Service Record and Pest Inspection Report" forms or substantially similar substitutes. The Contracting Officer’s Technical Representative (COTR) will maintain a file containing these forms.

Storage Of Pest Control Materials

No pest control materials or equipment shall be stored or kept on location or when the operator is not working without the express written approval of the Contracting Officer's Technical Representative.

Disposal Of Hazardous Waste

The Contractor shall not dispose of any excess pesticide containers or any other materials contaminated by pesticides at any location on the premises.

Required Contractor Reporting

a. The contractor is responsible for supplying, completing, and submitting all reports required or requested by Federal, State, or local ordinances of any duties in the contract.

b. Services shall be accomplished by tracking specific pest control problems by area and automatically generating the need for additional inspections or control methods.

Conduct of Contractor Personnel

The contractor’s employees shall observe and comply with all on-site regulations, policies, and procedures.

The contractor's field service employee shall always wear visible identification on the premises. Smoking is only allowed in designated areas, and possessing weapons is prohibited.

Security/Safety/Environmental Considerations

Work must be completed observing all federal, state, and local laws and regulations. To comply with the Debt Collection Improvement Act of 1966, all contractors must be registered at www.sam.gov to be considered for a federal contract award. Registration information can be found on the sam.gov website. Vendors must note on the quote if they accept credit cards as a payment method. Vendor needs to include their DUN and Bradstreet numbers with their quote.

Call Back Requirement

a. Routine

The Contractor shall, within 12 hours after receipt of notification by the Contracting Officer or his/her representative, and at no additional charge to the Government, retreat previously treated areas when inadequate control was obtained.

Restriction Of Pest Control Materials

a. All rodenticides and traps shall be placed only at times and in areas approved by the The Contracting Officer's Technical Representative and unused portions shall be recovered during business hours. All traps/bait stations shall be dated.

b. The Contracting Officer's Technical Representative shall restrict the use of rodenticides.

c. The Contractor will be required to furnish the COTR before applying pesticides and rodent control chemicals, labeling chemicals for use, and trading Material Safety Data Sheets, ensuring the use of green products only. The contractor will provide the same information each time (s)he changes chemicals or products used in the performance of this contract. The Medical Center for Emergency Treatment requires this information during ingestion or contact.

d. No pesticide or materials will be disposed of on Hollings Marine Laboratory or surrounding properties.

e. Residual pesticides will be used per label instructions.

f. The Contractor shall not prepare chemicals inside the Hollings Marine Laboratory or other buildings.

Pest management operations and use and types of pesticides will meet all federal, state, and local regulations.

Work Schedules

All areas shall be inspected and serviced only during business hours, Monday through Friday, 8 a.m. to 4:30 p.m., excluding Federal Holidays. This allows the contractor to schedule visits when HML facilities staff can be present in case of need.

IT Security Requirements

The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.
