Subject: Request for Proposals (RFP) No. SOL-OAA-15-000123
The United States Agency for International Development (USAID) is seeking proposals to provide operations analytic support, training, technical assistance, information management, and change management services for USAID as described in the attached Request for Proposals (RFP). USAID anticipates the award of up to three (3) contracts as a total small business set-aside. The NAICS code for this requirement is 541611.
USAID anticipates that the maximum aggregate ordering limitation for contracts resulting from this RFP will be $40,000,000 over one (1) base year and four (4) one-year option-year ordering periods. The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this contract ceiling. This ceiling is not being subdivided among the number of awardees nor is it being multiplied by the number of awardees. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.
Please refer to Section L for information regarding proposal requirements. Offerors should take into account the expected delivery time required by the proposal transmission method they choose, and they are responsible for ensuring proposals are received at USAID by the due date and time as specified in Section L. Failure to comply with the submission date will deem any submission unacceptable and it will not be reviewed or evaluated. Faxed proposals are not acceptable, nor will they be reviewed or evaluated.
Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Oral explanations or instructions given before award of the contract will not be binding.
This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals.
This RFP can be viewed and downloaded from www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website from which you downloaded the solicitation. PART I - THE SCHEDULE
SECTION B - SUPPLIES OR SERVICES AND PRICE/COSTS
B.1 PURPOSE
The purpose of this contract is to provide services that fall within the Statement of Work (SOW) specified in Section C for the Management Excellence for Operations (MEO) contract. USAID Task Order Contracting Officers (TO COs) will request the work through the issuance of task orders during the ordering period as specified in Section F of the contract.
B.2 CONTRACT TYPE AND SERVICES
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The Government will issue task orders that are Firm Fixed Price and Cost Reimbursement for Travel and ODCs. The Contractor must perform the services set forth in task orders at prices consistent with Section B of this contract.
B.3 MINIMUM OBLIGATED AMOUNT
The basic contract includes an initial obligation of funds in the amount of $10,000 to cover the minimum order guarantee. USAID is required to order and the Contractor is required to furnish the minimum order amount of services.
The minimum obligated amount is intended to cover the IDIQ Manager’s level of effort for managing the IDIQ contract on an as-needed basis. The Government intends to pay only for the IDIQ Manager’s level of effort for tasks that are directly related to the management of the IDIQ (such as attending IDIQ meetings, developing and providing quality assurance for IDIQ level documents).
Remaining funds for the minimum guarantee will be applied toward the first task order.
The Government is not obliged to order additional services. Following this initial obligation, individual task orders will obligate funds to cover the work required under that task order.
B.4 MAXIMUM CONTRACT CEILING
This is a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) with an overall ceiling price of $40,000,000.00 for the Management Excellence for Operations (MEO). The maximum aggregate dollar value of task orders awarded to all contractors must not exceed the contract ceiling. B.5.0.1 Labor Rates – The labor rates found herein represent the contractor’s full burdened, ceiling hourly rates. Overtime compensation costs are not authorized under this contract.
B.5.0.2 Forums – The loaded, firm fixed price for each forum outlined in B.6 will be based on conducting after-action reviews, one-day workshops, and web-based forums, for approximately 25 participants. The unit price for each forum will include providing (1) handout materials for each participant; (2) web-based Evaluation link for each participant to make comments; (3) forum materials;
and (4) marketing and advertising the date, time, location, and content of the forum. The loaded, firm fixed price for each forum does include labor costs.
1. For pricing purposes only, an After Action review is a facilitated half-day session around a project or activity that looks back at an event or process to capture lessons learned. Contractors will be expected to prep for one day, including holding conversation with Agency staff, recording the review, and building recommendations based on participant contributions. Assume 25 participants.
2. For pricing purposes only, a one-day seminar is a one-day conference at a Washington, D.C.
venue with a morning plenary, one morning panel, and two afternoon panels for approximately 25 participants.
3. For pricing purposes only, a two-hour webinar will consist of a contractor hosted session involving 25 virtual participants. For pricing purposes, assume the webinar will take place at USAID with audio and visual transmission. The contractor will be responsible for providing all equipment and software needed.
B.5.0.3 New Courses – The loaded, firm fixed price for each New Course will be based on conducting a newly designed course for approximately 25 participants. The unit price for each course will include providing: (1) one Course Workbook for each participant; (2) one Evaluation Sheet for each participant; (3) delivery of all the participant Evaluation Sheets and attendance records to the COR; (4) continuous minor (i.e. typos, date changes, non-substantive) updating to the course materials; and (5) binding of all course materials. The loaded, firm fixed price for each course does include labor costs.
1. For pricing purpose only, a 2 Day Course: Two (2) eight hour days (including breaks), taught by two senior trainers..
2. For pricing purpose only, a Five-Day Course: Five (5) eight hour days (including breaks), taught by two senior trainers.

