EXHIBIT PLANNING, DESIGN AND FABRICATION SERVICES

HALEAKALA NATIONAL PARK

Headquarters Visitor Center and Summit Visitor Center

1. PROJECT BACKGROUND

Located on the island of Maui, Haleakalā National Park extends from the 10,023 foot (3055m) summit of Haleakalā down the southeast flank of the mountain to the Kīpahulu coast near Hāna. The park is an International Biosphere Reserve that supports native ecosystems in a maturing volcanic landscape that is sacred to Native Hawaiians as the Wao Akua (realm of the gods). The park incorporates Native Hawaiian protocols and generational knowledge for the perpetuation of cultural resources, and implements traditional and modern methods for the preservation of natural resources.

This project includes reconsideration of the use of space and circulation between interpretive elements and sales areas, including the design and fabrication of new information and sales desks, at both the Headquarters Visitor Center (1 mile past the Summit District entrance gate) and the Haleakalā Visitor Center (located 30 minutes from the Headquarters Visitor Center at the summit of the volcanic valley).

Additionally, a new raised relief tactile map, and low-complexity interpretive interior exhibits at the Haleakalā Visitor Center are included.

2. GENERAL REQUIREMENTS.

The project shall be the planning, design, fabrication, and installation of new desks, and exhibits for two visitor centers within the Summit District of Haleakalā National Park (HALE) near Kahului, HI.

The project includes coordination with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff. Park staff will coordinate input and reviews from Hawai’i Pacific Parks Association, Native Hawaiian stakeholders, and Subject Matter Experts on cultural knowledge.

The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan, design, fabricate, transport to site, and install all exhibit elements for both visitor centers in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, fabrication, and installation of all exhibit structures, graphic layouts, interactive elements, artwork, sculpted models, lighting, audio descriptive elements, and sales and information desks. Work shall also include comprehensive research for obtaining all necessary reference information and materials to design, specify, and provide comprehensive reference material for all the models, props, and artwork required in this contract. Work requires coordination, through the Contracting Officer’s Representative (COR), with staff at the park to coordinate the exhibit with any necessary building infrastructure improvements. The park is responsible for the removal of existing exhibits.

All work under this contract shall be performed in accordance with the terms herein, including all attachments. The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.

2.1. Point of Contact

The contractor’s Project Manager (PM) shall be the primary point of contact between the contractor and COR. The contractor’s PM shall have full authority to act for the contractor on all matters relating to this contract, and shall perform the following work:

1. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am–5:00 pm local time).

2. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.

3. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.

2.2. Quality Control

The Contractor shall provide quality control to ensure that all elements of project work meet the requirements of the Contract specifications and that all modifications are implemented. The Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets Contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR. The Contractor shall oversee all work during installation to ensure that it adheres to Contract specifications and schedule for completion. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

2.3. Government Furnished Property

If government-furnished material is provided during the course of the contract, the contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project.

The Project Manager shall notify the COR via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR via email as soon as possible, but no later than three (3) business days, if government-furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.

2.4. Schedule

The contractor shall schedule, coordinate, oversee, and manage work produced and installed under this contract. Track work progress to ensure that the project is completed according to the schedule.

Coordinate and confirm the dates for all submittals and meetings with the COR.

2.4.1 Status Reports

Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.

2.4.2 Project Schedule

The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall also include site visits, shop inspections, installation activities, and closeout submittals.

The contractor shall submit a preliminary project schedule to the COR for review and approval seven (7) working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR three (3) working days prior to every project status meeting for the life of the project.

2.4.3 Installation Schedule

The contractor shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site.

2.5. Meetings, Travel, and Presentations

Meet with the CO, COR, and park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward all submittals to the COR for review and acceptance. Receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:

2.6.1 Acceptance and Rejections

1. Accepted Submittals – The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.

2. Rejected Submittals - When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:

• Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.

• Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.

