Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
1. Under Section L Technical Proposal Instructions (page 97 of 106), the RFP states that the proposal shall be on 8.5” x 11” sized paper; the same paragraph indicates that foldout pages are included in the total page count in a 1 to 1 ratio. Will the Government confirm that 11 x 17 foldouts are permitted and will count as two pages single side? Yes.
2. Under Section L Technical Proposal Instructions (page 97 and 98 of 106), the Government encourages charts which are excluded from the page count. Can these charts be on 11 x 17 foldouts? Yes
3. Section L, Page 93 of 106, Past Performance Information – The RFP states that the information below should be submitted for both the offeror and any subcontractors whose subcontracts are expected to exceed $500,000. Does this mean that the offeror and any such subcontractor EACH must submit at least 3 completed contracts and all contracts in progress that are similar, or does this mean that the offeror and such subcontractor COMBINED must submit at least 3 completed contracts and all contracts in progress that are similar? Please clarify. The offeror shall submit at least 3 client references of contracts which were of a value of over $500,000. If a team subcontract will have a value of $500,000 or more, then that subcontractor shall also submit client references for work they’ve performed which is applicable and similar in nature and complexity to the type of work that will be performed under this solicitation.
4. Please confirm that the Government will be requesting the PPQs directly from the references provided. Refer to Amendment 1, Question 7’s response.
5. Attachment 2, Response and Key Personnel Qualifications – This section requires a Readiness Plan to be prepared with a robust list of requirements. Nowhere in Section L or M is this Readiness Plan mentioned. This results in three questions:
a. Where in the proposal should the Readiness Plan be included? Under the Response qualifications/Personnel qualifications section of clause L.11. The 3rd paragraph of the Personnel and Equipment section is hereby changed to include the following as the first sentence “A Readiness Plan shall be provided which demonstrates the following:”
b. Is it included in the overall 100-page limit? If it is, it will significantly affect our ability to adequately respond to the Readiness Plan requirements or the requirements of other sections. We request the Government consider providing an additional number of pages for the Readiness Plan beyond the overall 100 pages. Yes, it is included in the overall 100-page limit. Only the QAP and QMP are excluded from the page limitation.
c. How will the Readiness Plan be evaluated? Will it be part of one of the other Evaluation Factors, and if so, which one? Or will it be evaluated on a pass/fail basis as several other plans are? Or perhaps some other evaluation basis?
Please clarify. It will be evaluated under the Personnel and Equipment section.
Clause M-5 is hereby changed to include under the Personnel and Equipment section the sentence “The Readiness Plan will be evaluated as to how well it demonstrates the offeror’s ability to expediently respond with adequate and appropriate personnel and equipment resources.”
6. Section B-1. Will EPA be providing qualifications and experience levels for the six labor categories required to be priced? All applicable qualifications are included in Attachment 2 of the Solicitation.
7. Section B-1 Will team subcontractors costs be included in CLIN 0009?
8. Section B-1 Is the entire team to operate under one set of rates? Yes, the prime and all team subcontractors are subject to the rates in the pricing schedule.
9. Section B-1 - The Option Period total rows reflect Base Period language. Should that be changed to Option Period? See Amendment 1 for corrected verbiage.
10. Section B-1 - Would EPA like to see a grand total row which would add the Base and Option Periods? Yes, all offerors shall incorporate a Grand Total line in the Pricing Schedule to illustrate the total of the Base and Option Periods.
11. Section L-11, Section 2.B.1. Please provide attachment 2 - pricing schedule. That reference is in error. The Pricing Schedule is included as clause B-1.
12. Section G.3. (3) Will EPA pay approved overtime at time and a half of the proposed Section B-1 rates for non-exempt employees? I believe all rates are straight time, no premium pay.
13. Section B-1 - Should program management costs be included in the fixed rates or will EPA be providing a TDD to cover the costs of overall contract management? No separate program management costs, Inclusive in fixed rates.
14. Section M-5 - Should the Subcontracting Plan be provided with the technical or cost proposal?
Offerors shall include the Subcontracting Plan with the technical proposal as stated in Amendment 1. It is not included in the overall page count.
15. The contract POP is stated to begin on 6/13/13. When is the contract expected to be awarded, and what mobilization period is expected? The date specified was an estimated date. Current contract ends 6/17/13. Please refer to the Mobilization clause in Section B.
16. Will there be a TDD to allow for on-call time (including 24-hour on-call personnel and equipment) to be charged? Yes, a task order will be issued for Emergency Response activities and on-call personnel/equip. to be charged.
17. The RFP states that the government will provide an emergency response vehicle, with equipment. Should the contractor assume that they will not need to provide supplemental vehicles or response equipment? Only GFP is the Response Vehicle (EPA-1378) tag no. and the equipment listed.
18. Will the effort associated with completion of RCMS –related cost tracking be direct chargeable to the contract? I think it says we (EPA) will provide the RCMS software/ training. Costs associated with utilizing it for a specific response will be charged to the specific task order issued. The contractor is required to train new staff members.
19. Page 101 (Additional Proposal Instructions) indicates that a QAPP should be included, but Page 105 does not include a QAPP in the list of Other Information to be submitted. Please confirm that a QAPP is to be submitted. Please see Amendment 1 – both plans shall be submitted.
