The solicitation number is 75N98026Q00691, issued on June 23, 2026, with a response deadline of July 8, 2026 at 3:00 PM EST. The requirement is for four (4) Thermo Fisher Multidrop Combi+ automated reagent dispensers, commercial off-the-shelf (COTS) instruments to be procured through authorized distributors. This is a brand-name-only requirement, justified by the need for full compatibility with existing laboratory automation systems and workflows within the National Center for Advancing Translational Sciences (NCATS). The instruments must meet minimum specifications including a dispensing volume range of 0.5 µL to 2500 µL, compatibility with microplates ranging from 6 to 1536 wells with plate heights of 5 to 50 mm, minimal dead volume and back-flushing capability, eight-channel detachable autoclavable dispensing cassettes, and high-speed microvolume dispensing capability. Delivery should occur 6-8 weeks after order placement to NIH/NCATS, 9800 Medical Center Drive, Rockville, MD 20850.
This is a Firm-Fixed-Price competitive acquisition conducted under FAR 12.603 for commercial items. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. This requirement is unrestricted and not a small business set-aside. Evaluation will be based on price, technical capability, and past performance. Responses must include unit and total pricing, shipping and handling costs, delivery timeframe, delivery terms, F.O.B. point, product/catalog numbers, product description, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov. The contracting officer is Jaddua Johnston (240-569-0006, Jaddua.Johnston@nih.gov). Responses may be submitted electronically to Jaddua.johnston@nih.gov. Applicable FAR clauses include 52.204-13, 52.204-18, 52.212-1 through 52.212-5, and 52.252-2, with additional requirements including HHSAR 352.222-70 (Contractor Cooperation in Equal Employment Opportunity Investigations). Invoices must be uploaded to the Invoicing Processing Platform (IPP) at https://www.ipp.gov and matched to the purchase order line item description using three-way matching for payment processing.

PURCHASE DESCRIPTION
1. Statement of Need and Purpose: The purpose of this procurement is to acquire four (4) Multidrop Combi+ automated reagent dispensers to support laboratory workflows within NCATS. These instruments are required to ensure consistent, accurate, and efficient reagent dispensing in support of ongoing research activities.
2. Background Information and Project details: The Multidrop Combi+ is a commercially available liquid dispensing instrument widely used in biomedical research laboratories for reliable bulk reagent dispensing across microplate formats. NCATS currently operates more than two dozen of these instruments across laboratories within the Division of Preclinical Innovation (DPI).
The program requires this specific instrument to integrate with existing automated robotic systems and to replace end-of-life units that have been removed from service due to failure. No replacement units are currently available within the program. These instruments are embedded in automated workflows where dispensing timing, plate height parameters, and instrument-specific control code have already been developed, validated, and deployed.
Maintaining compatibility with existing Multidrop Combi+ systems is critical to ensuring continuity of operations, minimizing downtime, and preserving consistency of experimental results. Use of an alternate product would require substantial reprogramming of automation systems, revalidation of experimental protocols, and could introduce variability in reagent dispensing performance.
