Q&A for 1305M224Q0150
1. What is the square footage of the buildings to be serviced?
a. HML is roughly 103,000 sq ft with the perimeter of the property to be covered and maintained roughly 38,000 sq ft.
b. Buildings 500/600 are roughly 3,000 sq ft each, as well as the greenhouse behind building 500. The perimeter of the property to be covered and maintained roughly 18,000 sq ft.
2. Confirming that the treatments will be for the buildings, greenhouse structure as well as the
(surrounding property) outdoor areas?
a. Yes
3. Could you please specify whether the service guarantee coverage will be provided as a bond, an irrevocable letter, or through a type of insurance?
a. Unsure
4. What is the current contract number and who is the current incumbent?
a. 1333MG23PNCNS0036, awarded to Terminix Service, Inc.
5. Are there any current pest issues occurring at the facility?
a. Application of rodent deterrent currently bait traps for rats specifically (snakes, raccoons, etc. can also be problematic at times)
b. Bees, Wasps, Mosquitos, Flying Insects are a nuisance throughout times of the year
6. Does the building have dining facilities such as a kitchen?
a. There are a few breakrooms with fridges, microwaves, etc. as an area for personnel to eat located both upstairs and downstairs within the main lab.
7. How many floors does each building have?
a. Two Floors in the Main Lab (HML)
8. Please specify the type of building (e.g., office building, laboratory, warehouse, greenhouse).
a. The HML is a combination of Office Spaces, Lab Spaces, and Storage space.
b. Buildings 500/600 are two metal buildings, roughly 3,000 sq ft each, that are a shop building, or a storage building, as well as one for scientific research, and a greenhouse located behind building 500.
9. Are there crawl spaces present beneath any of the buildings?
a. There are crawl spaces under the main HML building.
10. Are there any areas with a history of pests or more susceptible (kitchens, food prep, server rooms)?
a. The HAZWASTE storage areas behind the main HML building and the two located over in front of buildings 500/600.
11. Any specifics regarding building access for pest control (gated entry, security requirements)?
a. Treatment shall be during business hours, Monday through Friday, excluding weekends, all Federal holidays or emergency closures. The hours, shall be between 8 a.m. and 4 p.m.
12. A brief description of the general layout (mostly open space, private offices, common areas) would be helpful, although detailed floor plans were not provided.
a. This is for outside perimeter treatment, not indoors.
13. Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?
a. No
14. Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at this location?
a. No
15. Can the government clarify how many emergency service requests there have been in the past
24 months?
a. None, except for outside services to assist with raccoon traps and displacement from crawl space area, due to no coverage under a previous contract.
16. Can the government confirm how many traps/bait stations are installed, if not, how many will be required?
a. There are several all throughout the perimeter of the subject properties, but don’t know the exact number or their locations
17. The SOW does not mention "live animal traps" raccoon, possum etc. Will these also be required as there is a "per incident" fee associated with this service?
a. It would be beneficial for “as needed cases” like we have had the few instances in the past. The raccoons caused delay in outside contract work being done in the crawl spaces, until the issue was addressed.
18. For the mosquito treatment, can the air intake for the buildings be shut off for a period of time (1 hour or so) during business hours as to avoid the product being sucked into the buildings, or will this be done after hours with the air intake off?
a. No, the effort and coordination that would take, would be too demanding and cause issues amongst staff and their experiments, etc. It is not worth the headache that will fall on Facilities.
19. Does the scope of services include pest control for the interior of the buildings, or if it is limited to the exterior of the buildings and the grounds within the premises?
a. Just exterior and the grounds within the premises of the subject properties.
20. Is the lab or the NOAA a member of Sourcewell?
a. No, not to my knowledge.
21. The mosquito abatement section appears somewhat ambiguous to me. Could you please specify whether you intend for mosquito treatments to be conducted monthly around the entire perimeter of the laboratory or solely around the main entrances and exits?
a. This is intended to be in and around the entry/exits of the HML building and common areas along the outside, like the loading dock area in the back and around the side where there is a lot of foot traffic. The front, back, and side entrances of HML and around the pond area in front, with outdoor seating. It should be ok for the general entry/exit areas of buildings 500 and 600 and the HAZWASTE buildings located there and behind HML.
