This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0029 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-03, effective 23 February 2024. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 541490, Other Specialized Design Services and the related small business size standard is $13.5M.

The government anticipates award of one (1), firm-fixed price contract.

REQUIREMENT: Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform planning, designing, fabrication, removal/installation of waysides for Morristown National Historical Park in Morristown, New Jersey.

Wayside Exhibit Planning, Design, Fabrication, and Installation Services

MORRISTOWN NATIONAL HISTORICAL PARK

1. PROJECT BACKGROUND

This park commemorates the sites of General Washington and four different winter encampments of the Continental Army. Morristown National Historical Park consists of four important sites: Washington’s Headquarters, Fort Nonsense, Jockey Hollow, and New Jersey Brigade Area including the historic Cross Estate.

Existing outdoor interpretation at these non-contiguous areas are up to 50 years old. These need to be updated to meet accessibility and National Park Service graphical identity standards and replaced in time for the America 250 commemoration and 250th anniversary of the 1777 winter encampment.

2. SCOPE AND OBJECTIVES

The project shall be for the removal of existing exhibits and planning, design, audio description, fabrication, and installation of new wayside exhibits for Morristown National Historical Park in Morristown, New Jersey. The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.

The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform the work in accordance with the specifications as detailed in this contract and its attachments.

2.1 General Requirements

2.1.1 Project Management

The Project Manager shall schedule, coordinate, oversee, and manage work produced under this contract.

The Project Manager shall be the single point of contact between the contractor and the COR. The Project Manager shall be in contact with the COR on no less than a monthly basis.

In addition, the Project Manager shall perform the following work:

1. Quality Control

Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications. Provide routine inspections of in-house work and subcontracted work.

Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the

COR.

2. Schedule

The contractor shall prepare an overall project schedule including milestone dates for all submittals, fabrication, installation, and submit to the COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule. The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion.

3. Meetings

The project manager shall be present at all project meetings. The contractor shall coordinate with the COR to schedule the following meetings:

4. Submittals

At any point in the planning and design process the COR may require informal submittals of the contractor’s work-in-progress to document the current status and level of production of the project.

Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR for distribution.

Forward all submittals to the COR for distribution, review, and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR.

1) Approved Submittals

Ensure that all changes, revisions, or additions are noted, and shop drawings, and instructions are revised, updated, and forwarded to the COR.

2) Rejected Submittals

When submittals are rejected, the COR shall notify the Project Manager, in writing, identifying the reasons for rejection. The Project Manager shall revise and/or correct and resubmit, identifying changes.

2.1.2 Accessibility

Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed exhibits. If design decisions pose challenges to accessibility (such as inaccessible location of outdoor exhibit), additional attention shall be paid to a full description of the accessibility solutions. See Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media requirements addressed under specific disabilities.

3. PLANNING AND DESIGN SERVICES

Work shall include planning and designing wayside exhibits services including audio description of all fabricated wayside exhibit elements. See Attachment A, Wayside Exhibit Planning Design Fabrication and Installation Specifications. and Attachment J, Wayside Exhibits File Naming and Folder Structure.

3.1 Wayside Exhibit Proposal – See Attachment C, Sample Wayside Proposal & Attachment D, Wayside Exhibit Planner.

Create a wayside exhibit proposal for up to fifty-five (55) wayside interpretive exhibits and seven (7) orientation kiosks across four distinct units of the park. In addition to a standard proposal, include the following:

- Proposal to include options for bulletin case solutions including orientation panel, bulletin case materials, brochure rack, or other options as discussed during site visit o Six orientation kiosks to use existing wooden structures

- Two maps o Locations of proposed exhibits o Locations of exhibits to be removed

- Estimated cost of each new illustration

- Estimated cost of each tactile element

- Estimated cost of relocation of Jockey Hollow Visitor Center orientation kiosk including at least three (3) methods of relocation o Cost estimate may include alternative mounting options, total replacement, or a variety other options discussed during site visit

3.2 Wayside Exhibit Plan – See Attachment H, Sample Wayside Design.

Create production-ready InDesign files for up to fifty-five (55) wayside interpretive exhibits and seven (7) orientation kiosks. The plan shall incorporate text, graphics, and tactile elements.

