SECTION L – INSTRUCTIONS TO OFFERORS

PART 1

PROPOSAL INSTRUCTIONS

A. Introduction

1. This section provides guidance for preparing proposals and specific instructions on the required format and content. To assure timely and equitable proposal evaluation, offerors shall propose in accordance with this section and all solicitation requirements (i.e. provisions, clauses, appendices, attachments, forms, etc.). Non-conformance with the instructions provided in this section or the requirements and statements of the solicitation may result in an unfavorable evaluation or proposal disqualification (i.e. the offeror was non-responsive to the solicitation requirements).

2. The Procurement Contracting Officer (PCO) is the sole point of contact for this acquisition.

Address any questions, concerns or requests for clarification you may have to the PCO. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the PCO in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposals, as received, without discussions IAW FAR 13.103-2(b)(3).

3. The PCO will select the best submission which conforms to the solicitation and these instructions (to include all stated terms, conditions, representations, certifications, and all other information required by the submission instructions), and is judged, based on the evaluation factors, to represent the best value to the Government. The Government seeks to award to the Offeror who is best suited to fulfill the Air Force requirements. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the Contracting Officer reasonably determines that the technical and/or overall business approach of the higher priced Offeror outweighs the price difference.

4. If an offeror believes that the solicitation contains errors, omissions, or is otherwise unsound

(i.e. the offeror is unable to agree to the proposed delivery schedule), the offeror shall immediately notify the aforementioned government representative in writing with supporting rationale. Upon consideration the government may continue, amend, or cancel the solicitation. These questions must be received NLT 10 September 2021 by 12:00 PM (MST) in order for an appropriate response to be given.

5. Proposals shall be clear, concise, and include sufficient detail to facilitate efficient evaluation and substantiation of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal. The Offeror’s proposal shall not include the names of any individuals, but shall only reference their qualifications.

6. The proposal submission shall be made at the time, date, place, and on the number of copies as prescribed in the solicitation.

B. Proposal Format

1. A digital proposal is required; however, offerors may submit a hardcopy proposal in addition to the digital proposal.

a. Email to the aforementioned government representative(s) is the preferred method for delivering digital proposals.

b. Hardcopy proposals shall be submitted via courier to the aforementioned government representative(s).

All proposal information shall be submitted in either MS Word or PDF format except for Pricing information. Pricing information shall be submitted in MS Excel format and shall only be included in volume II. Each section shall be submitted as a separately-labeled electronic file as follows.

PART 2

PROPOSAL SUBMITTAL REQUIREMENTS

VOLUME I – TECHNICAL REQUIREMENTS

Cover Letter: The cover letter shall include the following:

a. Small business status/categories for NAICS 541330, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, company address, CAGE Code, and DUNS number.

b. Identification of any teaming partners/subcontractors that will assist in task order performance, to include the role they will play (if applicable).

Factor 1.0: Technical Approach/Statement of Work (Tab 1). Offerors shall submit a statement of work (SOW)/Technical approach, which shall address your technical solution for meeting or exceeding the Government’s objectives listed in the provided Statement of Objectives (SOO). To facilitate the evaluation, the technical volume should be specific, detailed, and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements for the accomplishment of the effort. The SOW, when accepted by the Government, will be appended to the contract at the time of award.

Factor 2.0: Corporate Knowledge and Capabilities (Tab 2). Offerors shall describe corporate knowledge related to design, development, integration, and test of Electron Tube and similar systems, subsystems as described in the SOO. This includes hardware design capabilities, software development capabilities, manufacturing capabilities, device programming capabilities, testing capabilities, simulation and analysis capabilities, and the processes and tools possessed that are necessary to evaluate and resolve obsolescence issues, conduct trade‐off studies and create a detailed study of the physical and electrical characteristics of the components that make up the L5714-50 Electron Tube.

VOLUME II – COST/PRICE

Factor 3: Price (Tab 1). The price proposal (pricing information only) shall be submitted in Microsoft Excel format with all formulas intact. For ease of administration, all Unit prices must be whole dollar values (e.g. $10.00). The extended amount must equal the whole dollar unit price multiplied by the number of units (Ensure you adjust for any rounding of figures done by MS Excel, etc.). The price proposal shall also contain the following:

a. The price volume shall consist of a summary page, which will consist of a total project price; include notes, and methodology used to determine total project price. At a minimum offerors shall provide the basis (labor categories, skill mix, labor hours, fully burdened labor rates, materials) for their proposed prices.

b. Representations and Certifications. Complete the required Representations and Certifications or indicate if information is contained in the System for Award Management (SAM) located at https://www.sam.gov.

c. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting https://www.sam.gov/ officer will review this determination and, if in the contracting officer’s opinion adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.

d. Supporting Price Backup Data. Certified cost or pricing data is not required; however IAW FAR 15.403-4, the Government reserves the right to request additional pricing information after receipt and evaluation of proposals if the government determines it is necessary to establish a fair and reasonable price.

e. Price will not be evaluated on technically unacceptable proposals.

Volume III – SOLICITATION

Tab 1, SF 1447 & FILLABLE CLAUSES:

The offeror shall return a completed copy of the SF 1447 with all CLIN pricing and clauses filled in as applicable. The offeror shall ensure pricing provided on the SF 1447 is the same as found in Volume II – Cost/Price.
