DESCRIPTIONS / SPECIFICATIONS / WORK STATEMENT
The contractor shall supply and deliver F. O. B. Destination the items described below. These items are required at the Roman L. Hruska U. S.
Meat Animal Research Center, Clay Center, NE, for feed production purposes.
All chemicals must be of 2019 or 2020 manufacturing. All products must be eligible for manufacturer stated re-spay.
The contractor shall within ten working days after receipt of request from the Contracting Officer’s Representative (COR) pick-up and remove the emptied bulk containers previously delivered under this contract. Non returnable bulk containers (i.e. 30 and 55 gallon drums) will be “triple rinsed” by the Government prior to pick-up by the contractor. In the event containers are not removed as directed, the Government shall arrange to have containers shipped to the contractor at the contractor’s expense.
Mini-bulks, shall not exceed 265-gallon capacity.
If a manufacturer’s SAFETY DATA SHEET is not readily available online, one must be included with each pesticide.
1. Herbicide, Keystone NXT, Dow AgroSci.or equal. 300 gallons [Acetochlor (3.1 lb ai/gal) + Atrazine (2.50 lb ai/gal)] A PP and Pre herbicide for weed control in corn.
2. Herbicide, Dual II Magnum, Syngenta or equal. 250 gallons [S-metolachlor (7.64 lb ai/gal) + benoxacor (safener)] Annual broadleaf and grass weed control in corn & soybean production.
3. Herbicide, Roundup PowerMax. Monsanto or equal, 1500 gallon. [glyphosphate, potassium salt (5.5 lbs ai./gallon) ] Post emerge, non-selective herbicide for annual and perennial grass and broadleaf weed control. Must be labeled for Glyphosate tolerant crops.
4. Herbicide, Sharpen, BASF or equal. 12 gallons. [saflufenacil (2.85 lb ai/gal) ] Herbicide for broadleaf weed burndown in multiple crops.
5. Additive, Spray grade Ammonium Sulfate. (21-0-0) 8,160 LB.
6. Additive, Spray-Start. KALO. 10,800 LB. Deposition and retention agent plus ammonium sulfate and defoamer. Use rate of 9 lb/100 gal.
7. Herbicide, DiFlexx. Bayer Crop Science. 60 gallons [Diflycoamine (4 lb ae/gal)]. For weed control in field corn for grain, seed and silage.
8. Herbicide, Atrazine 4L, Various Manufacturers. 150 gallons [atrazine (4 lb ai/gal)]
9. Herbicide, Warrant Ultra. Monsanto or equal. 120 gallons [Acetochlor (2.82 lbs ai/gal) + formesafen (0.63 lbs ai/gal)] For PRE control of broadleaf and grass weeds in soybeans.
10. Herbicide, Acuron. Syngenta. 400 gallons [S-Metolachlor (2.14 lb/gal) + Atrazine (1 Lb/gallon) + Mesotrione (.24 LB/gallon) + Bicyclopyrone (.06 lb/gallon) For control of annual broadleaf and grass weeds in field corn.
11. Herbicide, Mojave 70 EG, Alligare. 50 LBS. [Imazapyr + diuron]. Bareground vegetation control.
12. Herbicide, Curtail M, Dow AgroSciences or equal. 50 Gallon. [clopyralid (.42 lb/gal) + MCPA (2.35 lb/gal)]
13. Additive, Crop Oil Concentrate (COC). 100 gallons. Petroleum derived oil (83%) + emulsifier (17%).
14. Insecticide, Warrior II. Syngenta or equal. 10 gallons. [Lambda-cyhalothrin 22.8% (2.08 lb ai/gal in a capsule suspension)
15. Herbicide, Status. BASF or equal. 235 LB. [Diflufenzopyr(16 %) + dicamba (40 %) + isoxadifen (safener)] For post control of broadleaf weeds in corn.
16. Herbicide, Balance Flexx. Bayer. 7.5 gallons. [isoxaflutole (2 lb ai/gal) + cyprosulfamide (safenerl) ]. For selective PP and PRE control of grass and broadleaf weeds in field corn.
17. Herbicide, Roundup original or equal. Various manufacturers. 50 gallons [Glyphosate (3 lb ae/gal or 4 lb ai/gal)] Post emerge control of broadleaf and grass weeds.
18. Herbicide, 2,4-D Amine 4, Various manufacturers. 200 gallons [2,4-D amine 4 (3.8 lb ae/gal) PP, PRE and POST control of annual and biennial broadleaf weeds in multiple crops.
19. Fungicide, Headline Amp, BASF or equal. 50 gallons [pyraclostrobin (1.22 lb ai/gal) + metconazole (0.46 lb ai/gal)] For disease control and plant health in corn and dry bean.
20. Herbicide, Liberty 280 SL. Bayer or equal. 50 gallons [glufosinate (2.34 lb ai/gal)] For non-selective POST weed control in all LibertyLink crops.
21. Herbicide, Engenia. BASF or equal. 50 gallon [dicamba, bis-(3 aminopropyl) methylamine (5 lb ae/gal)] Low volatile formulation of dicamba for post and pre control of broadleaf weeds in dicamba tolerant crops.
22. Herbicide, Select. Valent or equal. 25 gallons [clethodim (2 lb ai/gal)]. For POST grass control in multiple crops.
23. Additive, Nonionic surfactant. 50 gallons. High quality nonionic surfactant with at least 80% of constituents effective as spray adjuvant.
24. Herbicide, Cadence. Loveland or equal. 70 gallons. [acetochlor (6.4 lb ai/gal)] For pre control of weeds in corn.
25. Herbicide, Poast. BASF or equal. 20 gallons. [sethoxydim (1.5 lb ai/gal)] A post herbicide for control of volunteer corn and grass weeds in alfalfa, soybean and other broadleaf crops. Must be labeled to allow for grazing and harvest of crop residues.
26. Herbicide, 2,4-D LV6, Various manufacturers. 75 gallons [2,4-D, 2-ethylhexyl (5.6 lb ae/gal)] PP, PRE and POST control of annual and biennial broadleaf in multiple crops.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
This evaluation will be in accordance with FAR 13.106-2(b)- Evaluation of Quotations or Offers.
CRITERIA FOR EVALUATING QUOTE
Lowest Price Technically Acceptable (LPTA), evaluation method.
Technically Acceptable is defined as:
1) Meeting all requirements as defined in the solicitation
2) Acceptable rating in “Technical Capability”
3) Acceptable rating in “Past Performance”.
To achieve an “Acceptable” rating for Technical Capability the offeror must provide the required fertilizers and pesticides for delivery upon receipt of order. These chemicals are required immediately and any offer that provides delayed delivery that cannot be made upon receipt will be found Unacceptable in Technical Capability.
Past performance will be evaluated in accordance with FAR 13.106-2. Past Performance will be rated on an “acceptable” or “unacceptable basis. The apparent successful, prospective contractor must have acceptable past performance. System for Award Management (SAM.gov) exclusions list, Federal Awardee Performance and Integrity Information System, and Fedbid Alert comments, shall be considered as part of the past performance evaluation process. Any contractor with past performance less than satisfactory will be rated as ‘unacceptable’. Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.
Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Quotes shall be ranked in order of lowest price to highest price. The lowest priced offer that is “Technically Acceptable” will be selected for award.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