B.5.0.4 Existing Courses – The loaded, firm fixed price for each course will be based on conducting an existing course for approximately 25 participants. The unit price for each course will include providing: (1) one Course Workbook for each participant; (2) one Evaluation Sheet for each participant; (3) delivery of all the participant Evaluation Sheets and attendance records to the COR; (4) continuous minor (i.e. typos, date changes, non-substantive) updating to the course materials; and (5) binding of all course materials. The loaded, firm fixed price for each course does include labor costs.

2. For pricing purposes only, a 5 Day Course: Three day, eight hour a day (including breaks) taught by two Senior Trainers.
B.5.0.5 Course Updates – The loaded, firm fixed price for each Course Update, will be based upon significant and substantive updates of a specific course. The unit price for the update of each course will include updates and/or revisions to the course design and/or content to include any applicable Federal and USAID policies, guidelines, directives and regulations and binding course materials The loaded, firm fixed price for each course update does include labor costs.
B.5.0.6 Course Redesign – The loaded, firm fixed price for each Course Redesign will be based upon significant and substantive redesigning of the specific course. The unit price for the redesign of each course will include changes based on evaluations of current course, feedback from subject matter experts, and COR suggestions, and binding all course materials. The loaded, firm fixed price for each course redesign does include labor costs.
B.5.0.7 Information and Technology (IT) Training – The loaded, firm fixed price for each end-user training will be based upon developing and conducting classroom training for approximately 25 participants, the end-users of redesigned websites, information portals, and multi-media communications products. The unit price for each course will include providing: (1) one Course Workbook for each participant; (2) course material electronically on the intranet and internet; (3) one Evaluation Sheet for each participant; (4) delivery of all the participant Evaluation Sheets and attendance records to the COR;
(5) continuous minor (i.e. typos, date changes, non-substantive) updating to the course materials and design; and (6) binding of all course materials. The loaded, firm fixed price for each course does include labor costs.
B.5.0.8 Prepare Best Practice Materials on Data Management – The loaded, firm fixed price for each Best Practice Materials on Data Management will be based on: (1) Literature Review: The contractor will do a brief review of the most current literature on the specified subject to determine if there are gaps in USAID’s data management and (2) Consultations with Other Government Agencies or Think Tanks: The contractor will reach out to at least three organizations with experience in the given subject to learn more about their successes as well as their failures. The Contractor will provide a six to ten page written report, including an annotated bibliography, with recommendations for applying the best practices identified to USAID. The report must undergo a peer-review before submission to USAID.
B.5.0.9 Domestic Travel – Domestic Travel Contract Line Item Number (CLIN) includes the following costs: (1) airfare; (2) shipping and handling of course materials; (3) per diem; and (4) other authorized travel costs.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OFWORK
C.1 Objective
The purpose of the MEO IDIQ is to strengthen operations performance management practices at USAID by:
1. Analyzing operations performance data, processes, and management issues to improve USAID’s efficiency and effectiveness;
2. Providing surge capacity, support, and technical assistance to USAID operating units to comply with internal and external requirements related to operations performance management;
3. Improving the Agency’s internal and external communications, products and information management, and monitoring and reporting on operations performance management.
In recent years there has been increased attention to performance management from the legislative and executive branches. In 2009, the Obama Administration appointed the first Chief Performance Officer, highlighting the need to improve transparency and accountability to deliver a more effective, smarter, and leaner government.
Legislation, such as the Government Performance and Results Act Modernization Act of 2010 (GPRAMA), puts an explicit emphasis on improving performance management in foreign assistance.
Specifically, GPRAMA requires agencies to engage in performance management tasks and publish results publically and in machine readable formats.
In addition to the management goals and objectives highlighted in the FY 2014-2017 Department of State and USAID Joint Strategic Plan and the 2015 Quadrennial Diplomacy and Development Review, MEO will contribute to USAID’s corporate objective of being a strategically managed and operationally effective development partner in order to achieve the Agency’s mission of ending extreme poverty and promoting resilient, democratic societies, while advancing U.S. security and prosperity.
These government-wide mandates underscore the importance of having sound operations management practices. USAID’s operations performance is fundamental to the Agency’s ability to achieve its development objectives as shown in the diagram below.

