PRE-SOLICITATION NOTICE
The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) solicitation for USAID/Democratic Republic of Congo’s (DRC) new Integrated Governance Activity (IGA). This activity will focus on strengthening key governance institutions1 in order to improve the delivery of health, education, and economic growth services at the community level and to strengthen the social contract between citizens and government in the DRC. USAID believes that by enabling the Government of DRC (GDRC) to assume its responsibilities (through strengthened capacity) and increasing its accountability to citizens, improvements to service delivery will be more sustainable and result in better health, education, and economic outcomes for beneficiary populations. This activity will have three objectives:
• Capacity of select Congolese government institutions (both executive and legislative branch) to fulfil mandates strengthened;
• Targeted sub-national government entities collaborate with citizens for more effective development; and
• Citizen demand for accountable, transparent and participatory government services increased.
The activity will focus on four categories of beneficiaries: (1) GDRC executive and legislative institutions at the central and provincial levels; (2) local government actors responsible for delivering services; (3) civil society; and
(4) citizens of DRC, with special emphasis on including historically marginalized groups, including women and youth. The anticipated period of performance for this award is five years, beginning in early 2016.
The upcoming solicitation will be a full and open competition under which all nongovernmental organizations will be eligible to compete. The procedures set forth in FAR Part 15 will apply. USAID anticipates awarding a cost-reimbursement fixed-fee completion type contract, with a total estimated price range of $38 -$42 million.
• Place of Performance: Democratic Republic of Congo’s (DRC).
• Period of Performance: Five years from the award date, subject to the availability of funds.
• Anticipated Solicitation Release Date: on or about August 01, 2015 (although USAID may release the solicitation 15 days after this notice in accordance with FAR 5.203(a))
This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. The information herein below is released for wide dissemination to all parties and is indicative only. The information is subject to modification and is in no way binding to government and the estimate is based on the best information available at this time. This notice does not obligate USAID to award a contract, nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of proposals.

1 “Key” institutions could include national, provincial, and local executive bodies and national and provincial legislatures. An underlying premise of IGA is that it must be implemented in cooperation with willing and motivated GDRC partners. IGA’s focus on USAID priority sectors such as health, education, and economic growth, restricts the choice of counterparts somewhat, but bidders are still expected to base their choices of beneficiaries on an analysis of political will and opportunities to achieve activity results.
