GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P8221Q0036. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021- 06 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

Award Selection Process:
The Government will award a contract resulting from this solicitation to the responsible offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The following factors shall be used:

STATEMENT OF WORK (SOW)
Replace a 7.5 TON PACKAGED COOLING UNIT for COLLECTION STORAGE AREA, CLEAN DUCTING and INSTALL ONE NEW, SPLIT-TYPE AIR CONDITIONING UNIT for
VISITOR CENTER STORE AREA

General
This is a non-personal services contract to provide for the furnishing and installation of:
1. Replacement 9 ton (approximate) package cooling unit (PCU) air conditioner for our curatorial offices and storage and
2. Back-up 24K British Thermal Unit (BTU) split air A/C unit (and new electrical service connection) for our Visitor Center store area
Additionally, interior duct cleaning and minor duct fabrication and connection for item 1 will be required.
All work shall be performed at the T. Stell Newman Visitor Center, located in Building 1657-B, Naval Base Guam (NBG) Sumay, Guam.
General work location within the facility is detailed in the attachment: WAPA-VC Floor Plan-Work Locations.pdf The National Park Service shall not exercise any supervision or control over the contract service providers performing the services herein except to observe and schedule such services as provided for in this contract.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the National Park Service.
1.1. Description of Services/Introduction
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to replace a 9 ton package cooling uni and an 24,000 BTU split air unit at the T. Stell Newman Visitor Center.
The larger package cooling unit under consideration will hereafter be referred to as PCU#1. This can be referenced in the attached Mechanical Drawings (Sheet M-3) as well as existing unit photographs and product tag.
The contractor shall perform to the standards in this contract and per the general industry standards common to the Heating, Ventilating, and Air Conditioning (HVAC) installation and maintenance trades.
1.2. Background
The T. Stell Newman Visitor Center (VC) was opened for business in 2006 which included the original installation of its three package cooling units (PCUs). Over the years, due to general wear and tear and exposure to the elements, all units have been replaced at least once.
The current 9.083 Ton cooling unit, which services the curatorial offices and storage area has been nonfunctional since late 2018 and the park cannot source replacement parts and service for the unit.
The unit is at the end of its life cycle, uses refrigerant that may not meet current EPA requirements, and is not functioning. Additionally, since installation of ductwork in 2009, there has never been an interior cleaning to rid the ductwork of debris, mold, bacteria or other detritus that may affect employee health and/or general cleanliness of the facility. To protect the facility, the park sealed the original ductwork from the exterior (near the PCU) to prevent pest and water infiltration.
Finally, the split unit type AC is needed as a back up unit for the Visitor Center store area. During times when the large PCU#3 (not in this contract) is down for service, the main public area of the store needs an additional split unit to continue to cool the space and operate the visitor center normally.
Scope
2.1. Location: T. Stell Newman Visitor Center, Sumay, Guam
1. Supply and install brand new 9 ton (approximate) Packaged Cooling Unit (PCU) to replace the existing, ducted 8.5 +/- Ton Dunham Bush Packaged Cooling Unit (PCU)
a. Location: T. Stell Newman Visitor Center, Sumay, Guam (see attached plan for detail)

c. Replacement HVAC Unit must have the following salient characteristics:
i. 8-9 +/- Ton Cooling capacity minimum (offeror to provide recommended replacement unit model and technical specifications for review)
ii. Highest Seasonal Energy Efficiency Ratio (SEER) rating possible
iii. Single Circuit compressor
iv. Must use currently U.S. EPA-approved refrigerant type
v. Operating Voltage at app 230 volts

1. Fins must have a “spray applied” marine protective coating or other corrosion resistant coating similar to the “Insitu System” by Modine Coatings inc.

