Q1. In response to question #4, USAID corrected the title and numbering of section C.4.3.1 on page 17 of the RFP, but did not clarify whether this will be a final evaluation (as it indicates in the body of the section). Can USAID please clarify whether or not the USAID/Haiti Mission Wide Final Survey will include a final evaluation in addition to the survey?

Response: The Mission wide final survey will constitute the final step in assessing USAID/Haiti progress made during the strategy period.

Q2. In the response to question #5, USAID references the “2012 baseline survey and the 2016 Mid-Term Assessment” of the Post-Earthquake Strategy. However, neither of these reports are published on the USAID Development Experience Clearinghouse. Could USAID please provide Offerors with a copy of the reports?

Response: The 2012 baseline report is posted in the DEC since May 2013. Please, refer to this URL link (https://dec.usaid.gov/dec/content/Detail.aspx?ctID=ODVhZjk4NWQtM2YyMi00YjRmLTkxNjktZTcxMjM2NDB mY2Uy&rID=MzQxNDg1) to download the report. The Mid-Term Assessment report will be posted on the USAID Development Experience Clearinghouse during the month of January 2017.

Q3. Since Page 109 of the RFP indicates that “The proposal must include Letters of Commitment (in the annex) from all such proposed partners/sub-Offers,” we intended to provide them in “Annex E: International/Local Sub-Offerors.” However, USAID’s response to Question #14 says to remove Annex E altogether. Could USAID please clarify in which section offerors should include LOCs?

Response: The requirement for Letters of Commitment has been deleted from the RFP.

Q5. In USAID’s response to question #40, USAID confirmed that the proposal for the IFMS project should be a distinct requirement from the ESS contract. As a follow up question, does USAID require a separate cost proposal for this activity? If so, where should this be included—in Annex G of the Technical proposal? Or as an annex to the Cost proposal?

USAID Response: The cost proposal for the ESS contract should include costs for the IFMS project. A detailed budget with narrative including all support costs expected for this activity IFMS activity should be included as an annex to the cost proposal.