3.3 Text—Contractor shall research and create all text following NPS standards found in Attachment I, Typographic Standards and Attachment K, HFC Editorial Style Guide.

3.4 Graphics—Contractor shall research and obtain use rights (outside of stock photography or government furnished materials) for up to ten (10) images that allows for an image or PDF of the wayside exhibit to be displayed by the government in other media to promote or display the wayside exhibit. See Attachment E, Intellectual Property Guidelines for Harpers Ferry Center Interpretive Media. Existing images and/or illustrations to be provided by the government upon request.

3.5 Maps—create the following maps according to Attachment F, Wayside Map Standards.

3.5.1 Update up to eleven (11) existing maps

3.5.2 Create up to six (6) new maps

3.6 Interactive Tactiles—Create up to five (5) interactive tactile elements. Tactiles shall contain scale, raised lettering, and braille labels.

3.6.1 Two (2) – Scale replicas of Ford Mansion, Wick House, & soldier’s hut for size/construction comparison; in bronze. Approximately 36” x 24” x 10”.

Exact dimension to be determined during site visit.

3.6.2 One (1) – Tactile map of Morristown in 1777; in bronze. Approximately 15” x 20” x 0.5”. Exact dimensions to be determined during site visit.

3.6.3 One (1) – Ft. Nonsense replica; in bronze. Approximately 24” x 16” x 4”.

Exact dimensions to be determined during site visit.

3.6.4 One (1) – Replica pipe artifact; in bronze. Approximately 6” x 3” x 1” in bronze. Exact dimensions to be determined by contractor.

3.7 Audio Description – Create audio description scripts for all wayside exhibits.

Audio description content shall describe each wayside element, images/items within the wayside element, tactile elements, all text within the wayside element, and what the sighted visitor sees in the surrounding vistas related to subject being interpreted.

4. FABRICATION, REMOVAL, AND INSTALLATION

Work shall include the creation of illustrations, fabrication of panels, bases, and tactile elements, shipping of all fabricated elements, removal of existing exhibits, relocation of Jockey Hollow Visitor Center orientation kiosk, and installation of fabricated items. See Attachment G, VIS Hardware Manual.

4.1 Illustrations – Create up to fourteen (14) new illustrations as determined in final proposal.

4.2 Panels – Fabricate up to sixty (60) high-pressure laminate (HPL) panels for outdoor use as determined in final proposal. All panels shall have a 10-year warrantee against fading, warping, and delaminating.

4.3 Bulletin Board Cases – Fabricate up to seven (7) orientation kiosk bulletin case/brochure rack combinations. Exact materials, functionality, and sizes (not to exceed 36”x48”) to be determined during site visit and approved Final Wayside Proposal.

4.4 Tactile elements – Design, create prototypes, and fabricate up to five (5) tactile elements in bronze as determined in the final proposal. All tactile elements shall have scale, raised lettering, and braille. Contractor shall provide final prismatic braille translation in accordance with 2010 ABAAS standards. Use braille code as specified from the Braille Authority of North America, Unified English Braille.

All raised, domes characters must have a height of 5/8”. All raised lettering and braille shall be on a smooth background. All prototypes shall be produced at 25% to 50% of actual size as noted in Section 5 – Packaging and Delivery. Contractor shall determine prototype material as long as it can be shipped for review for accuracy.

4.4.1 Two (2) – Housing Comparison; in bronze – Scale replica models of Ford Mansion, Wick House, and a soldier’s hut on to compare sizes of various housing. Approximately 36” x 24” x 10”. Exact dimensions to be determined during site visit.

4.4.1.1 Tactile to be mounted horizontally to painted aluminum table attached to low profile, in-ground base. Exact dimensions to be determined during site visit. See Attachment L, Tactile Reference.

4.4.2 One (1) – 3D Tactile Map, Morristown in 1777; in bronze – Map to include notable location in Morristown and surrounding areas.

Approximately 15” x 20” x 0.5”. Exact dimensions to be determined during site visit.

4.4.3 One (1) – Fort Nonsense replica; in bronze – Model of fort with defensive structures identified and You Are Here marker.

Approximately 24” x 16” x 4”. Exact dimensions to be determined during site visit.

