Explain: This is a FLREA Priority 1 project. It will replace critical security infrastructure at Hampton Mansion. The Mansion is in Optimizer band #1 and API of 100. The project is 100% Component Renewal Deferred Maintenance. The current proprietary VSS system was installed in 2009 is no longer functioning and cannot be repaired to meet current NPS IT and Security Standards. The system is no longer manufactured or supported by any vendor.
An independent Physical Security Survey was conducted in October 2021 by Physical Security Specialist in Region 1 Northern Appalachian. It recommended security enhancements needed for the park based on compliance with current Interagency Security Committee (ISC), DOI, NPS and Museum Security standards. One of which includes replacing the current surveillance cameras, video recording devices, and overall video management software at the Mansion and surrounding grounds. This project would follow these recommendations and would significantly enhance the visitor experience at the park by providing real time and recorded surveillance around the mansion and immediate grounds. This will directly benefit the visitor by enhancing their sense of security and protection of the site during their visit.
Additionally, the VSS will provide security for the critical objects in the mansion necessary to provide a full interpretive experience for the visitors.
Hampton mansion has a very limited staff and the visitor experience is mostly outdoor with many secluded areas and not highly trafficked. The VSS system would be incredibly beneficial to provide both real time security and safety for our visitors, as well as the ability to investigate any type of incident. To date, we have been very fortunate there have not been any major incidents involving visitors. However, with a rise in visitation resulting from local residents discovering the park for recreating the possibility is also rising.
Additionally, the potential for theft and vandalism to the mansion and corresponding exhibits is increasingly a concern. A new VSS, would decrease the risk and allow the park to maintain the level of exhibited artifacts that both attract visitors and help tell the stories of the significance of Hampton.
Recently, in May 2021, a vandal knocked over and destroyed a historic marble urn and in December of 2021 a vandal attempted to kick in an entrance door without being detected. Two significant incidents that call into question the safety of the resource and exhibited collections that could impact our ability to share these vital objects with the public and thus reduce the visitor experience and understanding of Hampton in the overall American Experience. Additionally, a quality security system with cameras capable of being monitored by a park duty LEO could have deterred this vandalism.
The new system as an enterprise level Video Management System (VMS)with a Milestone server location will be able to accommodate a multi-platform approach that can eventually integrate Intrusion Detection (IDS), Video Surveillance (VSS), Access Control (PACS) and License Plate Recognition (LPR).
Cameras need to be NDAA for surveillance of entry and exits, exterior areas needing protection and parking areas that can be reached from the buildings will be designed to enhance security for the Mansion. Currently the IMR is working on a service wide Authority to Operate (ATO) the Milestone system. It will be the only system allowed on the NPS computer network system. They have a temporary ATO allowing a park to use the Milestone system.
Hampton NHS looks to procure all the components needed to install the Milestone VMS in house. We want to procure the Milestone system so when the ATO is granted we will be able to network all our cameras to the NPS Minority Center. It is in the government’s best interest to contract with a vendor who has some familiarity with NPS site
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Market research was conducted by using the Acquisition Gateways SBA websites and contacting other contracting officers for like projects within the region. All Milestone components are available through GSA Advantage from various vendors including small business, women owned business, WSOB and EDWOSB. We feel there are enough vendors providing the Milestone products that we will see fair and equitable pricing
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