b. Contractor to provide technical data for review with proposal for acceptance if using a similar product
2. Condensing unit, if exposed on any side, must have a grill or protective cage to prevent physical damage, either via vandalism or blunt objects striking the fins of the condensing unit.
ix. Voltage Monitor
x. Replacement unit must be furnished with a digital, programmable thermostat

a. Contractor to provide product details for unit
b. It is not the intention that this unit will cool the entire interior space envelope, rather provide incidental, emergency cooling should the main PCU of this space be inoperable for any reason.
c. Power must be connected to and extended to the installation area from a spare circuit on Panel P (located in electrical room, see image below) through theater back wall and routed to field location.
d. In addition, see WAPA-TStellNewmanVC100%Elec.pdf for more electrical details.
e. New pull is approximately 100 lineal feet from the electrical room and will need to be mounted at a height o approximately 15 feet above the finished floor between the electrical room and store wall area.
f. Contractor to provide all materials needed to install electrical line, ridged conduit, A/C unit, copper tubing, air handler, and any miscellaneous apparatuses needed to get the split-air unit optimal
g. “outside” unit of the split-type system must be installed in coordination with the park Point of Contact or Contracting Officer’s Representative.
h. Unit must have the following salient characteristics:
i. ~ 24K BTU
ii. Duct-free
iii. Energy Star Qualified (or Equivalent)
iv. 220V/60HZ
v. R410A Refrigerant (or environmentally safe/ unit-compatible equivalent) or current EPA approved refrigerant.
vi. SEER-13, higher is better
vii. Overload Protection
viii. 24dBA decibel rating or lower
ix. Reusable Filter
x. Wireless remote
xi. Voltage ptotection safeguard unit to protect against power surges and outages.
3. Interior duct cleaning for ductwork serviced by new PCU #1
a. The Contactor shall verify all the existing duct system is accessible and able to be cleaned.
b. Contractor shall verify lengths and sizes of ducts to be cleaned prior to start of work
c. Field-verify existing electrical, plumbing, and ventilation systems to ensure ducting is accessible and cleanable
d. A thorough cleaning plan and relevant safety data sheets (SDS) must be submitted to the contracting officer for park review and approval if chemical cleaners are proposed in duct cleaning (submit with proposal/ solicitation if available)
e. Products and preliminary cleaning methods should be recommended per industry best practices at the time of solicitation. Any cleaning agents proposed must address the possibility of mold, mildew, and other microorganisms. All cleaning products must be US EPA approved.
f. The final cleaning plan and SDS must be submitted to the Contracting Officer after Award. The plan and SDS shall require Park approval prior to commencing on-site work.
g. Special care shall be taken to ensure flooring, furniture, walls, and otherwise anything not part of the service cleaning, are protected from cleaning agents and tools.
h. If areas outside of the ducting are dirtied in the process of cleaning, Contractor shall ensure areas are restored to a pre-service and cleaned state
i. After duct cleaning is completed, the contractor shall be responsible to clean and restore areas that were affected during the duct cleaning process. All contractor property and cleaning agents must be removed from the Park at the completion of service.
4. Replacement HVAC units must be delivered to work location and installed by Contractor with the least amount of “down time” to visitor center operations
a. Park must be given at least 4 weeks’ notice prior to commencement of on-site work
b. Contractor shall provide all on site logistical support, labor, and equipment for the delivery, storage, site security, installation, and clean-up activities involved with the work provided.
c. Old PCU must be disposed of via approved disposal methods as prescribed by the local, government environmental protection agency, local public works, and/or local solid waste management agencies.
5. Provide hard copy and PDF operations and maintenance manuals to include:
a. Provide training to park staff on operation/ programming of thermostat
b. Provide orientation to general features of new air handling and “outside” packaged unit
c. Provide orientation to general features for back up split A/C
d. Special consideration of any slight modifications made to installation method, duct attachment, thermostat operation and/or any general questions posed by staff upon completion of installation.
6. Warranty against product defects or damage for a period of at least one (1) year.
a. To include all labor

General Information
3.1. Recognized Holidays
No work shall be performed on Holidays. Contractor shall make every effort to schedule work on days other than those noted below.

3.2. Hours of Operation
The contractor is responsible for installation and cleanup between the hours of 9am – 3pm, as needed, Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. If the nature of work warrants work outside of the hours specified herein, then the contractor shall work and schedule performance of work tasks with the contract COR prior to commencing work.
For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons and the contractor cannot claim any premium labor rate reimbursements for night differential, overtime, or other related, other than agreed upon values. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
3.3. Method of Proposal and Payment Schedule

