PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

I. Background:

a. Sitka National Historical Park has a need to improve security features at the park facilities. This contract will provide improved security features by installing cameras, hardware, and recording stations.

II. Purpose:

a. The purpose of this project is to improve security features by installing 40 new security cameras to increase criminal surveillance and park protection of assets.

III. Objective:

a. Contractor shall furnish necessary personnel, material, equipment, and services (except as otherwise specified), to install a total of 40 camera’s and 2 administration workstations (with monitor, mouse, and keyboard). Additionally, contractor will provide training in the operation of the system as well as pertinent manuals to the installed devices.

b. During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.

c. It is the responsibility of the contractor to verify that all of the information provided in this solicitation is accurate. The Contractor shall take proper safety and health precautions to protect workers, the public, and property. Descriptions of tasks to be performed as part of this contract are described below.

i. Period of Performance

A. Period of Performance

1. The period of performance is from time of award to November 15, 2021.

ITEM 2 – LOCATION

I. Project Location: Sitka National Historical Park Visitor Center (106 Metlakatla Street, Sitka, AK) and associated parking lots (Upper and lower parking lots and East Parking Area), Russian Bishop House, Old School, and Priest Quarters (501 Lincoln Street, Sitka, AK). Location shown in satellite pictures FIG 1 – FIG 3.

II. Work consists of providing security cameras for the Visitor Center and parking lot areas, the Russian Bishop’s House, Old School, and Priest’s Quarters. The work also includes monitoring and recording systems. Contractor will provide training and manuals for operation of units once installed.

III. Camera and monitoring system Locations and Installs:

1. Security Cameras

a. Remove and replace 2 exterior cameras located between the Visitor Center upper and lower parking lots mounted to light pole. See Attachment A and B for location and picture. Replace with an Hanwha Techwin PNM-9322VQP exterior camera brand name or equal. Salient characteristics are:

1) Exterior rated cameras

2) Low light capable

3) Pan, tilt, rotate, and zoom range capabilities

4) 50/60 fps in HDTV 1080p or 100/120 fps in 720p

5) Electronic image stabilization

6) Vandal resistance with IK10+ (50 joules)

7) Broad range of temperature, -40º C to 55º C (-40º F to 131º F)

8) No battery requirements other than settings battery

9) PoE Capable

10) At least 5 MP capable of reading license plates of vehicles located in our south building parking area

11) Install new cables to support new cameras. Locate and trace to location of access.

b. Install 10 new exterior cameras per locations in conceptual drawings in Attachment A at each location of the Visitor Center, Old School, and Priest Quarters. Attachment B provides approximate location point to be mounted.

Cameras should be a combination of either Bosch Starlight NDE-8503R exterior camera or equivalent, Hanwha Techwin PNM-9000VD or equivalent, and Hanwha Techwin PNM-9030V or equivalent. See attachment A for each type camera type called out by location. Salient characteristics are:

1) Exterior rated cameras

2) Low light capable

3) Pan, tilt, rotate, and zoom range capabilities

4) 50/60 fps in HDTV 1080p or 100/120 fps in 720p

5) Electronic image stabilization

6) Vandal resistance with IK10+ (50 joules)

7) Broad range of temperature, -50º C to 60º C (-58º F to 140º F)

8) No battery requirements other than settings battery

9) PoE Capable

c. Install 26 new interior cameras per locations in conceptual drawings in

Attachment A at each location of the Visitor Center, Russian Bishop House, and Priest Quarters. Attachment B provides approximate location point to be mounted. Remove old cameras and replace with new cameras in locations specified on schematics. Cameras types should be a combination of either Bosch Starlight NDE-8503R exterior camera or equivalent or Bosch Starlight NDE-8502R exterior camera or equivalent. See attachment A for each type camera type called out. Salient characteristics are:

1) Remote zoom and focus 720p resolution

2) Low light capable

3) Pan, tilt, rotate, and zoom range capabilities

4) Image stabilization

5) No battery requirements other than settings battery

6) PoE capable

d. Install 4 (four) remote recording stations (one in each building). Salient characteristics are:

1) Zeon based computer

2) External 32 TB raid array configured to duplex the data providing data protection

3) 16 TB of storage requirement at Old school, Russian Bishop House, and

Priest Quarters

4) 80 TB array configuration to provide 40 TB of storage at Visitor Center

e. Monitoring Viewing Stations & Connections

1) Install new head-end equipment (NVRs and network switch) in Visitor

Center Room 110.

2) Provide and install administration workstation (with monitor, mouse, keyboard) in Visitor Center Room 118.

3) Connect all cameras to the new NVRs that correspond to the Visitor

Center area.

