INTRODUCTION

The DEVCOM Armaments Center is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Ammunition Equipment Directorate (AED) which has been tasked to develop a test procedure to reduce high explosive (HE) filled munitions into smaller pieces that can be disposed of through the Ammunition Peculiar Equipment (APE) 1236 incineration furnace. The intention is to procure these services on a competitive basis

PROGRAM BACKGROUND/REQUIREMENT SUMMARY

The Cryofracture process is basically freezing the munitions in liquid nitrogen and then taking the munition and crushing it into smaller pieces using a hydraulic press. The Cryofracture process at TEAD will play the role of pre-processing (crushing) of selected HE filled munitions, such as grenades, bomblets and 40mm rounds to be demilitarized in the existing Ammunition Peculiar Equipment (APE) 1236 test furnace. HE filled munitions represent a large percentage of the current B5A demil stockpile which do not have a standard method of demilitarization and are a high priority to be addressed. The current equipment in place is at end of life. The contractor will be required to analyze/identify potential solutions, purchase equipment, perform tooling/creation of new parts where commercially available equipment is not readily available, and integration of the components to derive at the final solution. Testing will be required to validate the solution’s success.

Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).

The estimated period of performance is anticipated to be 30 months with performance commencing in July 2021. Specifics will be provided in future solicitation.

The contract type is anticipated to be Cost Plus Fixed Fee.

ELIGIBILITY

The applicable NAICS code for this requirement is 423830 with a Small Business Size Standard of 100 Employees. The Product Service Code is 1385. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)

Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST 19 February 2021. All responses under this Sources Sought Notice must be e-mailed submitted via the instructions below.

This documentation must address at a minimum the following items:

If your organization has the potential capacity to perform these contract services, please provide the following information:

1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the business, whether the company qualifies as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern;

2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting:

a. Experience with cryofracture of high explosive ammunition items in preparation for processing through thermal treatment and an understanding of the technical parameters required for a variety of munition types. Include experience with: soak times in liquid nitrogen, appropriate crush heights and press force, and the different tooling designs needed to accommodate different types and quantities of ammunition items.

b. Address safety measures in place to minimize detonation reactions.

c. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address potential partners and the administrative and management structure of such arrangements.

d. Provide contract number, POC contact information (Technical and Contracting Officer), dollar value, and any additional information to validate above experience.

3.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PWS.

4.) Does your company have an approved Accounting System to accept a Cost Plus Fixed Fee contract?

Your response to this Sources Sought, shall be electronically submitted to the Procurement Coordinator, Steven Gaida, in either Microsoft Word or Portable Document Format (PDF), via email steven.j.gaida.civ@mail.mil.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

No phone calls will be accepted.

All questions must be submitted to the procurement coordinator identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
