THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THIS MARKET RESEARCH IS TO GAIN KNOWLEDGE OF INTEREST, CAPABILITIES, AND QUALIFICATIONS OF INTERESTED VENDORS AND WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT.

The United States Department of Agriculture, Forest Service, Region 3 intends to issue a solicitation for a multi-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for reforestation services in support of timber stand improvement related to forest health on Forest Service land. The Forest Service may award contracts to multiple entities based on location and capability. Each contract is anticipated to be for a five (5) year ordering period. Services will be provided in National Forests located in Forest Service Region 3 (Arizona and New Mexico) broken out into eleven (11) National Forests Arizona National Forests: Apache, Coronado, Tonto, Sitgreaves, Coconino, and Kaibab National Forests.

New Mexico National Forest: Carson, Cibola, Gila, Lincoln, and Santa Fe The DRAFT Scope of Work (SOW) is attached to allow for industry feedback, comments, and questions. The purpose of this notice is to solicit informal expressions of interest and comments on the DRAFT SOW from potential contractors and other persons interested in the services who could help the USFS in finalizing the solicitation requirements. Information gathered will be considered and may or may not be incorporated into final solicitation to be posted later.

The contractor(s) personnel must have necessary expertise, qualifications, and experience to assure performance of the work in accordance with sound, safe, and efficient management practices. Sources are being sought for entities with a North American Industry Classification System (NAICS) code 115310 – Support Activities for Forestry with a Small Business Size Standard of $11.5M.

Responses are requested with the following information:

1. Vendor’s name, address, UEI, points of contact with telephone number(s) and e-mail address(es);

2. Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service-Disabled Veteran Owned and/or 8(a).

3. Description of capability to perform services listed in the DRAFT SOW.

4. Any feedback, comments, and/or questions pertaining to the SOW and related contracting issues.

5. Location(s) capable of performing services (Arizona and New Mexico).

Interested vendors can email the capabilities and service location(s) to Blaine Greenwalt at blaine.greenwalt@usda.gov. Responses must be received by end of day Friday, February 7th, 2025.

Responses will NOT be returned. This notice is not to be construed as a commitment by the Government, nor will the Government pay for any information provided.
