Meeting Planner Services
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the Government will proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals. ONLY 8(a) participants are encouraged to respond.
The Department of Housing and Urban Development (HUD) is contemplating establishing a contract under NAICS Code(s) 541611 – Administrative Management and General Consulting Services and PSC Code R706 – Support – Management: Logistics to organize meetings (in person and virtual), venues, materials, audio visual equipment, and carry out all associated administrative arrangements, travel and lodging arrangements and reimbursements for Government approved participants and setting up virtual platforms for meetings.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will review market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance-based service acquisition contract.
Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

BACKGROUND
Through the Department of Housing and Urban Developments (HUDs) Office of Manufactured Housing Programs, unsubsidized affordable housing is available for many families who might otherwise not be able to afford home ownership. Approximately eight (8) million manufactured homes have been built under HUDs Manufactured Housing Construction and Safety Standard Program since 1976. About 60 companies produce manufactured housing in about 120 plants (production lines) with current production of about 80,000 floors per federal fiscal year.
HUD administers the program, supported by agreements with 33 State Administrative Agencies (SAAs) and contracts with various private firms (inspection agencies) and non-profits. Currently there are six (6) Design Approval Primary Inspection Agencies (DAPIAs) and fourteen (14) In-Plant Inspection Agencies (IPIAs), both public and private, approved by HUD to conduct design review and in-plant inspections. Nine (9) of the fourteen (14) active HUD approved agencies are units of State government and the remaining five (5) are private for-profit corporations. HUD also uses the services of an administering organization to support the Manufactured Housing Consensus Committee (MHCC); The Manufactured Housing Consensus Committee (MHCC) is a statutory Federal Advisory Committee body of 21-members charged with providing recommendations to the Secretary on the revision and interpretation of HUD's manufactured home construction and safety standards and related procedural and enforcement regulations. On a yearly or bi-yearly basis, HUD plans and organizes meetings/conferences with the SAAs, PIAs and the MHCC separately to review proposed changes to the regulations and to review and discuss changes, training purposes and to discuss and resolve challenges within the manufactured housing industry.
GENERAL DESCRIPTION OF WORK
HUD and the Office of Manufactured Housing Programs requires the services of a contractor to aid with planning and organizing meetings (in person and virtual), to include venues, travel and lodging arrangements for Government approved participants, meeting materials, as well as carry out all associated administrative arrangements for the meeting.
CONTEMPLATED PLACE OF PERFORMANCE
Performance will occur at the Contractor’s site.

This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the Governmentwill proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business or in establishing small business subcontracting goals. All qualified firms are encouraged to respond.
The capability statement shall address, at a minimum, the following:
1. Name and address of company and or companies (if there is a teaming arrangement or joint venture);
2. Technical expertise relevant to the requirement;
3. Technical approach relevant of the requirement;
4. Management approach relevant to the requirement;
5. Corporate experience relevant to the requirement;
6. Indicate if you are a small business or any other socio-economic categories that apply to your firm under the designated NAICS code;
7. Relevant past performance. Your capability statement needs to include a list of three customers (Government/non-Government) within the past three (3) years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Your submission for relevant past performance must include for each customer:
· Contract name;
· Contracting Agency or Department, POC and contact information;
· Yearly contract value (in $$);
· Whether your firm was the prime or a subContractor;
· Period of performance; and
· Description of work and how it relates to the requirements.
Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government’s requirements for the above. The capability statement shall be in sufficient enough detail, but not exceed 12 pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the requirement mentioned above.
Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed.
Only electronic copies of capability statements will be accepted and should be emailed to: Brandon.A.Carson@hud.gov. The e-mail shall contain the following subject line: Response to Sources Sought Notice – APP-H-2021-0020 – MEETING PLANNER SERVICES.
This decision and whether to proceed with the acquisition is at the sole discretion of the Government. All interested Contractors should submit their capability statements NLT March 26, 2021 by 2:00 PM Eastern Daylight Time, Attention: Brandon Carson. Late responses will not be considered.
