The Contracting Office at the Arizona Major Acquisition Buying Office, Flagstaff, Arizona, 86001 hereby gives notice of intent to award a sole source contract to Computer Information Systems, Inc, for the procurement of computer aided dispatch software support, maintenance, and warranty. The Government intends to enter into a firm fixed priced. This acquisition is conducted in accordance with Federal
Acquisition Regulation (FAR) 13.106‐1(b) (1) Soliciting from a Single Source. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available due to proprietary ownership of requested items and no other sources will be able to accurately satisfy agency requirements. The applicable North American Industry Classification System (NAICS) for this requirement is
541511 ‐ CUSTOM COMPUTING PROGRAMMING SERVICES ‐ with a size standard of $30 Million. The intent of this announcement is for informational purposes only. This Notice of Intent is not a request for
Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. Responsible sources may submit a capability statement which shall be considered by the agency. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice.
Interested persons may identify their interest and capability to respond to the requirement (see attached
Justification), and should furnish detailed data concerning their capabilities to provide the products sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offerors ability to meet all requirements. The government will consider all EOIs received prior to seven (7) days after date of publication of this synopsis, before 1000 EST on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and are responsible for allowing adequate time for transmission to be completed. The offeror bears the risk of non‐receipt of transmissions, and should ensure that all pages have been received by the designated office before the deadline indicated.

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Service agreement for Computer Aided Dispatch (CAD) system software warranty, maintenance, support, enhancements, and new releases from Computer Information Systems, Inc. (CIS). Anticipated cost are $28,646.00 for the base year, $155,112.26 including base year and four option years.
2. Sole Source Justification rationale (Check one and explain below):
Only one responsible source.
Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
Other
Explain:
The Glen Canyon Recreation Area (GLCA) Communication Center provides emergency and routine dispatch services for National Park Service law enforcement, fire, and project personnel throughout Southern Utah and Northern Arizona. In order for the dispatch center to remain fully operational, the dispatch system software must be maintained and updated. This procurement includes annual renewal of the CAD software support including warranty, maintenance, support, enhancements, and new releases.
The product provided by Computer Information Systems, Inc. (CIS) was produced and customized for the National Park Service at this site by CIS. This dispatch support application provides features, landmarks, and park specific information used by NPS dispatch and Law Enforcement staff supporting visitor protection services. The product is installed by CIS via remote connection, is supported by CIS via remote connection, and maintained (upgraded) by CIS via remote connection. The NPS has a license to use this software, while maintenance, support, technical assistance for use, installations of new services, and upgrades are handled by CIS. This software is proprietary to CIS and they are the only company with access to the CAD system for providing technical assistance, system maintenance, and installation of services. No other vendor can access, update or modify the CAD software. Further, annual renewal of the license agreement and services is mandatory for continued use of the CAD hardware and software.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Computer Information Systems, Inc is the sole manufacturer and supplier of the CAD software support including warranty, maintenance, support, enhancements, and new releases available. The customer and contracting personnel have conducted market research and determined Computer Information Systems, Inc as the only available source for this requirement.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