4.4.3.1 Tactile to be mounted horizontally to painted aluminum base/table, 24” x 16” x 36” tall with cane detection bar at 27” high

4.4.4 One (1) – Pipe artifact replica; in bronze – replica of clay pipe artifact. Approximately 6” x 3” x 1”. Exact dimensions to be determined during site visit.

4.5 Base Hardware – Fabricate up to sixty (60) painted aluminum bases as determined in the final proposal. Types of bases may include low profile, Plant ID, double-inline upright, wall-mounted frames, bulletin cases, accessory bars with brochure holders, and mounting options including in-ground, baseplate, socket, and wall-mount. Paint color shall be NPS Dark Brown. All bases shall have a 10-year warranty against structural failure.

4.4 Relocate existing large wooden kiosk structure at Jockey Hollow Visitor Center parking lot to center of traffic island. Exact method of relocation and installation to be determined during site visit.

4.5 Remove up to forty-six (46) existing waysides exhibits as determined in final proposal. Of these, up to ten (10) existing wayside bases will be relocated/reinstalled. The park will make a selection of up to five (5) removed exhibit bases to be retained for future use based on an assessment of their condition after removal. Contractor is responsible for removing and recycling all remaining wayside exhibit elements. The immediate area where work is occurring shall be closed off by contractor’s stanchions, caution tape, and/or “Do Not Enter” signs. Contractor shall provide all equipment and hardware necessary to remove existing wayside exhibits. Contractor shall not use Government equipment. All surfaces shall be made smooth with no exposed openings or rough edges.

4.6 Installation of all fabricated panels, bases, and tactile elements. All items shall be packaged, shipped to the park, unpackaged, assembled, and installed according to approved fabrication/shop drawings. Contractor is responsible for removing and recycle shipping containers and packing materials. The general installation site shall remain open to visitors during the installation period. The immediate area where the work is occurring shall be closed off by contractors’ stanchions, caution tape, and “Do Not Enter” signs. Contractor shall provide all equipment and hardware necessary to install all items fabricated. Contractor shall not use Government equipment. Any damage to paint on base structures shall be touched up. All wayside exhibit structures shall be thoroughly cleaned to remove dirt, prints, and smears from all surface areas.

5. PACKAGING AND DELIVERY

All deliverables shall be shipped Free On Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost. No loading dock is available at park—ensure lift gate is included with delivery vehicle for unloading. Park must be notified no less than three (3) days prior to final delivery of panels, bases, and tactile element. Delivery will only be accepted Monday through Thursday.

5.1 Deliverables Shall Include the Following

6. PERIOD OF PERFORMANCE

All work, including review and approval, shall be completed on or before 9 September, 2026.

7. REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 28 calendar days. The COR shall notify the Contractor, in writing, of approval or rejection of the work.

CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM

NOTICE TO CONTRACTORS

Contractor Performance Assessment Reporting System (December 2015)

A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

B. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).

Information in the report must be protected as source selection sensitive information not releasable to the public.

D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

1. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

2. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

3. All information provided should be reviewed for accuracy prior to submission.

4. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

5. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

6. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

F. The following guidelines apply concerning your use of the past performance evaluation:

a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

H. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

ADDITIONAL WORK

Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.

LOSS OR DAMAGE

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.

CONTRACT ADMINISTRATION

A. The National Park Service, Contract Specialist / Contracting Officer address is: National Park Service, Harpers Ferry Center, Office of Acquisition Management, P.O. Box 50, 67 Mather Place, Harpers Ferry, West Virginia 25425-0050.

The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.

B. The National Park Service, COR address is: National Park Service, Harpers Ferry Center, Attention: COR, P.O. Box 50, Harpers Ferry, West Virginia 25425-0050.

The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.

FACILITY SECURITY POLICY

Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.

WARRANTY

The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of two (2) years. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.

If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.

Action may include but is not limited to:

A. Placing all work into satisfactory condition;

B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and

C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.

Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.

In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.

If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B.

point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.

The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.

The government may conduct site visits during the period of performance of this acquisition.

TECHNICAL DATA CONFIDENTIALITY

The quote submitted in response to this Request for Quote may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:

“Technical data contained in pages _______ of this quote shall not be used or disclosed, except for evaluation purposes.”

If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions. The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the Freedom of Information Act (5 USC 552).

9. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The contractor shall travel as required to support program tasks. All travel arrangements are to be made by the contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
