About this file

This is a Sole Source Justification Form (MMO#102) submitted by the South Carolina Department of Transportation (SCDOT) to the State Fiscal Accountability Authority for the procurement of AASHTOWare Project Service Units from the American Association of State Highway Transportation Offices (AASHTO). The procurement involves cloud hosting and Software-as-a-Service (SaaS) solutions for AASHTOWare BrM (Bridge Management) software, which will enable SCDOT's bridge inspection section to collect and manage inspection data and perform asset management calculations. The justification was authorized on November 30, 2022, by Madeleine Hendry, Acting Deputy Secretary for Finance and Administration, and is being pursued under S.C. Code Ann. 11-35-1560 and S.C. Regulation 19-445.2105.

SCDOT determined that AASHTO is the sole viable vendor because SCDOT currently uses the AASHTO BrM product and the implementation of the cloud-based solution is necessary to achieve and maintain federal compliance requirements. AASHTO is a non-profit association representing highway departments in all 50 states, the District of Columbia, and Puerto Rico, and provides an enterprise software suite cooperatively developed by transportation professionals from DOT agencies nationwide. The justification emphasizes that no other vendor's products or services will meet the agency's specific needs, as the current system no longer satisfies federal requirements. If the procurement amount exceeds $50,000, SCDOT must obtain a Drug-free Workplace certification from the vendor prior to contract execution.
