Thaddeus Kosciuszko Replace HVAC and Electrical Distribution Systems 246977 Statement of Work
1-1 Summary
The Thaddues Kosciuszko National Memorial is the smallest National Park and was Kosciuszko’s home. Kosciuszko was a military engineer who designed fortifications during the American Revolution. The house is located at 301 Pine Street Philadelphia, PA 19106.
This project will remove and replace the existing HVAC multi-zone air handling unit, electronic controls, coils, condensers, and other associated mechanical, electrical, and plumbing components associated with the HVAC system. This project also includes the removal and replacement of the electrical distribution panels, components, and systems in the buildings.
The contractor shall provide all tools, equipment, labor, and materials to safely complete all work associated with this Statement of Work (SOW). Work shall consist of the proper and safe Lock Out/Tag Out (LOTO), demolition, removal, and disposal of existing electrical distribution panels, systems, and associated components; multi zone air handling unit – including housing, electronic controls, coils, condensers, and other associated plumbing, mechanical, electrical, and electronic components. Duct work to remain in place.
Contractor shall provide all tools, equipment, labor, and materials to supply, and safely install, connect, and energize, new electrical distribution panels, systems, and components; multi-zone air handling unit, direct digital controls, condensers, and other associated mechanical, electrical, plumbing, and electronic components. The contractor shall supply and install, all required valves, hoses, fittings, controls, sensors, thermostats, self-balancing kits, electrical and wiring requirements, and any other associated parts, assemblies, or components required. Contractor shall ensure that new HVAC sensors, and direct digital controls, are compatible with, and connected to, the Park’s Building Automation System (BAS) and shall ensure proper programing, including graphics, and function. The contractor shall provide, install, connect, program, and function test, the required components, parts, wires, or assemblies.
While this building has had some remodeling and modernization done, it is a historic structure and contains original building fabric dating to its original construction. Contractor shall ensure that all precautions are taken to avoid any damage to the buildings, furnishings, finishes, and other property contained within or on the buildings or site. Contractor shall ensure that the geothermal heating loop is properly secured prior to removing any heat pumps to avoid any water leaks.
All work shall be completed during normal business hours Monday – Friday 7:00 am to 4:30 pm. Contractor will be provided access to those areas included in the project.
1-2 General
All mechanical, plumbing, control, and electrical work must meet all current and applicable codes and regulations.
The contractor shall be responsible for the testing and balancing of the HVAC system.
1-3 System Testing and Certification
The satisfactory operation of the system shall be demonstrated by the Contractor and the system shall be in conformance with all applicable codes, regulations, and standards prior to the Contractor notifying the Contracting Officer that the work is complete. Testing and demonstration shall include the operation of all valves, verification of operation under load, verification of communication and control from BAS, proper temperature output, testing and balancing of the HVAC system, etc..
1-4 Instructions, Maintenance and Spare Parts
The Contractor shall review, with operation and maintenance personnel, the proper operation of valves, pumps, controllers, sensors, etc. The Contractor shall provide any applicable operations and maintenance, and technical manuals, maintenance procedures and preventative maintenance schedules as well as a list of recommended spare parts to be stocked.
1-5 Record Drawings and Technical Data
Contractor shall provide any technical data, specs, cut sheets, or manuals associated with the controls and sensors that are installed.
In the event any modification to the existing system, piping, or electrical is required as part of the installation, the contract shall provide two (2) copies of “as-built” shop drawings to the Contracting Officer’s Representative (COR) upon completion of work. The drawing(s) shall include affected systems such as pipe, valve, electrical, controls, sensors, pumps, etc., with locations and labels. The drawings shall be accompanied by any technical data or manuals relevant and applicable to the devices and pumps installed.
1-6 Warranty
The Contractor shall fully warrant all systems against defects in parts and labor for at least one (1) full year from the date of final acceptance of the work by the government. The Contractor shall provide for periodic inspection and maintenance at quarterly intervals or more frequently during the warranty period. During the warranty period, the Contractor shall replace or repair without charge to the government any elements of the system which have failed in normal operation (excluding damage caused by operator failure. Acts of God, civil strife, vandalism or natural disaster) within 24 hours, weekends and holidays included.