USAID has a long and successful history of using strategic planning and performance management principles in programming, grounded by robust policies and best practices. As a result of legislative action and internal commitments to improving operations performance, USAID policies continue to evolve and emphasize the importance of strengthening operations in the Agency’s management platform.
The contractor will play an important role in strengthening the operations performance culture at USAID, ensuring that the Agency can more efficiently and effectively achieve its mission.
USAID defines effectiveness as the extent to which a unit achieves the desired outcome, measured by the concepts of quality and customer service, and efficiency is defined as the extent to which a unit achieves the maximum possible outputs, outcomes, and impacts with as few resources as possible, measured by the concepts of time, cost, and process.
The contract will support both Washington-based (USAID/W) and field-based operating units.
C.2 Management
The Bureau for Management’s Office of Management Policy, Budget, Performance/Performance Division (M/MPBP/PERF) will manage this IDIQ. M/MPBP/PERF works in concert with other USAID Bureaus, Offices, and Missions to pursue an integrated and collaborative approach to results-based operations performance management.
M/MPBP/PERF oversees USAID’s central functions related to operational management planning, performance, and reporting. The Division coordinates and conducts a wide range of management assessments and analyses using a variety of methods, including field-based assessments, desk studies, secondary data analyses, business process reviews, and systems analyses.

The contractor will provide services to support the objectives listed in C.1. The illustrative tasks listed in this section are examples of activities that reflect USAID’s expectations for the support that will be needed over the expected contract period of performance. Additional or other activities may be appropriate based on the most current practices in the field. Some illustrative activities may be relevant to more than one objective, even if they are listed only once.
The contractor will use an integrated approach to managing this IDIQ, ensuring that all activities are coordinated, use the same language, do not contradict each other, etc. The contractor must be able to manage and coordinate multiple task orders with differing components and deliverables at the same time.
The contractor must be able to assemble and place teams in all countries where USAID works, including fragile states, in a timely manner. The contractor must be able to evaluate and reorganize projects as necessary to meet milestones and ensure activities improve the efficiency and effectiveness of Agency operations.
Activities may occur in Washington or in any of the countries where USAID works.
There are three main tasks under this IDIQ:
1. Analytic support,
2. Training and technical assistance, and
3. Information and change management.
C.3.1 TASK 1 ANALYTIC SUPPORT: The contractor will assist the Agency in analyzing operations performance data, processes, and management issues to improve USAID’s efficiency and effectiveness.
Illustrative Tasks:
1. Produce analytical papers on operations performance – research papers, issue papers, organizational assessments, and management analysis will focus on improving operations performance based on research and analysis of current practices with concrete recommendations and implementation plans.
2. Perform business analysis for operations performance – may include SWOT analysis, business process mapping, after action reviews, and other analysis relevant to operations performance and development.
3. Strengthen USAID’s operations performance culture by providing analysis of and recommendations for implementing of new or current operations performance management best practices in the government, public, and private sector.
4. Promote USAID’s operations performance culture internally and externally.
The contractor will ensure that –
• All publications adhere to the Agency’s standards that apply to both the technical content and branding guidelines;
• Publications comply with Section 508 of the Rehabilitation Act of 1973 and are machine readable per Executive Order (https://www.whitehouse.gov/the-press-office/2013/05/09/executive-order-making-open-and-machine-readable-new-default-government-); and
• All content is approved by the COR.

Examples of publications include:
• Agency Strategic Plan (ASP): The Joint State/USAID Strategic Plan defines the Agency’s mission and specific Agency goals and objectives. The ASP is periodically updated based on significant changes in U.S. national interests, global and regional geopolitical considerations, host county and beneficiary aspirations, progress or lack of progress in achieving Agency goals and objectives, and/or new technical knowledge in a sector. It is anticipated that during the life of the contract, M/MPBP may be asked to contribute to a new Joint State/USAID Strategic Plan.
• Performance and Accountability Reports: These reports inform the President, Congress, and public about Agency performance and financial accountability during the most recently completed fiscal year. USAID prepares an Agency Financial Report (https://www.usaid.gov/sites/default/files/documents/1868/USAIDFY2013AFR_508.pdf ) and an Annual Performance Report and Annual Performance Plan.

