EPA RESPONSES TO SOLICITATION QUESTIONS

AMENDMENT 2

1. Attachment 1 identifies the Program Manager as key personnel. Is this the only person for whom a resume is desired?

Answer: Attachment 6 – Solicitation Provisions is hereby amended. Refer to FAR provision 52.212-2. A letter of commitment and a resume no longer than one page (double sided) shall be submitted for key personnel. Resumes no longer than one page (double sided) shall be submitted for staff not considered key personnel.

1. Please confirm that the resume for the Program Manager is not part of the 10-page limitation for technical capability.

Answer: Resumes are not included as part of the 10-page limitation for technical capability.

1. Are qualifications of the personnel available for the other labor categories to be provided somewhere in the proposal and if so is that part of a page limitation?

Answer: Attachment 6 – Solicitation Provisions is hereby amended. Refer to FAR provision 52.212-2. A letter of commitment and a resume no longer than one page (double sided) shall be submitted for key personnel. Resumes no longer than one page (double sided) shall be submitted for staff not considered key personnel.

1. Is the technical proposal for the Chanute Air Force Base work included in the 10-page limitation for technical capability? If not, is there a restriction on its length?

Answer: The technical proposal for the Chanute Air Force Base work is not included in the 10-page limitation for technical capability. Offerors shall submit a Technical Proposal for the Chanute Air Force Base IL site in sufficient level of technical detail for the agency to determine Technical Capability.

1. How many meetings of what duration are included in Task 2 of the Chanute task order?

Answer: The number of meetings is unknown at this time. (Offerors shall assume 1 meeting per week for the task order period of performance)

1. Task 2 mentions meetings following specific milestones during the OPS Determination. Are these milestones those mentioned in Section C, Reports and Deliverables?

Answer: Yes, the milestones in Section C, Reports and Deliverables are components of the OPS Determination Report and the deliverables in Section C refer to the Table in Task 1.

1. In the Chanute task order, is Task 4 misnumbered or is there a missing Task 3?

Answer: The Chanute task order is not misnumbered. Task 3 is not required.

1. What specific information should be included in the Chanute task order technical proposal?

Answer: Offerors shall submit a Time and Materials basis Price Quote for Chanute Air Force Base IL in sufficient level of detail for the agency to determine the offeror has a clear understanding of the site, Fair and Reasonable Pricing and Realistic pricing. To ensure there is sufficient level of detail, the offeror should include a table of proposed labor categories needed to perform the work, estimate LOE for each category in accordance with the LOE table included in the Chanute scenario, extended costs, etc. Offerors should be instructed to use the fully burdened rates they propose in the Labor Rate Table for purposes of pricing the Chanute review. EPA will utilize the Chanute scenario price quote for the purposes of determining the Best Value for the IDIQ Contract and the Task Order.

1. Is Past Performance to be submitted as a separate volume or following Experience in the Technical Proposal?

Answer: Responses shall be submitted electronically. Separate volumes are not required.

1. What specific details are desired for Past Performance projects? The same as that requested under Experience (Description of work, types of labor categories involved, period of performance, type of contract, dollar amount, and any problems encountered along with the solution), plus contract numbers and points of contact?

Answer: Refer to FAR provision 52.212-1. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).

1. Is Price to be submitted as a separate volume or in the same file as the Technical Proposal?

Answer: Responses shall be submitted electronically. Separate volumes are not required.

1. Given that this is identified as a commercial procurement under FAR Part 12 and that the solicitation (Attachment 6, Page 1 of 23) incorporates 52.216-31 (Time-And-Materials/Labor-Hour Proposal Requirements), which only states that “the offeror must specify fixed hourly rates in its offer that include wages, overhead, general and administrative expenses, and profit,” please explain why there is a requirement for offerors to “submit as part of their price proposal, sufficient information to review the build-up of rates including base pay rate, fringe benefits, overhead and other costs” and to “identify a fixed overhead and G&A/profit rate for the base and each option period.”

Answer: In accordance with FAR 52.216-31 this information is required.

1. Please provide the applicable wage determination(s) for this work.

Answer: This contract is exempt from Service Contract Act (SCA) requirements and there are no applicable wage determinations for this work.

1. Regarding EPA-H-42-101 (Attachment 5, Page 22 of 24), the contractor is required to submit an annual allocation report “to allocate all payments made by the EPA to the contractor for non-site-specific activities to the sites worked.” The clause includes a reference to Attachment G of the contract, which does not appear in the solicitation documents. Please provide the missing Attachment G.

Answer: Attachment 7 – Instructions for Performing the Annual Allocation of Non-Site Specific Costs has been added. Attachment 5 – Contract Clauses is hereby amended to revise the following clauses to incorporate references to Attachment 7:

1. Please confirm that Attachment 3 – Contract Line Item Numbers (CLIN) Structure is included for the benefit of the offerors and is not required to be completed by the offerors as part of their proposals (or if it is, please explain how the values are to be determined).

Answer: Attachment 3 – Contract Line Item Numbers (CLIN) Structure is not required to be completed by the offerors as part of their proposals. The CLIN Structure represents the ceilings for each period.
