MORR Waysides Design-Build Ques ons & Answers
The NAICS code on this project is 541490, which limits small business to $13.5M revenue. Can this be changed to 339950 to allow us and other companies to bid on this project based on a small business size limit of 500 employees? 339950 is the NAICS code used on the broader IDIQ for Plan/Design/Build/Install current out for bid?
o A: the NAICS code has been changed to 339950, Sign Manufacturing, and the associated size standard is 500 Employees.
Is there a specific spreadsheet the NPS would like us to use for the costs? I didn’t see one a ached in SAM.
o A: MORR cost es ma on form has been added as a ached “N”
Is there a produc on budget the NPS would like the contractor to assume for pricing?
Some mes when the number and size/style of exhibits is not defined, the NPS provides a budget so we can define the exhibits within that number.
o A: See answer below regarding es mated panel & base sizes/quan ty. Final details will be determined during post-award site visit.
On page 7, under 3.6 interac ve tac les – is item 3.6.1 intended to be two of the same tac le?
o A: Yes, this is a duplicate tac le for two loca ons at the park.
Is there any addi onal informa on about the exis ng wayside exhibits for removal or reloca on?
Photos or sizes of exhibits?
o A: Added A achment “M”, Exis ng Exhibits Inventory for a list of exis ng wayside exhibits and orienta on kiosks with bulle n boards.
For the exis ng exhibits to be relocated – this is more feasible with exhibit bases that are surface mount. Are any of the exhibit bases to be relocated surface mount? We’re concerned it will be difficult to remove in-ground exhibits without damaging them in the process. However, the exhibit panels could be preserved and relocated into new exhibit bases easily.
o A: None of the exhibits to be relocated are surface-mounted.
Is this a firm, fixed price contract?
o A: Yes.
Graphics (sec on 3.4) o Is it an cipated that any of the images purchased via contractor research will be used on other materials that will be sold for profit by the park?
A: No.

What types of maps are exis ng (i.e. 3D topo/oblique maps, 2D flat maps, etc.)?
A: Exis ng maps are all 2D flat maps.
Can we see samples of the maps that are currently in use that would need to be modified on this task order?
A: Nine maps will be an updated version of the unigrid map (Morristown
NHP Unigrid Side 2) with unique “You Are Here” markers. The remaining are similar in appearance to these:
Are na ve files able to be provided for all the maps, or will maps need to be re-created in editable so ware (vector type, etc.)?
A: Na ve files will be provided for 9 orienta on maps to be updated. All remaining maps will be recreated based on exis ng artwork with changes.

What type of source material will be provided?
A: Park to provide dimensions and measured drawings from Historic
Architecture Conserva on and Engineering Center for the Ford Mansion and Wick House. The soldier’s hut dimensions will also be provided
(MORR is currently re-building 5 huts at Jockey Hollow). In addi on, the
Historic American Building Survey should have drawings of the Ford
Mansion and Wick House. Addi onally, photos of the structures or scanning taken on site during the site visit can be used to create 3D models.

140P2124R0029 Q&A’s Page 7 of 12 o Illustra on costs can vary GREATLY based on style, size, and subject ma er, therefore any informa on that can be provided would be very helpful. Again, I understand that the cost aspect of this solicita on is the least-most-important evalua on factor, I do want to stress that the costs of illustra ons can vary extremely based on the above items. I have personally seen very similar illustra ons range from $2,000 for one illustrator to $8,000+ for a different one. How should pricing for these be approached? What’s to prevent us from simply pricing each illustra on at $2,000 and moving on? I understand that you want to see a sufficient level of price fairness, and I can do that ar ficially with a number in the bidding process, but at the me of modifica on, I’m just going to price it with what reality is. That, as a result, gives you no idea what the project is actually going to cost. Fourteen (14) illustra ons could ul mately range from $700 to $140,000 – literally.
A: Details have been provided (below and in addi onal a achments) for a good, realis c, and reasonable proposal.
Panels (sec on 4.2) o There are the same ques ons as what is above – quan es and sizes affect this so much.
I can understand the solicita on response to simply say “this is what we are quo ng”, but that will cause a great variance in the RFQ prices.

Bulle n Board Cases (sec on 4.3) o Same comments as above
A: Bulle n Board cases – As stated in SOW sec on 4.3, the park is looking for op ons for bulle n board cases/brochure rack solu ons for exis ng orienta on kiosk structures. Bulle n case/brochure racks will be wall-mounted to exis ng wooden kiosks (one bulle n case will be part of a double-inline upright base; see list below). The maximum size for bulle n cases will not exceed 36”x48”. Final materials and dimensions will be decided during the post-award site visit.

Relocate exis ng large wooden kiosk… (sec on 4.4 (mis-numbered)) o This is impossible to provide any kind of reasonable price es mate without any references;
If a reasonable price es mate is the expecta on, can reference photos be provided?
A: Exis ng structure and placement:
A: Desired new loca on (under 150 feet from currently loca on): installed on the brick traffic media area. Exact method (base-plate, in-ground, etc.) to be determined during site visit.

A: No previous a empt has been made to relocate this exhibit. This kiosk structure type is used throughout the park, so there is a desire to repurpose the exis ng structure in a be er, more accessible loca on.
Remove up to forty-six (46) exis ng waysides… (sec on 4.5) o Is there any informa on/pictures available for the exis ng waysides?
A: Examples of exis ng waysides to be removed below

A: No. While not 100% sure of the exact placement method for all exis ng waysides, the park believes only 7 are in the ground with concrete.
o Very o en, if waysides are in the ground with concrete, there is a fair amount of damage done to the base. Some mes no ma er the care, it cannot be avoided. Is it a problem if
(for example) ALL of the waysides are damaged upon removal?
A: The park will flag the ones that require extra case. These exhibits were all direct buried within the last five years. Addi onally, the park believes only 7 exis ng waysides are in the ground with concrete. The 16 oldest exhibits have large mber bases (mostly 6”x6”, 3-legged bases; see reference image below).

Installa on of all fabricated panels, bases… (sec on 4.6) o Is there any informa on on the ground condi ons (in general) of the park? For example, is most of the ground simple dirt? Are there a lot of rocks/boulders to be found underground? Is more of the ground sandy?
A: Per MORR staff, the ground in the Morristown area is very rocky, mostly gneiss.
o Is there a map of possible wayside exhibit loca ons?
A: There is not currently a map available of possible wayside exhibit loca ons.
Exact placement loca ons will be determined during the post-award site visit. A majority of the loca ons are alongside exis ng roads and paved or mowed paths/trails in one of the four park units (Washington HQ & Museum, Fort
Nonsense, Jockey Hollow, and New Jersey Brigade/Cross Estate).
o Will all the waysides be in and around the 4 square miles (approximately) surrounding the visitor center, and surrounding the museum?
A: Vast majority of the exhibits are easily accessible along exis ng roads or walking paths. Only 4-6 exhibits are in loca ons that could be more remote to access.
o Are all the waysides easily accessible walking? Could a wagon be pulled, or a gator be driven?
