SOURCES SOUGHT NOTICE

FOR

Operations and Maintenance Assessment and Study, Command Center (CC) Humphreys (C4I080)

U.S. Army Garrison (USAG) Humphreys South Korea

The U.S. Army Corps of Engineers (USACE) Far East District (FED) is conducting market research to identify potential sources and determine the optimal procurement strategy for acquiring services for operations and maintenance assessment and study of a government facility as further detailed below and in the attached draft Performance Work Statement (PWS). The objective of this Sources Sought Notice is to collect market research information regarding the availability and capability of qualified sources to provide services outlined in the draft PWS.

Please review the DRAFT PWS and provide questions while considering the following:

1. Are there any gaps in the PWS?

2. What additional information would you request to be included with the solicitation in order to submit a proposal?

Description of Services:

The requirement is to perform a maintenance assessment and study of CC Humphreys (C4I080), USAG Humphreys, South Korea. The intent of this study is to provide the Government with an inventory of all existing systems, their maintenance plans and a cost estimate that may be used to solicit an eventual total maintenance services contract of this facility.

The assessment must identify the systems, determine the maintenance tasks, maintenance schedule, maintenance personnel requirements, and level of maintenance requirements during contingency, and associated costs. The assessment will provide data to support contract requirements for a full maintenance contract of the facility, that may be contracted out. This assessment and study alone should be sufficient to provide the requirements needed to maintain the facility, maintain warranty, and maximize system life, as projected by the respective manufacturers.

The Far East District is located in the Republic of Korea; therefore, achievement of small business goals may not be applicable and consideration to may not be given to Small Business Programs for this requirement.

The North American Industry Classification (NAICS) code assigned to this acquisition is 561210, Facilities Support Services, with a size standard of $41.5 million.

It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This notice does not commit the Government to contract for any service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense.

Any resulting procurement action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.

The information received will be utilized by USACE FED in developing its acquisition strategy, Statement of Objectives, Statement of Work, Purchase Description and Specification. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary if marked and clearly identified in accordance with the applicable Government regulations. The Government requests that non-proprietary information be submitted in response to this Sources Sought. However, should proprietary information be submitted, it should be marked “PROPRIETARY” and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All proprietary information and trade secrets should be clearly identified.

The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements, if applicable and posted electronically on the sam.beta.gov. Responses to this Sources Sought Notice may or may not be returned. Not responding to this Sources Sought does not preclude participation in any future solicitation.

Information Requested and Submittal Requirements:

If your firm is interested and capable of performing the services contained in this sources sought notice, please provide a response to this announcement.

At a minimum, a response to this notice shall contain the following information:

1. Statement that your firm is interested in submitting a proposal for this project, if it is formally advertised.

2. Company Information: your Company’s name, address, a point of contact with e-mail address and telephone number, Data Universal Numbering System (DUNS), Commercial and Government Entity (CAGE) Code, and business size. Your company must be registered in System for Award Management (SAM). To register, go to https://www.sam.gov.

3. Statement of Capability (SOC) demonstrating your firm’s experience and capabilities in performing these or similar services. Your firm shall identify whether any work stated in the SOC was completed independently as a prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor). If your role was as a sub- contractor, describe the services your company provided. For each project listed in your SOC as the prime contractor, please provide a title, a brief description of the work performed, period of performance, total contract amount, location, and customer point of contact information. Limit your past performance information to three projects. Submission of your interest is not a prerequisite to any potential future offerings, but participation will assist FED in identifying sources with required capabilities.

Korea Standard Time, 11 December 2020. Any response received after this date will not be utilized in the Market Survey assessment.