• Congressionally or Office of Management and Budget mandated reports on specific management or operational issues.
C.3.2 TASK 2 IMPLEMENTATION SUPPORT (Training and Technical Assistance): The contractor will provide surge capacity for USAID operating units in need of training or technical assistance complying with internal and external requirements related to operations performance management.
Illustrative Tasks:
1. Assist the Agency in complying with legislative or executive branch requirements, such as the Government Performance and Results Act Modernization Act, the Data Act, and executive orders;
2. Design and deliver courses to participants for whom English is not their first language – courses could include Managing for Efficiency and Effectiveness workshops or mission retreats to improve operational performance;
3. Provide technical assistance to operating units performing Mission Management Assessments – as outlined in USAID’s MMA Guidance, a Mandatory Reference for ADS Chapter 527 and Chapter 596;
4. Provide adult education and continuous learning to USAID staff to strengthen the operations performance culture – educational tools could include webinars, online forum, video, etc. This task could include, for example, webinars about how to apply change management techniques to new initiatives (referencing the “Change Management Best Practices Guide” additional help reference to ADS 597) or short manuals on open data best practices (referencing ADS 579, “USAID Development Data”).
Training courses have played a key role in disseminating performance management policies and practices to USAID operating units. During the life of this contract the course subject matter is likely to cover:
• Managing and conducting the strategic planning process;
• Preparing results and logical frameworks;
• Assisting in the Agency’s open data efforts;

• Additional performance-related topics as requested by the COR.
The contractor will ensure that:
• All materials, training, and technical assistance are suited for people who do not speak English as their first language;
• Course workbooks and materials are provided to each participant;
• Course updates or redesign are approved by the COR, are done with the subject matter expert, and incorporate relevant practices in the field of operations performance management; and
• Staff can provide logistical and technical support directly to operating units on a rapid response basis. Short and long-term travel may be necessary.
C.3.3 TASK 3 INFORMATION AND CHANGE MANAGEMENT SERVICES: The contractor will help with the improvement of the Agency’s internal and external communications products and information management to facilitate change management and build capacity for monitoring and reporting on operations performance.
Illustrative Tasks:
1. Create or update guidance based on current practices in the field of operations performance and information management – may include subjects such as to data de-identification, anonymization, code book or data dictionary creation, data management plans, and standards for international development data;
2. Build an Agency culture of making data open and transparent – as outlined in ADS 579, “USAID Development Data;”
3. Improve change management practices and culture within USAID – as outlined in “Change Management Best Practices Guide” additional help reference to ADS 597 Develop innovative technology solutions based on best practices in the field – may include white boards, infographics, videos, websites, wikis, multimedia communications products, etc.
The contractor will ensure that websites and databases:
• Adhere to the Agency’s standards that apply to both the technical content and branding guidelines;
• Are appropriate to internal or external audiences as necessary;
• Comply with Section 508 of the Rehabilitation Act of 1973; and
• Have content which is approved by the COR.
Examples may include:
• Websites, wikis, and multi media communication products for internal and external audiences;
• Custom information management systems or databases (to be developed, customized, and maintained by the contractor); and
• Data visualization and data mapping of USAID’s operations performance data.
C.4 REQUIREMENTS
Contractor staff and teams working with USAID missions can spend a few days to many months working on task order, which could include short and long-term international travel. Those working with Washington-based offices may work for shorter periods or on an intermittent basis. All technical

The contractor will bear primary responsibility for personnel, reporting, and other management related requirements of the contract. The contractor will provide all necessary logistical support, including travel arrangements (with required USAID clearances), translation services, computer support, team planning facilitation, report editing, and dissemination.
All services provided under this contract must comply with Agency policy, procedures, and related guidance for strategic planning and operations performance monitoring as contained in the Automated Directive System (ADS), Agency Notices, and other guidance.
C.5 PERSONNEL
The services under this IDIQ require expertise in operations performance management and strategic planning, as it relates to supporting international development and foreign assistance programs; training and technical assistance; report writing; information technology; and project management.
C.5.1 Key Personnel
The key personnel specified below are considered essential to the work being performed. IDIQ Manager
The IDIQ Manager will serve as the contractor’s chief liaison to the COR and provide overall leadership for all technical aspects of the work performed under this contract. This person will serve as the offeror’s principal subject matter expert and will manage all project staff. This person will continuously monitor all aspects of contract activities, and recommend adjustments when necessary.
The IDIQ Manager will have an advanced degree in an international development assistance related discipline or in business or public administration. Must have extensive knowledge of operations strategic planning and performance management as it relates to supporting international development/foreign assistance programs. Anticipated staffing needs include, staff who can:

