DRAFT: Performance Work Statement

Reduction of HE (high explosive) filled munitions for disposal through the APE 1236 incineration furnace.

1.0 OBJECTIVE. AED has been tasked to develop a test procedure to reduce high explosive (HE) filled munitions into smaller pieces that can be disposed of through the APE 1236 incineration furnace. AED will accomplish this by having the contractor:

a. Develop a process to cryofracture munitions to reduce the size of HE filled munitions listed in table shown in section 3.2.

b. Purchase equipment and tooling used to perform the tests

c. Be on site and provide training and technical support and recommendations while the testing is completed.

d. Provide a Facility Site Safety Evaluation and Hazard Analysis of the equipment and process.

e. Provide a final test report and recommendations, listing improvements of the cryofracture process.

If this test is successful this information will be used to develop a facility within the JMC enterprise to cryofracture HE filled munitions.

2.0 BACKGROUND. Cryofracture process is basically freezing the munitions in liquid nitrogen and then taking the munition and crushing it into smaller pieces using a hydraulic press. The Cryofracture process at TEAD will play the role of pre-processing (crushing) of selected HE filled munitions, such as grenades, bomblets and 40mm rounds to be demilitarized in the existing Ammunition Peculiar Equipment (APE) 1236 test furnace. HE filled munitions represent a large percentage of the current B5A demil stockpile which do not have a standard method of demilitarization and are a high priority to be addressed. To complete the required project, purchase of equipment and potential creation of new parts are needed to ensure project success.

3.0 REQUIREMENTS

3.1 Project Management. The contractor shall conduct project management and support activities to manage cost, schedule, and performance aspects of this work effort. This shall include monitoring and reporting project status on a monthly basis, providing technical information to the Government to support the effort (e.g. permitting or operations documentation), and coordinating with the Government’s team to ensure smooth execution of tasks in this SOW.

3.2 Munitions to Process. The contractor shall work with the following six munitions to support the demonstration of the success of cryofracture for demilitarization. The definition of effectiveness of cryofracture is the ability to break up the munitions and the ability to thermally treat the munitions in a rotary kiln system. The munitions are

3.3 Kickoff Meeting. The contractor shall attend or by other means participate in a kickoff meeting at the location of where the test will be performed. During this kickoff meeting, the contractor shall present a schedule, top-level munition test plan that identifies the method of cryofracture for each of the six munitions items, milestone deliverable dates, and other details that defines the direction that the project will take. During this meeting, the Government shall present and hand out detailed configuration drawings of the munitions to be tested on the program.

3.4 Equipment. The contractor shall provide the Cryofracture press and its ancillary equipment. The Cryofracture press shall be sized to provide the force necessary to fracture the munitions listed in the table above. The press area shall be enclosed sufficiently to vent/collect any explosive dust generated by the cryofracture action. This enclosure shall be interfaced to a contractor supplied ventilation, filtering, collection system. Once manufactured the equipment and ventilation system will be shipped to the test site at Tooele Army Depot. The government will retain ownership of all test equipment and ventilation system.

3.5 Munition Tooling and Components. New cryofracture tooling and supporting components are required to address the uniqueness of any specific HE filled rounds for the testing, the contractor shall manufacture corresponding components to fit the needs of the project as necessary. Once manufactured, these components will be shipped to the test site at Tooele Army Depot. The tooling will be required to break apart the HE munitions into small enough pieces that can be disposed of through the APE 1236 furnace. The government will retain ownership of all tooling.

3.6 Provide program safety to include Facility Siting in accordance with the DoD Contractor’s Safety Manual for Ammunition and Explosives, 4145.26-M, Complete a Process Hazards Analysis (PHA)in accordance with MIL STD-882E, Provide Process Safety Information, Site Evaluations, Design Hazards Analysis, Operational Hazards Analysis, Failure Modes and Effect Analysis, Hazards Risk Categories, and PHA Technical Elements.

3.7 Installation and Startup. The contractor shall provide onsite assistance in an advisory capacity, for the duration of the project, for anything involving the aforementioned equipment, including installation and startup at the selected location for testing.

3.8 Training. The contractor shall provide assistance for onsite training of Tooele operators taking part in any cryofracture related operations. This includes providing any manuals for operation or training that are deemed necessary.

3.9 Test Operations. The contractor shall support Tooele operators during the onsite testing of the six munitions. This includes making adjustments in the tooling, taking critical dimensional notes, documenting test results, and recording any anomalies encountered during test operations.

3.10 Travel. The contractor travel needs for support of this project shall be accounted for the duration of the project.

3.11 Reports. The contractor shall provide test plans and reports that involves maintenance of the equipment and the supply a final report documenting the results of the six munition cryofracture test program. Contractor will also provide a draft report will be provided, which will include the FMEA table (with a qualitative risk assessment) and a table which ranks the identified scenarios in order of severity. The report will be issued in draft form for review at the end of the Design hazard Analysis (DHA) phase, as well as the Operation Hazards Analysis (OHA) phase. Once the draft has been reviewed, a revised, final version will be sent. Please note that all PHA team members involved must sign the report before contractor personnel can sign the report and issue a final version.
