Bidders may request SC Resident Contractor Preference or SC Resident Subcontractor Preference (2% or 4%) if they qualify. All contractors must comply with South Carolina's Illegal Immigration Reform Act of 2008 and Title 8, Chapter 14 of the South Carolina Code of Laws, and must be registered on SCEIS to conduct business with the State. *Please quote lowest prices, exclusive of State and Federal Tax, on the below listed services.

*If your envelope does not indicate Quotation Number and Closing Date, your quotation may be unidentifiable, lost or misplaced, and therefore not considered for award.
*Prices shall be firm for thirty (30) calendar days from Closing Date.
*Payment terms will not be a factor in award.
*The South Carolina Forestry Commission reserves the right to reject any and all quotations, and to waive any and all formalities and technicalities, and also reserves the right to reject any quotation where delivery time indicated by vendor will result in delay deemed unsatisfactory to the Department.
*Note to Vendor: By signing and submitting a quote, you are certifying under penalties of perjury that you do not have any liens as described in Section 12-54-120 of the S.C. Code of Laws 1976 as amended, relating to payment of taxes.

TERMS AND CONDITIONS Continued All amendments to and interpretation of this RFQ shall be in writing. The procurement officer shall not be legally bound by any amendment or interpretation that is not in writing.
Payment will be made in accordance with Section 11-35-45 of the South Carolina Consolidated Procurement Code and Disbursement Regulations. Delay in receiving invoices, as well as errors and omissions on the invoices, will be considered just cause for withholding payment without losing discount privileges. The Forestry Commission reserves the right to withhold payment or make such deductions as may be necessary to protect the Forestry Commission from loss or damage because of defective work, claims, damages, or to pay for repair of correction of materials furnished hereunder.
Quoted prices must remain firm for a period of thirty days beyond the RFQ deadline. Unit prices will govern over extended prices unless otherwise stated.
All materials and products offered must be guaranteed to meet and comply with the requirements of all specifications, terms, and conditions indicated in this solicitation.
Award will be made in accordance with Section 11-35-1550 of the South Carolina Consolidated Procurement Code.
The Forestry Commission reserves the right to: (1) reject any and all quotations and to cancel the solicitation; (2) waive any and all technicalities; (3) reject any quotation in which the delivery time indicated is of substantial length to cause disruption and/or delay in operation for which the item(s) is/are intended; (4) reject ambiguous quotations which are uncertain as to terms, delivery, quantity, or compliance with specifications.
The successful bidder assumes sole responsibility and shall hold harmless the Forestry Commission, its directors, officers, employees, and agents from and against any and all claims, actions, or liabilities of any nature which may be asserted against them by third parties in connection with the performance of the successful bidder, its directors, officers, employees, and agents under this agreement..
Contractor agrees not to refer to award of this contract in commercial advertising in such a manner to state or imply that the products or service provided are endorsed or preferred by the user.
Upon award of a contract under this solicitation, the person, partnership, association, or corporation to whom the award is made must comply with the laws of South Carolina that require such person or entity to be authorized and/or licensed to do business in this State. Notwithstanding the fact that applicable statutes may be exempt or exclude the successful offeror from requirements that it be authorized and/or licensed to do business in this State, by submission of this signed quote, the bidder agrees to subject itself to the jurisdiction and process of the courts of the State of South Carolina as to all matters and disputes arising or to arise under the contract and the performance thereof, including any questions as to the liability for taxes, licenses, or fees levied by the State.
BIDDING SCHEDULE (NOV 2007)
SCOPE OF WORK
SC Forestry Commission Barnwell Office Storage Facility 7695 Hwy 64 Barnwell, SC 29812
SCOPE OF WORK
Construct a 24’ x 28’ x 10’ post frame building to sit on a 4” reinforced concrete slab.
Structure to include one (1) 3’ x 6’ 8” exterior door and two (2) 10’ (W) x 9’ (H) overhead doors.
Contractor to be responsible for site work in preparation for construction of this building.
SPECS
Concrete Slab
· Install 3”-4” of clean ¾ - 1” stone.
· Install a 6 mil poly vapor barrier.
· Floor to be 4” 3,000 PSI reinforced slab to include fiber mesh.
· Floor to have smooth finish.
· Saw cut expansion joint every 12’.
· Provide concrete stoops at all exterior doors to extend the width of the door and 30” from exterior wall. Stoop to have a broom finish.
· Add 2” conduit on outside edge of wall closest to a power source. ( for future electrical work)
Framing
· Posts to be 6” x 6” CCA treated for ground contact. Posts to be set 4’ in the ground on top of a 12” concrete pad.
· Girts and Purlins are 2” x 6” x 10’ SYP, spaced on 30” centers. Use JP-26D Kant-Sag Hangers to attach.
· Clear span manufactured trusses are 4/12 pitch with 25 lb. per square foot roof load. To be set on 10’ centers.
· Design loads including live loads and dead loads must meet Barnwell County regulations. Documentation to be provided to owner.
Roof & Siding
· All steel siding and roofing to be cold rolled steel (29 gauge) with a baked on finish. All fasteners are color coded to match panels.
· Flashing, closures, and trim to be included in all areas to provide a weather tight seal and finished appearance.
· Install two (2) 20” x 26” gable vents.
· Colors to be selected by the owner once a contractor has been awarded the project.
Doors
· One (1) 36” door to be a pre-hung steel clad door with standard keyed lockset w/ deadbolt. Door to be painted white.
· Two (2) garage type doors to be 24 gauge sectional steel prefinished doors with key lock.
Miscellaneous
· All construction debris to be removed per Barnwell County and SC DHEC regulations.
· Upon notice to proceed, contractor shall have 21 working days to proceed with project.
· Contractor shall have 15 working days to complete project.
· Contractor to be licensed and bonded.
· Contractor to provide Certificate of Liability and Workman’s Comp information upon request.
· The Contractor agrees to comply with “The South Carolina Illegal Immigration Reform Act, 2008”.
· (An overview is available at http://www.procurementlaw.sc.gov/immigration/MMO-legal-immigration.phtm) By signing your offer, you certify that you will comply with the applicable requirements of Title 8, Chapter 14 of the South Carolina Code of Laws and agree to provide to the State upon request any documentation required to establish either: (a) that Title 8, Chapter 14 is inapplicable to you and your subcontractors or sub-subcontractors; or (b) that you and your subcontractors or sub-subcontractors are in compliance with Title 8, Chapter 14. Pursuant to Section 8-14-60, "A person who knowingly makes or files any false, fictitious, or fraudulent document, statement, or report pursuant to this chapter is guilty of a felony and, upon conviction, must be fined within the discretion of the court or imprisoned for not more than five years, or both." You agree to include in any contracts with your subcontractors language requiring your subcontractors to (a) comply with the applicable requirements of Title 8, Chapter 14, and (b) include in their contracts with the sub-subcontractors language requiring the sub-subcontractors to comply with the applicable requirements of Title 8, Chapter 14. · The Contractor must be able to provide proof of COMMERCIAL GENERAL LIABILITY insurance for the amount of ONE MILLION DOLLARS ($1,000,000) with the SC Forestry Commission named as co-insured.
· The Contractor agrees to fully comply with SECTION 42-1-10, also known and cited as “The South Carolina Workers’ Compensation Law”.
Contractor must provide at least 3 references for completed work in relation to job requested in Scope of Work.