4. Design web pages (or elements of web pages) and build them into standards compliant websites using XHTML, CSS, Javescript/AJAX or Flash. Interface with the Task Order clients to understand their needs and communicate with them throughout the development process.
5. Create and/or administer management systems to provide effective and efficient access to information stored in databases. Provide expertise and guidance in the design, implementation and maintenance of database management systems. Key task include: defining system requirements; determining how the data should be organized; developing data models and database architecture; constructing, installing, and testing the database system; writing user’s manuals; preparing reports on the database; and training users and providing technical support.
Interface with the Task Order clients to understand their needs and communicate with them throughout the development process.
6. Provide administrative and logistical support for the Communication and Information
Management component. Prepare drafts and copy edit reports.
7. Create guidance and provide advice on responsibly sourcing, processing, releasing and leveraging data in a timely fashion to enable transparency, enhance scientific and technological applications and foster innovation to improve international development outcomes. Assist analyzing large, interrelated, or complex datasets to help Agency officials identify potential risks and rewards in using the data for internal analysis or external partnerships. In consultation with both internal and external stakeholders, they will help ensure that USAID’s data management documentation is in keeping with industry best practices. Interface with the Task Order clients to understand their needs and communicate with them throughout the development process.
8. Create and document application programming interfaces (APIs) for Agency datasets or systems and/or custom code repositories for use by internal and external stakeholders. Create computer applications based on USAID-funded and third party data to generate new insight into USAID’s programming and operations. Advise on best practices for sharing data and configuring systems

Interface with the Task Order clients to understand their needs and communicate with them throughout the development process.
9. Perform translation of written text from foreign language(s) into English (and vice versa) and edit, standardize, proofread, revise, and finalize translated material. Interface Task Order clients to understand their needs and communicate with them throughout the development process.
10. Provide administrative duties which may include making travel and meeting arrangements, preparing reports and financial data, fielding telephone calls, and performing internet research.
This requires strong computer skills, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management and staff, as well as outside clients and vendors. Experience working with international organizations and across cultures preferred.

SECTION D - PACKAGING AND MARKING
D.1 AIDAR 752.7009 MARKING (January 1993)
(a) It is USAID policy that USAID-financed commodities and shipping containers, and project construction sites and other project locations be suitably marked with the USAID emblem. Shipping containers are also to be marked with the last five digits of the USAID financing document number. As a general rule, marking is not required for raw materials shipped in bulk (such as coal, grain, etc.), or for semi-finished products which are not packaged.
(b) Specific guidance on marking requirements should be obtained prior to procurement of commodities to be shipped, and as early as possible for project construction sites and other project locations. This guidance will be provided through the cognizant technical office indicated on the cover page of this contract, or by the Mission Director in the Cooperating Country to which commodities are being shipped, or in which the project site is located.
(c) Authority to waive marking requirements is vested with the Regional Assistant
Administrators, and with Mission Directors.
(d) A copy of any specific marking instructions or waivers from marking requirements is to be sent to the Contracting Officer; the original should be retained by the Contractor.
D.2 BRANDING AND MARKING
Branding and Marking under this contract will comply with USAID Automated Directives System (ADS) Chapter 320 (specifically ADS 320.3.2) https://www.usaid.gov/sites/default/files/documents/1868/320.pdf or any successor branding and marking policy. Contractor will comply with AIDAR 752.7009, Marking when applicable.
D.3 BRANDING STRATEGY (FOR CONTRACTS JANUARY 2007)
The DO Team/RO must develop a BS when preparing the requirement description (Statement of Work (SOW)) f planned acquisition, including a task order under ordering instruments, such as indefinite quantity contracts or G Schedule contracts.
The BS must identify:
The program or project name;
How the materials and communications will be positioned (i.e., as from the American People, jointly sponsored by USAID and the host-country government, or in some other way);
The desired level of visibility; and Any other organizations to be acknowledged.
