FA2550-17-R-1020

RFI Questions and Responses

1. For the installation of the new gas line will HDPE gas piping be allowed?

a. Government Response: Yes, HDPE gas line is allowed for the underground portion. The portion above ground tapping into the existing steel gas line after the meter at B120 shall be steel pipe.

2. Will directional boring be allowed from the east end to the gas point of connection?

a. Government Response: Yes, directional boring is allowed as long as it doesn’t damage existing underground utilities in the area.

3. Will house keeping pads be required or can the new Heating Unit be placed on a raised platform?

a. Government Response: Concrete pads is called out to place the heating units on.

Heating units may be placed on raised platforms on top of the concrete pads. If raised platform is used ensure the heater units are at a comfortable height for ease of access for maintenance.

4. Will 120 vac connivance receptacles be required at each of the lockable disconnects for each Heating Unit?

a. Government Response: The government prefers to have the receptacles but not an absolute requirement.

6. Will the government require a PE stamp for the design and as-built for the new heating system?

a. Government Response: No PE stamp is required, but heater units shall be certified by the manufacturer.

7. Can the new gas line be opened trenched along the back side of the structure going from

Heating Unit-1 to Heating Unit-2?

a. Government Response: Yes, open trench is allowed for installing gas line between heater units. Ensure locates are done prior to trenching to prevent damage to existing underground utilities, if any is in the area.

8. Will the government provide the contractors with utilities drawing and locates?

a. Government Response: Government will provide what drawings we have available, but the contractor is responsible for completing the Form 103 (utility locates request). 50 CES shops will complete a locate for existing underground utilities in the area. It is the contractor’s responsibility to maintain the locates for the duration of the contract.

9. For bidding purposes will the government provide a grading plan for the drainage control work at the east end of the structure as discussed at the site survey?

a. Government Response: Yes, the government will provide a grading plan for the

NW and SE corners of B122, where the heater units are proposed to be installed.

10. Is any data available for the soils condition for the concrete slab-on-grade at each Heating

Unit?

a. Government Response: No, no soil data is available at the locations where the heater units will be installed. The ground must be compacted prior to pouring the concrete pads. Subbase for the purpose of stabilizing the compacted ground may be used, if needed.

11. Will the new Heating Units be a direct fire unit with 100% outside air or an Indirect fired

Make up air unit with return/outside mix air and ducting.

a. Government Response: The government prefers the indirect fired make-up air unit with return/outside mix air and ducting heaters.
