Definition of Labor Classifications

Definition of Labor Classifications

The following labor classification standards are provided to aid in the preparation of the technical and cost portions of the proposal.

Professional Level 4 (P-4):

Plans, conducts, and supervises projects of major significance, necessitating advanced knowledge and the ability to originate and apply new and unique methods and procedures. May serve as program or work assignment manager for the proposed contract. Supplies technical advice and counsel to other professionals. Provides high level subject matter expertise (SME) for Performance Work Statement (PWS) requirements. This SME may include systems engineering, information technology, statistics and modeling, programming and coding, economics, and database design and management expertise. Generally operates with wide latitude and authority for action or decision.

Typical Title: Program Manager, Senior Work Assignment Manager, Senior Application Systems Analyst, Senior Engineer/Scientist, Senior Information Technology Specialist, Senior Economist, or Senior Statistician Typical Qualifications: Ph.D. degree Typical Experience: 10 years or more

Minimum Qualifications (applicable only to Key Personnel/Program Manager):

Education: Ph.D. or equivalent*

· Includes a Master’s degree or higher plus any combination of additional experience (beyond the minimum experience requirement of a P-4) or graduate level study in the proposed field of expertise totaling four years; or Bachelor’s degree plus any combination of additional experience (beyond the minimum experience requirement of a P-4) or graduate level study in the proposed field of expertise totaling six years.

Experience: Minimum of 10 years

Professional Level 3 (P-3):

Under general supervision of program manager or senior management, plans, conducts, and supervises assignments normally involving smaller or less important projects. Estimates and schedules work to meet completion dates. Directs lower level staff, reviews progress and evaluates results, makes changes in methods, design, or equipment where necessary. Provides mid-level SME for work assignment or task requirements. This mid-level SME may include systems engineering, information technology, statistics and modeling, programming and coding, economics, and database design and management expertise. Operates with some latitude and authority for action or decision.

Typical Title: Task/Work Assignment Manager, Team Leader, Mid-Level Systems Analyst, Mid-Level Engineer/Scientist, Mid-Level Economist, Mid-Level Statistician, or Mid-Level Information Technology Specialist Typical Qualifications: Master’s degree Typical Experience: 6 years or more

Professional Level 2 (P-2):

Under supervision of a program manager, work assignment manager, senior or mid-level management, carries out assignments associated with specific projects. Translates technical guidance received from supervisor into usable data applicable to the particular assignments. Coordinates the activities of entry level staff. Nature of work assignments are varied and require some originality and ingenuity.

P-2 personnel apply statistical principles and functional area expertise to solve problems involving statistical analysis and modeling. Design technical reports, prepare studies, conduct surveys, and design and code information technology requirements. P-2 programmer personnel code and de-bug computer programs, perform systems design and analysis, design and implement software security solutions, and test/troubleshoot new software applications, versions, and fixes. Familiar with and able to operate in an Agile software development environment. Agile software development emphasizes collaboration, iteration, and adaptation between system development stakeholders, in order to facilitate development through small iterative improvements and continuous communications.

Typical Title: Application Systems Analyst, Engineer/Scientist, Technician, Information Technology Specialist, or Database Development/Management Specialist Typical Qualifications: Bachelor’s degree Typical Experience: 3 years or more

Professional Level 1 (P-1):

Lowest or entry level professional classification. Works under close supervision of project leader. Gathers and correlates basic data and performs routine analyses. Nature of work assignments are less complicated which require little original analysis or evaluation.

P-1 personnel apply statistical principles and functional area expertise to solve problems involving statistical analysis and modeling. Assist in designing technical reports, assist in preparing studies, assist with conducting surveys, and assist with designing and coding information technology requirements. P-1 programmer personnel work under supervision to code and de-bug computer programs, perform systems design and analysis, design and implement software security solutions, and test/troubleshoot new software applications, versions, and fixes. Familiar with and able to operate in an Agile software development environment. Agile software development emphasizes collaboration, iteration, and adaptation between system development stakeholders, in order to facilitate development through small iterative improvements and continuous communications.

Typical Title: Junior Application Systems Analyst, Entry Level/Junior Engineer/Scientist, Junior Information Technology Specialist, Junior Database Development/Management Specialist, or Technician Typical Qualifications: Bachelor’s degree Typical Experience: 0-2 years
