Answers to questions for the Port Customs Support Project

1. Section C.5 describes 5 Component Activities with specific timing and deliverables for interventions proposed under each Component. Would USAID be willing to consider other structure and approaches per Component that might impact the activities, timing, and outcomes of the deliverables but preserve the ultimate objectives of the Project?

Answer: With respect to offerors' proposals, USAID will not consider other structures and approaches per component. Specific activities, timing of those activities and outcomes of the deliverables will only be adjusted post award at the work-plan stage.

2. Section L.5 (a)(3), page 80 references Contractor Biographical Data Sheets for the cost proposal. However, the instructions for the cost proposal on page 85-86 do not mention Contractor Biographical Data Sheets as a requirement. Since this is a Time & Materials contract, would USAID please confirm that Biographical Data Sheets are not required?

Answer: No, this is an error. Biographical Data Sheets are required.

3. Section L.5 (b), page 80, states that proposals are due by 2p.m. local time Port-au-Prince, Haiti. The cover letter states that the proposal is due at 12pm Haiti time. Can USAID please confirm the time that the proposals are due?

Answer: All Proposals are due by 12:00PM Haiti Time on September 28, 2015.

4. Section L.5 (e), page 81, mentions an electronic submission of proposals. Can USAID please provide the email address to which offerors must submit the electronic copy?

Answer: Electronic copies of the Proposals shall be submitted to the following Email address usaidhaitioaa@usaid.gov with copy to jedesrosiers@usaid.gov.

5. Section J lists four attachments, including a budget template. Would USAID please provide those attachments?

Answer: Budget Template is part of the attachment from the original Package

General Questions that impact the SOW:

6. Is there a strategic management process that includes a mission/vision statement; strategic objectives, an implementation/business plan and related measures for Haiti Customs or is that to be developed as part of Component I ?

Answer: General information on the Administration Generale des Douanes' (AGO) mission, strategic objectives, etc., can be found on AGD's public website. Section C of this solicitation has been developed in conjunction with AGO and in line with its strategic priorities. Offeror's are encouraged to conduct their own due diligence when responding to this solicitation.

7. Does this project involve developing performance measures for both Port-au-Prince and Cap Haitien as the measures for all offices should be aligned? Is the idea to implement national standards for the time for the release of goods which can be adjusted upwards for regions such as Cap Haitien?

Answer: This project is expected to involve developing performance measures for Cap Haitien only, though any performance measures developed as part of the project will be required to be aligned with national AGO policy and procedures.

8 . Is there a single window project ongoing or proposed that would bring together relevant government departments in order to streamline the clearance process?

Answer: USAIO is not implementing a single window project. The Government of Haiti and other donors may have involvement in such a project. Offeror's are encouraged to conduct their own due diligence when responding to this solicitation.

9 . Section C.5 indicates that one of the strengths of Port-au-Prince Customs is " the use of risk analysis in clearance" yet it is also indicated that there are low levels of green channeling in the ASYCUDA system. Is the expectation to develop a new national risk management system as well as a related one for Cap Haitien?

Answer: As noted above, the primary focus of the project is Cap Haitien, though any interventions there must be aligned with with national AGO policies and procedures.
