SOURCES SOUGHT NOTICE

1. Contracting Office: Naval Facilities Engineering Systems Command (NAVFACSYSCOM, Mid-Atlantic, Public Works Department (PWD) Newport, Naval Station Newport, 1 Simonpietri Drive, Newport, RI 02841
2. Place of Performance: Naval Undersea Warfare Center (NUWC), Newport, RI
3. Type Notice: This is a Sources Sought Notice and used only for market research purposes.
This Notice does NOT constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB).
4. Purpose: The intent of this notice is to identify potential offerors and to determine whether to set-aside the requirement for small business concerns who are capable of performing a project for Exterior Steel Walkway Replacement.
5. Eligibility: PWD-Newport seeks information from 8a Participants, Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), Historically Underutilized Business (HUBZone), and Small Business (SB) concerns with current relevant qualifications, experience, personnel, and capability to perform the requirement.
6. Project Title: Replace Exterior Walkway
7. Project Description: Building 116CC is a 20,000 sf single story, concrete building. An existing steel walkway passes over the south end of the building to connect Cunningham Street, on the west side (front) of Building 116CC, to Lay Street, on the east side of Building 116CC. This steel walkway has deteriorated to the point that it is no longer safe to use. The work includes but is not limited to the removal of the existing steel walkway, removal and provision of existing concrete landings and sidewalks, and provision of new fiber reinforced plastic (FRP) walkway. Adjacent concrete landings have also deteriorated and need replacement in order to accept new anchors.
The Contractor shall use only domestic construction material in performing this contract, unless otherwise allowed by the Contracting Officer. Contract duration: 180 calendar days from issuance of Notice to Proceed (NTP)

13. Procurement Method: Sealed Bid: The proposed contract under consideration for 100% Set-Aside for all categories of Small Business (SB) concerns listed in No. 5 of this Notice.
14. All qualified firms are encouraged to respond. The Government will not pay for any information solicited or reveal the results of the evaluation. If adequate interest not received from SB concerns, without further notice, the Government will issue the solicitation for Unrestricted Competition.
15. Submission: The Government requests that interested parties electronically submit a brief capabilities package not to exceed (10) pages no later than 3:00 PM, Eastern Standard Time (EST) on January 29, 2021, to the POC listed above.
16. Capability Packet: Provide evidence of capability to perform and a positive statement of eligibility as a Small Business (SB) concern.
This capabilities packet shall address, at a minimum the following:
a. Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years. Include the contract number; indicate if firm acted as the prime or subcontractor; state contract value; list Government/Agency and POC name, title, telephone number, and email address. Provide a brief description of how the contract relates to this requirement.
b. Company Profile to include the following:
Company Name, number of office(s) and office location(s), and number of full-time employees (FTE) per office, annual revenue (2016 – 2020), available bonding capacity, DUNS number, CAGE code, and Employer Identification Number (EIN).
c. Business Status: Please indicate business status from categories listed in No. 5 of this Notice
d. Geographic location: In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the services of the proposed requirement within our AOR, please identify the geographic area in which you can operate in an efficient and economical manner.