4) Provide and install workstation (with monitor, mouse, keyboard) and connect to new network switch in the Priest Quarters basement (Room

002) head-end rack.

5) All cameras from the Russian Bishops House, Old School Building, and Priest Quarter buildings will be connected to the NVR at the head-end in the Priest’s Quarters

6) In all areas: Install new Security Camera System data transmission media, power cabling, and pathways.

f. All cameras removed/replaced will be turned into the Contract Officer

Representative (COR) for disposal

g. Contractor will run CAT6 and related cables from camera installs to recording/reviewing stations. See specific limitations (Item III, #2) for running cables or placement of equipment.

h. Contractor will run CAT6 and related cables for connectivity between buildings of Old School, Russian Bishops House, and Priest Quarters in available 4-inch underground conduit.

i. All cameras will be checked for image accuracy, focus, and setup/integrated into the Milestone camera system

2. Specific Limitations

a. Exercise care in installing security equipment and infrastructure in all buildings to ensure that it does not unnecessarily detract from the area appearance.

b. Buildings may be listed on National Historic Landmark Register, ALL proposed equipment and infrastructure installation locations and appearances must be reviewed and approved by the appropriate site authorities prior to commencing work.

c. CAT6 wires must be either ran in existing conduit or place in location that is out of site or does not distract from historical features of building. Use color coated wire in colors of existing surroundings if available where it cannot be hidden or covered.

B. All work will be performed under a single contract.

1. No additional government furnished materials will be provided on this contract.

C. Quality Assurance

1. The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scop of Services in an acceptable manner. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.

ITEM 3 - EXISTING UTILITIES

I. All installation work will be performed IAW with all applicable safety requirements including the United States Army Corps of Engineers Safety and Health Requirements Engineering Manual (EM) 385-1-1, OSHA requirements (29 CFR Title 1910 and 1926), the contract, and the Government approved Accident Prevention Plan (APP).

II. Utilities:

A. Underground infrastructure installations, where required, shall be in accordance with all applicable local site requirements, restrictions, and regulations. Use existing duct bank pathways to install any new cabling.

B. Connectivity between new devices and the associated controller, recorder or network switch shall use ‘new’ copper cabling (minimum 18/4 stranded wire with shield and drain), Category 6 cabling, or fiber optic cabling as applicable IAW good engineering practices. Recorders, alarm control panels, and network switch equipment shall be installed in locked communication rooms or enclosures as designated by the Customer.

C. No digging or excavation will be authorized in this contract.

D. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by

Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Contracting Officer not less than fifteen days in advance of proposed utility interruptions or any digging requirements

ITEM 4 – HISTORICAL, ARCHEOLOGICAL, AND BIOLOGICAL SIGNIFICANCE

I. Many project areas will involve work on, near, or around historically or archeologically important structures and biologic organisms (e.g. trees) that may be considered significant. All work activities must be approved in advance by the Park Representative.

If at any time during project workers unearth, discover, or identify archeological artifacts or encounter something that could impact a significant organism health, work in that area must be stopped and the Park Representative immediately contacted for further direction

ITEM 5 - CONTRACTOR’S USE OF PREMISES

I. Conduct of Operations: The contractor shall always conduct operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent through parks Superintendent’s Compendium.

A. No signs or advertisements shall be displayed on site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

II. On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.

III. Contractor Use of Site:

A. Contractor shall have limited use of the site for operations. Do not disturb portions of Project site beyond areas in which the Work is indicated.

B. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

C. No Site Disturbance Authorized including earthwork or clearing of vegetation to accomplish work. If site disturbance is required, contractor will notify the Park Representative of requirement but will not proceed until the park gives authorization.

IV. Housekeeping:

A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.

Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate.

Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.

B. Dispose of waste materials legally off NPS property.

V. Occupancy Requirements for Buildings:

A. Existing Buildings:

1. Full Government Occupancy: Government may be occupying buildings during the entire contract period. Cooperate with Government during contracted operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.

2. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO.

3. Maintain existing building in a weather tight condition throughout contracted period. Repair damage caused by operations. Protect building and its occupants during contracted period.

ITEM 6– SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

I. Shop Drawings A. Contractor shall submit Shop Drawings to include one digital file (.PDF or .TIF) and two full size hardcopy documents to the Park Rep that indicate waterproofing and electrical materials, connection details, anchorage spacing, hardware locations, and installation details.

II. Product Data:

A. Contractor shall Submit Product Data to include one digital file (.PDF or .TIF) to the Park Representative that provides details regarding component installed, anchorage method utilized, and hardware used.

ITEM 7 – TRAINING ON SYSTEM

I. Contractor to provide training in use of camera software, computer program, and camera use once installs are completed. Contractor to provide park with operator manuals on system.

(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
