U.S. Army Special Operations Command Sources Sought H92239-21-Q-0015 Advanced Operator Training Program (AOTP)

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST

FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation.

The US Army Special Operations Command (USASOC), 1st Special Forces Group (1st SFG A) is seeking to identify sources capable of providing an Advanced Operator Training Program (AOTP). The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary to perform an AOTP at Joint Base Lewis- McChord (JBLM).

The contractor will provide Subject Matter Expert/Experts (SMEs) to advise, assist, manage and instruct the AOTP program composed of but not limited to; Advanced Low Visibility Shooters Courses (ALVSC), Special Forces Advanced Urban Combat (SFAUC) Courses, Special Operations Combative Program (SOCP) Courses, Sustainment Training, self-defense/escalation of force techniques and competitive training/esprit de corps events ranging in size from small team (approximately 12 personnel) to Group level (approximately 1,200 personnel). This contractor will provide 1st SFG (A) with the ability to support the full spectrum of the Advanced Operator Training.

The vendor shall provide Advanced Operator Training to include SOCP, ALVSC, SFAUC, Sustainment training and self-defense/escalation of force training. The testing modality in regard to this training is in accordance with (IAW) H2H Combat Manual dated 2011, and Combatives, TC 3.25-150, FEB 2017.

The vendor must be Special Operations Combatives Program Instructor certified, Special Operations Combative Program Level II certified, Master Combatives Level III certified and have the capability of conducting training that will culminate with student certification/qualification according to SOCP and Master Combatives requirements. In addition to qualifications the instructors providing training must have a minimum of two years instructing Special Operations Forces in SOCP, ALVSC, and SFAUC courses within the last six years.

The vendor must compliment the training strategies/approach to meet the government end state proficiency requirements. Qualifying/Certifying Soldiers SOCP Level 1 and SOCP Instructor level.

The anticipated period of performance if for one year: 1 July 2021 – 30 June 2022

Documentation provided must address all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Do not submit classified material.

Contractors interested in performing these services should be registered in the System for Award Management (www.sam.gov). Contractors responding to this Sources Sought are asked to provide the following information: company's full name and address, DUNS number, the applicable GSA contract # and SIN, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUB Zone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college or university and/or minority service institute), address, and a point of contact. Please also advise the government of pending changes in the business size status. In addition, respondents shall provide average annual revenues for the past 3 years and number of employees; affiliate information: parent company, joint venture partners, potential teaming partners; and additional documentation such as company literature and brochures.