2. All invoices shall be subject to the terms noted in the statement of work.
a. All invoices shall be submitted into the Invoice Processing Platform (IPP)
b. All payments shall be processed via an EFT (electronic funds transfer)
c. A “Courtesy Copy” or company invoice shall be emailed in PDF format to the Park for reference and processing
d. The Contractor must still submit the standard invoice through IPP even though the conditions for 3c have been met.
Contracting Officer Representative (COR)
The COR will be identified to the contractor in writing and possibly under separate cover from the actual contract. The COR monitors all technical aspects of the contract and assists in contract administration.
The COR is authorized to perform the following functions:
1. Assure that the Contractor performs the technical requirements of the contract;
2. Perform inspections necessary in connection with contract performance;
3. Maintain written and oral communications with the Contractor concerning technical aspects of the contract;
4. Issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;
5. Coordinate availability of government furnished property, and provide site entry of Contractor personnel.
A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
Pre-Award Submittals and Notice to Proceed (NTP)
5.1. Pre-NTP Requirements
After Contractor has been awarded, the Contractor shall furnish the following to the Park contracting officer and contracting officer’s representative prior to notice-to-proceed:
1. Proposed Replacement PCU#2 product sheet and specifications
2. Proposed 18K~24K BTU backup split A/C product sheet and specifications
3. Delivery/Installation Schedule
4. Accident Prevention Plan
5. SDS for any hazardous materials that will be used during the duration of the service
5.2. Clarification of Contract Documents
The Contractor shall submit a request for information (RFI) to the contracting officer if there are clarifications needed for interpreting contract documents. Failure to provide adequate time to review and respond to RFIs may result in delays in the completion of the contract.
Performance Period
The contractor will have one hundred eighty (180) consecutive calendar days to complete this service after Notice-to-Proceed is issued.
Post Award Conference/Periodic Progress Meetings
The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
Modifications
The general provisions reserve the contracting officer the right to make modifications to the contract within its scope if such modifications become necessary. It is essential to formalize the proposed modifications with minimum delay. The contracting officer will provide a request for modification to the contractor to include revised specifications, drawings, and other administrative requests. If any monetary adjustment and/or contract time is involved, a detailed cost proposal will be requested for submission within a period of time, usually not more than 10 days. In order to permit the contracting officer to determine quickly whether or not a proposal is acceptable, it is essential that any proposal comply with the following basic requirements:
1. The proposals must be in detail, itemizing material, equipment, labor, overhead, profit, and bond markup. Each item must be listed at its estimated cost to the contractor. Labor must be itemized by craft and the hourly rate paid. If the cost of fringe benefits and labor burden is not itemized, it is assumed that there is none or that it is included in the hourly rate shown.
2. In the event that it becomes necessary to delete work from the contract, the contractor may be required to separately justify all costs for work performed on the deleted item (if any) as well as any cancellation costs for materials ordered but not used in the work.
3. All contract time extensions required as a result of the proposed modification must be justified and supported in detail at the time of proposal
Acceptance/Rejection of Work
The Contractor shall monitor all operations to ensure compliance with all requirements of the contract documents. In instances of noncompliance the government shall inform the Contractor in writing of the deficiencies, and the contractor shall correct the deficiencies as soon as possible and before proceeding on with any more work associated with that issue. Quality assurance is the responsibility of the contractor including any work performed by any subcontractors. The COR or delegated Day-to-day Inspector will perform inspections during project performance. These inspections will check-in on the progress of the work; ensure adherence to the delivery schedule; ensure compliance with the requirements of the contract documents; and ensure the various work plans are being followed. When the project is substantially complete, a prefinal inspection will be held and a “punchlist” of deficiencies will be developed. The contracting officer will provide the punchlist in writing and the contractor will then have 30 days to complete all items and submit all closeout documents to obtain final acceptance.
Government Furnished Support and Equipment
There will be no government furnished equipment provided for this service.
Contractor Main Points of Contact (POC):
The contractor shall designate a primary Point of Contact (POC) for the following areas:
• Scheduling of work. This person will be the primary POC for the contractor and will work directly with the COR to schedule the installation of the replacement for PCU#2 and backup split A/C. Contractor must provide the office phone, office fax, and mobile phone numbers and email address of this POC upon award.
• Accounting. This person will be the primary POC for the contractor and will deal with any financial or contract related issues. Ideally, this person would have signatory authority as the contractor’s representative in all matters related to the execution of the contract and will work closely or supervise directly, the actions of the primary POC for scheduling. Contractor must provide the office phone, office fax, and mobile phone numbers and email address of this POC upon award.
