Bldg. 1180 Transformer Repair
To conduct repairs of the building 1180 transformer to stop the oil leak.

STATEMENT OF WORK
PROJECT LOCATION:
Beltsville Agricultural Research Center (BARC), USDA, BARC Building 1180, Beltsville, Maryland 20705-2350.

DESCRIPTION OF WORK:
1.0 GENERAL
1.1 Background
USDA receives high voltage power from PEPCO and uses substations and transformers to reduce high voltage power received to medium and low voltage power as needed at various locations.
1.2 Overview and Purpose of Statement of Work:
The transformer at building 1180 is leaking oil. An inspection by TSI indicated that the transformer’s primary bushings gasket is bad as well as the bottom valve/sample valve which are causing the transformer to leak.

2.2 Safety
2.2.1 The Contractor shall comply with all Federal, State and local laws pertaining to OSHA, fire safety, and environmental regulations.
2.2.2 Contractor shall comply with appropriate COVID-19 requirements established by the location.
3.0 SCOPE OF WORK:
3.1 Project Management
Project management activities for this project are limited to the following:
3.1.1 Coordination with the BARC Team on access and deenergizing of the transformer
3.1.2 Develop a work schedule to expedite this urgent work
3.1.3 Prepare and submit invoices and progress reports to BARC Team
3.2 Transformer Repair
3.2.1 Coordinate with BARC team to deenergize the transformer.
3.2.2 Empty transformer’s oil as appropriate and keep for repumping into the transformer after repairs are complete.
3.2.3 Re-gasket the primary bushings.
3.2.4 Repair/replace the bottom valve/sample tab.
3.2.5 Repair any other items contributing to the oil leak.
3.2.6 Pump oil back into transformer and add oil as needed to top off oil level to appropriate level.
3.2.7 Inform BARC personnel to reenergize the transformer
3.2.8 Test transformer operations and confirm oil leak stopped.
4.0 PROJECT CONDITIONS AND SPECIFICATIONS
4.1 PROJECT COORDINATION
4.1.1 Communications
4.1.1.1 All communications shall be through the Project CO and the Project COR
4.1.1.2 Acceptable forms of communications include Emails, Letters, and Telephone Memoranda
4.1.2 Period of Performance and Project Schedule
4.1.2.1 The period of performance of this contract shall be ONE Week from the date of the Notice to Proceed
