(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Design and Install Video Surveillance Solution for Hampton Mansion

SCOPE OF WORK FOR INSTALLATION SERVICES
PROJECT LOCATION:
Hampton Mansion is located in Towson, MD. The project site is accessible via I-695 exit # 27 Hampton Lane. This project will take place at Hampton NHS, located at 535 Hampton Lane Towson, MD.
PROJECT GOAL AND PURPOSE
The goal of this project is to install a digital video surveillance system at the Mansion in order to provide for the safety of the park’s visitors and staff, as well as the protection of park resources. This project will replace the current Video Surveillance System (VSS), including cameras, DVR, wiring, etc. with a nonproprietary NDAA compliant system. The new server-based system will be an enterprise level Video Management System (VMS) that is compatible with an NPS ‘Authority to Operate’ (ATO) for video management systems. The VMS will be able to accommodate a multi-platform approach that can be expanded over time and could eventually integrate Intrusion Detection (IDS), Video Surveillance (VSS), and Access Control (PACS). Cameras will be placed in and around the Mansion to include entry and exits, exterior areas needing protection and parking areas as funding allows. The new system will be designed to enhance safety and security for visitors and protect the overall visitor experience at the Mansion. System will also allow for emergency call services for the visiting public.
Project Justification
The Hampton Mansion has been a high priority for security due the irreplaceable historic furnishing in the Mansion. The Mansion has no functioning Video Surveillance System (VSS) currently. A robust VSS system is an integral component of an overall physical security plan, visitor safety and employee safety. A VSS system provides deterrence, evidence collection capability, and a live monitoring capability which can act as a force multiplier.
Project Background Information/History
Many major National Park Visitor Centers are protected by a Video Surveillance System (VSS) augmented by on site law enforcement personnel, security guards, and other protective measures.
The existing camera system in the Manson is inoperable and many of the cameras from a prohibited supplier per the National Defense Authorization Act.

The install VSS shall provide for a network video recorder (NVR) or server that is expandable in memory.
Also, the installation up to 6 outdoor wide angle or 360-degree IP cameras and 10 indoor ceiling mounted 360-degree IP cameras to cover the following areas: Main Entrance Doors, Exit Doors, Back Hallway Entrance/Exit, Great Hall Area.
The installer shall select equipment that is compliant with the National Defense Authorization Act, compatible to view cameras from an NVR/Server either in the basement of the mansion or at the Maintenance building.
Include monitor, mouse, for viewing on site and ability to network to workstations to be added later, Dispatch office National Capital Area Communications Center in West Virginia, and can integrate with a security alarm system (selected at a later date). Additionally, the install shall be accompanied by a service support entity to help with troubleshooting, etc. for a period of one year. Also include a cost of a yearly maintenance contract after the initial warranty expires.

Both wireless and wired options may be provided to connect the cameras in and around the Visitor Center to a head end server on site. Only a wireless option should be provided to export the data off site and communicate with other structures at the site.
All wireless solutions shall include the proposed frequency range(s) to be used. The 4.9Mhz Public Safety Band shall be the preferred frequency range but other options may be provided.
All proposed wireless solutions shall include an estimate of any subsequent bandwidth licensing or fees and must also comply with NPS wireless policies and encryption.
All wireless transmissions and associated systems shall be designed so as to limit the chance of interference and the potential for a non-authorized party to access the network.
The method proposed to export the video data from the Hampton Mansion to our Dispatch office should have enough bandwidth to support the live viewing of every camera at the site, at the same time. This sub-stream may be at a lower resolution than that which the video is being recorded, but the system should have the capability to view multiple cameras at full resolution.
The resolution and quality of the proposed cameras should be at least 1080p and dynamic resolution capable, should have night vision, wide dynamic range and capable of video motion detection. Consideration to total data stream bandwidth is also important.
Video from each camera shall be capable of being recorded both at a server on site at Hampton Mansion and also redundantly recorded at the Dispatch office. The video shall record for a minimum of 30 days. At the end of the prescribed period the system should be capable of deleting and purging the data. The design and cost estimates shall provide options for video storage at both the Mansion and the Dispatch Office at the previously described specifications for a duration of 180 days.
The software solution must be able to obtain an Authority to Operate (ATO) in accordance with NIST SP 800- 37 Revision 2, Risk Management Framework for Information Systems and Organizations, December 2018.
All software and hardware must have brand interoperability and compatibility with multiple other brands of camera hardware.
All software and hardware options should be presented to the park’s technical POC’s for review & selection.
Following installation, contractor will provide depictions/descriptions of all the system components to show the location of cameras, lines, computer hardware and power supplies.

