PLEASE READ THE FOLLOWING INFORMATION CAREFULLY AS

MISUSE OF THIS FORM MAY RESULT IN SUSBTANTIAL DELAYS IN

THE PROCUREMENT PROCESS:

The Government is required to ensure that the procurement of goods and services is adequately competitive. In the event that a certain good or service is only available from a certain source, or that a specific brand of a product is required, adequate justification must be provided. This form must be completed in its entirety and all answers filled out as completely as possible. If clarification is needed, consult FAR 13.106-1(b)(1) and related subparts. Question 2 Response: A GSA 2-GIT request for quote (RFQ) was submitted in order to provide current market pricing research.
Question 3 Response: Other technology companies offer various network management tools are not acceptable as this is the Air Force required software.
Question 4 Response: The 82 CS has currently trained personnel utilizing SolarWinds solutions on the NIPRNet. Procuring another technology brand network management tool would require training and experience outside the current knowledge of 82 CS system administrators. This experience will transfer directly to installing and maintaining the proposed SIPRNet system.
Question 5 Response: Several vendors can provide the hardware and software solutions. The specific technology requested can only be supplied by SolarWinds.
Question 1 Response: The Sheppard SIPRNet requires Layer-3 network capability to provide necessary services for secure voice-over-internet-protocol (VoIP) devices. Also, the incoming "comply to connect" equipment will rely on several services that will be provided from the system. This requirement will allow Sheppard to meet DISA Secure Technical Implementation Guides (STIGs) and securely managed SIPRNet mandates. In order to accomplish this, the purchase of SolarWinds software suite. SolarWinds is required to manage and monitor network data traffic devices. SolorWinds is the Air Force required network management tool.

The 82 CS has currently trained personnel utilizing SolarWinds on the NIPRNet. Procuring another technology brand would require training and experience outside the current knowledge of 82 CS system administrators.
