CoreLogic is the only company that takes the additional step of cleaning, standardizing, and formatting land ownership data across all states into a clean, consistently formatted dataset that allows NASS to efficiently ingest it into databases. No other companies meet NASS' data quality requirements, as collecting the data themselves would result in raw, messy data requiring thousands of hours to prepare. CoreLogic's value and ability to provide sufficiently high quality and consistent data that meets NASS' needs justifies awarding the sole source contract.

SOLE SOURCE JUSTIFICATION
MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

No Market Research conducted as CoreLogic is the only company that provides a dataset of sufficient quality and consistency for our project. Furthermore, no competitors currently meet our data and data quality requirements; all other ways to collect this data result in raw, “messy” data that would require thousands of hours to clean, standardize, and format for consistency and make it fit for use for this project. For these reasons, CoreLogic’s data represent the best value to the government.

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow‐on work is anticipated in response to the current proposed effort.
CoreLogic, Inc provided Public Record Parcel Land Data continuously for years, which supports all of the NASS Agricultural surveys. The Census of Agriculture data collection period started in November 2022, and it is critical that NASS have knowledgeable and data compatibility to support through the research of the year to ensure there is no downtime that could impact the Agriculture Census or survey data collection periods. CoreLogic existing knowledge of these services is critical to provide the suitable data format and data type during this critical and heavy data process period. NASS recommends using a fixed price contracting approach.
These data should be acquired in bulk or through an API. The bulk processing entails CoreLogic staff processing the data request. The API process entails NASS staff acquiring themselves and at will. Due to the time sensitive nature of the JAS data, the 2022 JAS will be obtained in a bulk process. The 2022 ACES could be acquired through the API, if at the time of request the API is operational. The extract through either process should include the following for each property in the selected areas in counties all over the United States:
• Tax roll information of the property, (including but not limited to): o The physical location (address including zip code, latitude and longitude coordinates), o The mailing address of the property owner(s), o Current sale and historical sale information, o Lot/land information (square footage of lot or land), o Building information. 2 • Deed information, including (but not limited to): o Address of the parcel o Owner information (address if different from property sale address) o Sales information (including sales data, sales price) o type of sale (such as new construction, interfamily, foreclosure), o land use type information (to indicate details ab01.t the type of residential, commercial, or agricultural property) The contractor should provide technical assistance for data‐related questions for the duration of the contract period.

9. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.
CoreLogic provides a service that gathers local administrative records and other information on land ownership within counties across the US. CoreLogic is the only company that takes the additional step of cleaning, standardizing, and formatting this data across all states. Thus, the product they offer results in a clean and consistently formatted dataset, which allows NASS to ingest CoreLogic data into NASS databases in a highly efficient, timely, and accurate manner.
The justification for sole source is that CoreLogic is the only company that provides a dataset of sufficient quality and consistency for our project.
