About this file
This document is a Sole Source Justification for the procurement of the AIAA Meeting Papers, 1963-2023, by the Nimitz Library at the U.S. Naval Academy. The justification explains that the AIAA Meeting Papers are wholly owned and copyrighted by the American Institute of Aeronautics and Astronautics, making them a sole source item. The content must be vendor-indexed at the article level to be compatible with the library's existing systems, and there are no suitable alternatives available. The proposed contract action is a Firm-Fixed-Price commercial supply contract under NAICS code 519210, with a Small Business Size Standard of $21M. The required delivery date is August 1, 2024, with the place of delivery being the Nimitz Library at the U.S. Naval Academy in Annapolis, MD. The solicitation, N0018924Q0396, will be available for download on or about July 17, 2024 on the beta.SAM.gov website, and responses are due by July 23, 2024.

Source Selection Information – See FAR 2.101 and 3.104
Cost:
Delivery date: 1 August 2024.
In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The AIAA Meeting Papers, 1963-2023, must be vendor-indexed at the article level for compatibility with the Nimitz Library’s Ex Libris products, Alma and Primo. There are no “just as suitable” alternatives to this particular AIAA content and what it provides for teaching and research to the USNA community.
☒ A patent, copyright or proprietary data limits competition.
AIAA Meeting Papers, 1963-2023, are wholly owned and copyrighted by the American Institute of Aeronautics and Astronautics. There is no other content provider or distributor available for accessing this specific content.
☒ These are "direct replacement" parts/components for existing equipment.
Procurement of the digital suite of AIAA Meeting Papers, 1963-2023, would allow the Nimitz Library to remove deteriorating print copies of the papers from its shelves in order to better assign valuable library space to other mission purposes.
