About this file

This is a Justification for Other Than Full and Open Competition (J&A) document from the Defense Logistics Agency (DLA) Land and Maritime for the procurement of 15 Motorola APX6000 radios, programming, and equipment for the Enterprise Land-Line Mobile Radio Management System (ELMR). The acquisition is being conducted on a sole-source basis under FAR 6.302-1, with Motorola Solutions Inc. as the only approved source, due to specific system compatibility requirements for the Navy Region Northwest. The radios require specialized programming for secure communication abilities that cannot be replicated by alternative manufacturers, and the procurement will be a firm-fixed price contract. DLA Land and Maritime has included provisions in the solicitation to encourage potential alternative sources to seek approval for future procurements, including a process for submitting alternate offers and contacting the Source Approval Monitor for evaluation.
