Attachment 4: Labor Category Classifications (7 April 2015)

Labor Category
Minimum Education
Minimum Work Experience

Program Manager

A bachelor’s degree in law, public administration, business, engineering, geology, chemistry, biology, toxicology, or related field from an accredited post-secondary institution.

Ten (10) years experience in program management for other contracts/programs to include a minimum of five (5) years managing complex CERCLA/RCRA programs or projects.

Experience directing a multidisciplinary and diverse workforce.

Experience in implementing quality assurance surveillance plans.

Project Manager

A bachelor’s degree in engineering, geology, chemistry, biology, toxicology, or related field from an accredited post-secondary institution.

Five (5) years project management experience in environmental remediation projects.

Experience shall include, but not be limited to, five (5) years experience in performing or managing complex CERCLA/RCRA support tasks, including project planning and budgeting, directing performance of tasks, and conducting reviews of work product for quality and technical sufficiency, within area of expertise.

An advanced degree (PhD or Masters) can be substituted for two (2) years of experience.

Senior Environmental Scientist
A bachelor’s degree in engineering, geology, chemistry, biology, toxicology, or related field from an accredited post-secondary institution.

Ten (10) years in technical leadership for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, five (5) years experience in performing or managing support tasks on complex CERCLA/RCRA projects to ensure consistency with Federal environmental regulations and policy, within area of expertise.

Environmental Scientist
A bachelor’s degree in engineering, geology, chemistry, biology, toxicology, or related field from an accredited post-secondary institution.

Six (6) years in technical support for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, three (3) years experience in supporting CERCLA/RCRA projects, including technical reviews of environmental investigations, risk evaluations, and environmental response actions, within area of expertise.

Senior Chemist
A bachelor’s degree in general chemistry, biochemistry, chemical engineering, environmental chemistry, or closely related field from an accredited post-secondary institution.

Ten (10) years in technical leadership for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, five (5) years experience in performing or managing support tasks on complex CERCLA/RCRA projects to ensure consistency with Federal environmental regulations and policy, within area of expertise.

Chemist
A bachelor’s degree in general chemistry, biochemistry, chemical engineering, environmental chemistry, or closely related field from an accredited post-secondary institution.

Six (6) years in technical support for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, three (3) years experience in supporting CERCLA/RCRA projects, including technical reviews of environmental investigations, risk evaluations, and environmental response actions within area of expertise.

Senior Engineer
A college degree in chemical, environmental, geotechnical, or sustainable “green design” engineering, or closely related field, from an accredited post-secondary institution.

Professional Engineer (PE) license from a state licensure board.

Ten (10) years in technical leadership for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, five (5) years experience in performing or managing support tasks on complex CERCLA/RCRA projects to ensure consistency with environmental regulations and policy, within area of expertise, including field sampling, Quality Assurance Plans, and Value Engineering.

Engineer
A bachelor’s degree in chemical, environmental, geotechnical, or sustainable “green design” engineering, or closely related field, from an accredited post-secondary institution.

Six (6) years in technical support for other contracts/programs within area of expertise.

Experience shall include, but not be limited to, three (3) years experience in supporting CERCLA/RCRA projects, including technical reviews of environmental investigations, risk evaluations, and environmental response actions within area of expertise.

Senior Hydrogeologist
A master’s or doctorate degree in geology, hydrogeology, geophysics, or closely related field, from an accredited post-secondary institution.

Education shall include, but not be limited to, 30 semester hours in chemistry, hydrogeology, geophysics, and applicable engineering science.

Professional Geologist (PG) license from a state licensure board.

Twelve (12) years in technical leadership for other contracts/programs in area of expertise.

Experience shall include, but not be limited to, eight (8) years of experience in applying knowledge of the concepts, principles, and practices associated with groundwater movement, sampling, and groundwater resource protection, including experience with the hydrogeological characterization and remedial investigation of karst and fractured bedrock hydrogeology.

Regulatory Analyst
A bachelor’s degree
Experience shall include, but not be limited to, three (3) years experience in performing or managing support tasks on complex CERCLA/RCRA projects to ensure consistency with Federal environmental regulations and policy, within area of expertise.

Hydrogeologist

A bachelor’s degree in geology, hydrogeology, geophysics, or closely related field, from an accredited post-secondary institution.

Education must include, but not be limited to, 30 semester hours in chemistry, hydrogeology, geophysics, and applicable engineering science.

Professional Geologist (PG) license from a state licensure board.

Ten (10) years in technical leadership for other contracts/programs in area of expertise.

Experience shall include, but not be limited to, five (5) years of experience in applying knowledge of the concepts, principles, and practices associated with groundwater movement, sampling, and groundwater resource protection on complex CERCLA/RCRA projects to ensure consistency with environmental regulations and policy.

Technical Support
Associates degree
Experience shall include 1 year of technical support on complex CERCLA/RCRA projects.

Toxicologist

A college degree in toxicology, environmental toxicology, public health, or closely related field, from an accredited post-secondary institution.

Certification as a Diplomate of the American Board of Toxicology

Ten (10) years in technical leadership for other contractors/programs in area of expertise.

Experience shall include, but not be limited to, five (5) years of experience in applying knowledge of the concepts, principles, and elements of risk assessment (including hazard identification, dose-response assessment, exposure assessment, risk characterization) to environmental remediation sites.

Munitions Specialist

MEC/UXO

Bachelor’s degree from an accredited post-secondary institution.

Must meet the minimum training qualifications standards identified in the Department of Defense Explosive Safety Board (DDESB) Technical Paper 18 for the UXO Technician III (http://www.ddesb.pentagon.mil/TP18_122004.pdf)

- Graduate of a military EOD School of the United States; or

- Graduate of a military EOD school of Canada, or Great Britain, Germany, or Australia; or

- Graduate of a formal training course of instruction or EDO assistant courses as described in TP18 Chapter 3.

Eight (8) years of military Explosive Ordnance Disposal (EOD) or commercial UXO experience in munitions response actions or range clearance activities.

Experience shall include, but not be limited to, three (3) years working experience on CERCLA/RCRA response actions, including investigation, removal actions, and remedial actions, to address the explosive safety, human health, and environmental risks presented by munitions and explosives of concern (MEC).