2.6.2. Submittal Format

1. Three (3) printed copies and one (1) electronic PDF copy of each document submittal is required.

2. Two (2) copies of graphic prints and material samples are required.

3. One (1) physical sample of models, mock-ups, and prototypes is required.

4. Submittals shall be sent via overnight delivery service unless otherwise specified in the scope of work below.

5. Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentation of material.

6. Any Microsoft Office submittals shall be provided in an accessible 508-compliant format.

2.6.3. Transmittal Sheet

The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.

The transmittal shall include the following information:

• "From" (Contractor's name and contact information);

• "To" (COR's name);

• Date submittal was shipped;

• Project name and park name;

• Itemized list of contents; and

• List of copied recipients who received the same submittals.

2.7. Accessibility

Exhibits planned, designed, and fabricated for the National Park Service shall follow the latest published version of Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These Guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act. The contractor shall be aware of and pursue principles of universal design throughout all phases of the design build process. Universally designed exhibits and environments can be accessed, understood, utilized and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups, but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users. Principles of Universal design are detailed in Appendix C of Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed and built exhibits. If design decisions pose particular challenges to accessibility (such as artifacts or objects behind glass), additional attention shall be paid to a full description of the accessibility solutions. See Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.

2.7.1 Audiovisual Accessibility for Exhibits

There shall be no audiovisual elements for these exhibits, with the exception of accessible audio description. See Section 3.7.2.6.

2.8 Design Parameters

The contractor shall plan and design exhibits for the visitor centers in accordance with the project attachments, in close consultation with the COR and project subject matter experts, and the following:

2.8.1 Space Allocation

The contractor shall comprehensively evaluate the visitor centers’ floorplans and pursue space alternatives with the goals of improving visitor flow, improving the interpretive experience, and improving the spatial and functional relationship between ranger information areas and sales areas.

The planning and design under this contract covers desks at both visitor centers, and 500 square feet of the summit visitor center’s interior interpretive space. The distribution of the exhibit area and visitor services is not limited to its current configuration.

Specifically, the contractor shall plan, design, and fabricate in accordance with Attachment 15:

HALE Space Allocation Plan and as follows:

• Redesign of space at Headquarters Visitor Center includes:

o Design and fabrication of Sales Desk, and allocation of space for sales area o Design and fabrication of Information Desk o Design and fabrication of wall map orientation for better functional use by staff and visitors

• Redesign of space at Haleakalā Visitor Center:

o Space planning and design for retail, information, and interpretive space o Design and fabrication of Sales Desk, and allocation of space for sales area o Design and fabrication of Information Desk o Design and fabrication of Primary Exhibit Area (approximately 500 sq. ft.):

Low- to medium-complexity interpretive media including an accessible, raised-relief, tactile map

2.8.2 Themes

The contractor shall design the interior interpretive exhibit elements at the Haleakalā Visitor Center with a focus on the sacredness of the summit, Hawaiian cultural connections, geology, and wao akua (realm of the gods).

In addition, the following themes described in Attachment 14: HALE Foundation Document, shall be explored for inclusion:

1. The Native Hawaiian principle of mālama ‘āina (caring for the land) parallels NPS management goals at Haleakalā National Park, allowing park staff, neighbors, and visitors to learn from and apply both traditional knowledge and scientific research.

2. The Haleakalā shield volcano is the result of two million years of ongoing contest between volcanism and erosion, in which the handiwork of Pele is constantly challenged by the forces of wind and rain.

3. From the first Polynesian settlers to visitors today, people have been drawn to Haleakalā—for cultural and religious reasons, historic and scientific interests, recreation, and inspiration.

4. Haleakalā is sacred to Native Hawaiians and supports a vibrant, living Hawaiian culture, including stories, sites, and traditions that link the past to the present and future.

2.8.3 Bilingual Exhibits

The contractor shall produce exhibits with bilingual text in both English and ʻŌlelo Hawaiʻi.

ʻŌlelo Hawaiʻi text shall be provided with all text deliverables (Text Levels 1-4), rather than a single translation of the final English text. Text shall not be a word-for-word translation, but shall convey similar concepts and messages in both languages.
