(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

D.0 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.
The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include: Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.
D.1 BACKGROUND
Prince William Forest Park (PRWI) is an oasis located in Northern Virginia a short distance from Washington, DC.
In 1936, Chopawamsic Recreation Area opened its gates to house children's 'relief' camps during the Great Depression and was later renamed Prince William Forest Park in 1948. PRWI is filled with fragrant woods and trickling streams, and welcomes of campers, hikers, bikers and nature lovers of all ages. PRWI is filled with hiking trails, bicycle-accessible roads, campgrounds and over 100 cabins.
D.2 PURPOSE
The NPS – National Capital Area (NCA), has a requirement for a single contractor that is capable of the removal of selected hazard trees and roadside brush/sapling removal parkwide.
The contractor must be capable of furnishing all, supervision, labor, materials, tools and equipment to complete all the work specified in this Scope of Work and any of its Attachments.
D.3 TASKS
The Contractor shall:

D.3.1 Hazard tree and brush/sapling removal parkwide (BASE TASK 1)
Contractor shall perform the felling, cutting and removal of all hazardous trees pre-determined and identified by the park. All debris as a result of the tree removal, shall be chipped or hauled away from the park.
Contractor shall remove all trees that are located by the park and identified using GPS coordinates, map diagrams, and orange color-coded tagging.
Contractor shall remove All felled trees and tree logs and haul away from the park. A few select tree logs may be retained and will be designated by the COR. The contractor will store these logs in a designated area at the park, as determined by the COR.
All other tree debris shall be chipped into a recyclable material and spread out onto the forest floor at a depth of no more than 3 inches in forest areas only.
All felled trees with remaining stumps within 12 feet of all park roadway asphalt edges, shall be ground down flush with the ground surface and with the grinded material to be leveled or raked out evenly across the ground surface. All tree stumps in areas inside of all cabin camp units, all campgrounds, and around all park buildings shall be ground down flush to the ground as well with the grinded material to be leveled evenly across the ground surface.
D.3.2 Roadside Small Tree/Sapling Removal (OPTION TASK 1)
Contractor shall remove sections of small saplings along the roadside in designated locations marked by the park using GPS coordinates and pinned orange flagging.
Areas to be removed are mostly small trees and saplings of 4 inches or less in DBH. There are, however, some larger trees that may be in the same area sections of work that may be removed and will be designated by the park.
All small trees and saplings shall be cut flush with the ground surface and chipped and spread out onto the forest floor and not to exceed 3 inches in depth nor shall there be any piles.
All tree work areas shall be left limb and debris free.
The work area specified for Option Task 1 can be found in Attachment 1 Hazard Tree List (Scenic Dr Line Sections to be cleared (starting at MM 0)).
D.4 ADDITIONAL REQUIREMENTS
The contractor is responsible for adherence to all Occupational Safety and Health Administration (OSHA) Regulation, specifically 29 CFR 1910 - General Industry and 29 CFR 1926 – Construction and applicable

State Regulations.
Contractor will be required to work around the season of bat habitats-( June 1 ,2022 to July 31, 2022) as directed by the park.
Contractor shall be responsible for obtaining all required permits (if applicable) and scheduling all applicable inspections. All inspections must be signed off and completed prior to receipt of final payment. All applicable submittals required, which may include warranty, production information, operation and maintenance documentation, etc. must be provided to Contracting Officer Representative (COR)/Point-of-Contact (POC) and CO prior to submission of final invoice. Invoice will be rejected until are required documentation is submitted. Please refer to each Section C.5 for required submittals.
All trash and debris removal must be in accordance with local, state and federal regulations.
All materials and equipment are to be installed per manufacturer’s installation guidance.
Contractor must have adequate liability insurance and proper license to perform all work stated herein.
Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the work in its entirety.
Contractor shall provide, erect and maintain barricades and warning signs. The contractor shall take all necessary precautions to ensure the safety of the public and ensure protection of the cultural landscape.
All signs and barricades, including their locations must be approved in advance by the COR/POC.
D.5 ON SITE SUPERVISOR
1. At a minimum, the Contractor must provide one on-site supervisor to direct all contract personnel and maintenance operations. This must be ensured any time work is being performed on the site.
2. The on-site supervisor shall be fluent in the English language to effectively communicate with the Contractor’s employees and/or Subcontractors as well as the COR/POC and other National Park Service personnel.
3. If the on-site supervisor is not on site or absent due to illness or other reasons, the Contractor shall provide an alternate supervisor to be on site managing and directing all contract personnel and maintenance operations.
The alternate supervisor shall have similar job qualifications to those required for the designated on-site supervisor.
4. The onsite Supervisor shall be available for phone calls during all working hours.
D.6 CONDUCT
The Contractor’s employees shall, at all times, while on the job site, whether on or off duty, conduct themselves in a professional, orderly and safe manner. Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct shall not be permitted on the job site and shall result in immediate and permanent removal from the job site of any employee engaging in such conduct from work.

D.7 SITE MANAGEMENT
Maintain walkways, driveways, roads, parking, and project site to be free of all construction debris, equipment and materials on a daily basis. Maintain site free of hazards at all times. Occupancy access shall be negotiated on a project specific basis. Maintain the level of access provided to the facility through the project duration if tenant occupancy is retained. Safety equipment, fencing and barriers shall be installed per safety plan. Erosion control and sedimentation structures shall be constructed in according with EPA standards as needed. All historical and/or archeological issues shall be addressed as needed.
D.8 GENERAL PLACE OF PERFORMANCE AND HOURS OF OPERATION

All work will be performed Monday through Friday, between 7:00 am and 3:30 pm. No work shall be performed on any weekend or Federal holiday unless pre-approved 24 hours in advance by the COR. Daily work priorities can be altered by the park Project Manager or the Assistant Project Manager during special events or times of expected high visitor use. There may be times when the Park will have closures and the contractor may be asked to leave a work area. As much notice as possible will be given to the contactor prior to these closures.
No work shall occur on the following Federal Holidays:

D.10 LANDSCAPE PRESERVATION
(a) The contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits.
Material which falls outside of these limits shall be retrieved, disposed of, or incorporated in the work as directed