The label “FOR OFFICIAL USE ONLY – LAW ENFORCEMENT SENSITIVE (FOUO- LES)” shall be noted on any documents, specification sections and reports that contain FOUO- LES information as described above. Sensitivity shall be given to the dissemination of sensitive information to the team employees and subcontractors who have a Need to Know for the information in connection with contractual obligations.
Security Clearances are not required by this contract; however, the contractor will agree not to disclose sensitive information and to safeguard the information.

All equipment shall meet the specifications and criteria of the following documents:
Department of Homeland Security, Video Quality in Public Safety Working Group, Defining Video Quality Requirements: A Guide for Public Safety, Volume 1.0.
Department of Homeland Security, Office for Interoperability and Compatibility - Public Safety Statement of Requirements for Communications and Interoperability - Volume II, Version 1.2.
All work shall conform to the latest edition of the International Building Code (IBC) and family of International Codes including but not limited to: International Plumbing Code, International Electrical Code and International Mechanical Code. Work shall conform to the Life Safety Code.
SAFETY AND SECURITY
Notify and coordinate all site visits with the Contracting Officer’s Representative (COR) a minimum of 48 hours in advance, so that park staff can facilitate access to the site. Work shall be performed between the hours of 7:30 AM to 3:30 PM Monday through Friday. Federal Holidays excluded.
Any discovery made during the execution of the work that has the potential of creating a life safety issue either to the public, park staff or any employee of the contractors shall be brought to the attention of the Contracting Officer immediately and followed up in writing.
Project is located in an area which has the potential of high visibility, high pedestrian and vehicular traffic. Contractor is to provide safe working conditions for all contractor’s workers, park staff and the general public.
CONTRACTOR REQUIREMENTS
The following items are contractor requirements which shall be included in the project specifications:
Contractor shall provide conceptional representations of the installation and any manuals or other equipment documentation.
The Contractor shall be responsible for providing investigative aids and equipment to facilitate execution of the work: personal protective equipment (PPE), scaffolds, ladders, temporary lighting, soil boring equipment, monitoring devices, and other such equipment. The Contractor must also provide and maintain barriers to prevent public entry into the area while work is being performed or any equipment is in place. All barricading shall be approved by the COR prior to installation.
Restroom facilities and potable water are available on site.
Parking will be determined at the kickoff meeting.
No overnight storage of supplies or materials.
Contractor shall be responsible for all damages to persons or property that occurs as a result of Contractor’s fault or negligence. The contractor shall take proper safety and health precautions to protect work, workers, the public and property of others.
All work shall be in accordance with standard Occupational Safety and Health Administration (OSHA) guidelines and regulations.
An in-person site visit will be necessary to determine needs of the project. Other meetings and communication need prior to installation may be handled virtually.
Part IV – Commercial Solicitation Provisions
DETAILED INSTRUCTIONS ON SUBMITTING YOUR QUOTE:
1) Review all documents for the Request for Quotes (RFQ), including clauses.
2) Award will be made on a firm fixed price basis to the contractor meeting the required specifications and evaluated factors.
3) As a minimum, quotes must show:

Acknowledgement of solicitation amendments, if any;
4) All questions concerning this solicitation are due in writing by September 16, 2022, 1pm EDT to the Contract Specialist, Tomica Cooper by email at Tomica_cooper@nps.gov.
5) Electronic quote submittal shall be accepted for this RFQ. Facsimile quotes shall not be accepted. Quotes shall be submitted to Tomica_Cooper@nps.gov by September 21, 2022, at 2PM EDT on attached pricing schedule.
6) Please complete and return FAR 52.204-24.
Quotes that fail to furnish representation or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
