1.0 INTRODUCTION
1.1 Purpose
The purpose of this effort is to acquire engineering services from a qualified contractor to analyze NIIN 011072549, which is used in the MUTES and Mini-MUTES weapon system, Transmitter 5. This study will be used in the future for sustainment activities such as procurement, repair, and test specifications.
1.2 Background
The MUTES/Mini-MUTES Electron Tube was originally developed, procured and repaired by L-3. L3Harris holds the data rights to this electron tube. The government does not own the data and has been unsuccessful at obtaining the data.
1.3 Scope
This effort is for the replacement solution for the electron tube that is no longer procurable or repairable. The study of the electron tube will result in the analysis of the interaction structure of the traveling wave circuit, ring loop or ring bar and consider contractor’s ability to manufacture new units based on those measurements. The government will provide two F-condition assets to a contractor to measure and analyze in order to meet the performance of the existing tube.

2.0 REFERENCE DOCUMENTS
The following cited documents shall be provided by the government to prospective contractors prior to award in order to make a competent evaluation of the solicitation. Request for documents shall be submitted to the Contracting Officer. The contractor is required to fill out and submit a form DD2345 to gain access to the documents.

3.0 CONTRACTOR OBJECTIVES
The contractor shall provide engineering/technical services for the efforts described within Section 3.1 below.
3.1 Engineering Analysis
The objective of this effort is for a contractor to analyze the L5714-50 Traveling Wave Tube and perform a study of whether this tube can be manufactured. TWT performance should meet the specs of document 654CE0007-1 and MIL-STD-810H.
Environmental Specifications
After analysis is complete, the contractor will provide the documentation to SCM per CDRL A004 Technical Report.

3.2 Technical Objectives
The overall technical objectives are to produce a study that addresses the following objectives (A004):
i. The contractor shall perform a capability study of the original tube function, electrical, and environmental specifications as outlined in the provided documentation.
ii. The contractor shall create an analysis showed by simulation or modeling concerning the possibility of manufacture of a TWT that meets 654CE0007-1 performance specifications.
3.3 Data Rights
The contractor shall provide unlimited data rights to any and all documentation or drawings developed in this analysis (see DFARS clause 252.227-7013 of this task order for definition of data rights).
3.4 Shipping Document
If any items are shipped to be analyzed, the Contractor is required to comply with all CAVAF requirements identified in the CDRLs (para 4.1) and attachments to the contract. Additionally, upon completion of the analysis, the contractor is required to print the DD1348-1 (in triplicate) from CAVAF. NOTE: The DD Form 1348 must be printed when prompted in CAV AF. The DD Form 1348 cannot be printed after that point. One copy is to be placed inside the box with the returnable asset, one outside the box and one copy will be electronically uploaded to WAWF as part of the Receiving Report (DD250). Under no circumstances shall a DD Form 250 or DD Form 1149 ever be sent with a shipment and/or used as a shipping document.
If CAV AF reporting is not fully completed or used by the contractor for any reason, a manual DD Form 1348 shall be prepared and shall be annotated with the following statement: “Contract Repair; Receiving activities process as D6M receipt, __ Condition Stock.” (Enter appropriate condition code). When a manual DD Form 1348 is used, a copy must be sent to the Procuring Contracting Officer (PCO) with a statement indicating that the DD Form 1348 is to be sent to the CAV AF POC for the contract.
4.0 PERFORMANCE OBJECTIVES AND DELIVERY SCHEDULE
4.1 CDRLs
Documentation deliverables shall be delivered in accordance with the applicable DD1423, unless otherwise specified by the government Program Manager and Contracting Officer through a contract modification or PCO letter. Due dates falling on non-working days (Saturdays, Sundays, and recognized national (legal) holidays) shall be construed to mean the next regular working day.
All due dates (i.e. 30 DAC) are calendar counted unless designated otherwise. Monthly updates and reports are due NLT the 10th of each month.

4.2 Government Inspection and Acceptance of Deliverables
CAV AF: Contractor shall provide the status of assets IAW Contract Data Requirements List (CDRL) Exhibit A001 (DI-MGMT-81838/T), A002 (DI-PSSS-81995/T), A003 (DI-MGMT- 80441 C/T) and all requirements of this SOO. Contractor shall be ready to report in CAVAF before receipt of assets. Contractor shall complete on time all required CAVAF production/repair data reporting as required in paragraph 3.4 of this SOO.
The Technical Report - Study/ServicesReport (CDRL A004) documentation of the White Paper shall be delivered in accordance with this SOO and CDRL A004, unless otherwise specified by the government Program Manager and Contracting Officer through a contract modification or PCO letter. The government has the inherent right to disapprove any data item. Therefore, the government Program Manager will have the right to reject or require correction of any deficiencies found in deliverables. In the event of rejection of any deliverable, the government Program Manager, with coordination with the Contracting Officer, will notify the contractor in writing of the specific reasons why the deliverable was rejected. The government must approve final versions of data deliverables.
5.0 SPECIAL CONSIDERATIONS
5.1 Security
5.1.1 Safeguarding of Unclassified Controlled Technical Information
DFARS clause 252.204-7012, Safeguarding of Unclassified Controlled Technical Information, is applicable to this effort. Contractor shall control all project information IAW this clause, including drawings, Technical Orders (T.O.s), requirements, parameters and results, this SOO, CDRLs, and all other data and information related to this contract.
5.1.2 Release or Removal of Information
Contractor personnel shall not release system documentation, data, or reports generated by or through use of government systems. All requests for information shall be forwarded to the government Program Manager.
5.1.3 Security Clearance
No security clearance is required for this project.
5.1.4 Standards of Conduct
The contractor shall not divulge any information regarding processing activities/functions, user ID's, passwords, or other knowledge that may be gained, to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all government rules, procedures, and standard of conduct.
5.2 Government Furnished Property

Items in Table 7 will be provided to the contractor as Government Furnished Property (GFP) in support of this task order. These items will be provided to the contractor in “as is” condition. Upon receipt/acceptance of these items, the contractor shall perform a physical inspection of the items and submit formal documentation to the Government detailing the date items were accepted, item descriptions, quantity, model, serial number and condition. The two GFE units will be shipped to contractor for disassembly and analysis and may be returned to the government beyond repair.
5.2.1 Hazardous Material
These units are vacuum electron tubes and contain beryllium ceramic in solid form.
The tube is considered a “sealed source” and normal handling will present no health hazard. Only when it is ground or cut so that is it put into a dust or powder does it becomes a hazard.
5.3 Safety Requirements
5.3.1 General Safety Requirements
While performing work under this contract the contractor shall comply with all applicable federal, state, and local regulations. The contractor shall notify the Contracting Officer (CO), within five business days of any permanent damage to the equipment to be evaluated that they have been provided.
6.0 TRAVEL REQUIREMENTS:
Government may travel to contractor’s facility for kick off meeting and finical analysis report meeting.
7.0 CONTINUATION OF ESSENTIAL SERVICES DURING CRISIS:
IAW DFARS 252.237-7023, these objectives are not considered mission essential in a crisis situation.
