This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123R0015 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-02, effective March 16, 2023. This is a small business set-aside. The North American Industry Classification System (NAICS) code is 339950, Sign Manufacturing, and Performers and the related small business size standard is 500 Employees.
The government anticipates award of one (1), firm-fixed price contract.
REQUIREMENT: Independently, and not as an agent of the government, The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to fabricate and install (1046) new signs and sign bases as well as demolish and dispose of existing signs in accordance with the specifications as detailed in this contract and its attachments for the Cape Cod National Seashore.

SIGN FABRICATION AND INSTALLATION
Cape Cod National Seashore
I. BACKGROUND AND PURPOSE
Cape Cod National Seashore includes forty miles of pristine sandy beach, marshes, ponds, and uplands that support diverse species. Lighthouses, cultural landscapes, and wild cranberry bogs offer a glimpse of Cape Cod's past and continuing ways of life. Six swimming beaches and twelve walking trails, and three biking trails beckon today's visitors. Visitation is well over 4.25 million visitors annually. There are six towns within the park boundary, and most park destinations are accessed through these communities.
Cape Cod National Seashore (CACO, or the Park) is replacing most outdoor signs directing to and within the boundaries of the park according to a sign master plan completed in 2015. The purpose of this contract is to provide the fabrication and installation of identity, motorist guide, and visitor information system signs for Cape Cod National Seashore.
II. SCOPE AND OBJECTIVES
The project shall include the fabrication and installation of 1046 new signs and sign bases for Cape Cod National Seashore and demolition of existing signs. The project includes coordination with the Harpers Ferry Center (HFC) COR and the Park COR.
The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to fabricate and install signage to the site and demolish and dispose of existing signs in accordance with the specifications as detailed in this contract and its attachments.
A. Order Of Precedence
All work under this contract shall be in accordance with the following order of precedence:
1. Attachment 2, Cape Cod National Seashore Sign Master Plan— these PDFs show sign locations and list sign materials and sign structures. Thumbnail sign panel drawings included in this Attachment are not to be used as final artwork. Production-ready full-scale drawings shall be furnished at the post award meeting via a link to a folder in Microsoft Teams. Note that sign locations provided in this document are not exact. The contractor and COR will determine precise sign locations during the site assessment.

B. General Requirements
1. Project Management The contractor’s Project Manager (here after referred to as Project Manager) shall schedule, coordinate, oversee, and manage work produced under this contract.
The Project Manager shall be the single point of contact between the contractor and the NPS Contracting Officer's Representative (COR). The Project Manager shall be in contact with the COR on no less than a weekly basis.
In addition, the Project Manager shall perform the following work:
a. Quality Control Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications. Provide routine inspections of shop-fabricated work and subcontracted work. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the
COR.
b. Schedule The contractor shall prepare an overall project schedule including milestone dates for all submittals, fabrication, and installation and submit to the NPS COR for approval. The contractor shall track all work progress to ensure that the project is completed according to the schedule. The contractor shall coordinate and confirm the dates for all work with the COR. The contractor shall notify the COR in advance, in writing when work shall not be completed by the dates in this contract and provide an updated schedule for completion.
c. Meetings The project manager shall be present at all project meetings. The contractor shall coordinate with the COR to schedule the following meetings:
1) Post Award Teleconference
2) Site Conditions Assessment
3) Sign Inspection (in person or via shop photos)
4) Pre-Installation Meeting
5) Weekly Installation Check-Ins
6) On-Site Final Walk Through
d. Design-Intent Drawing File Review
e. Travel The contractor shall be responsible for all travel necessary in the performance of this contract. The contractor will be reimbursed for such travel in accordance with the current official Standard Government Travel Regulations. Only coach class for common carriers will be reimbursed. The Contracting Officer must approve additional project travel, not authorized in this contract, in writing before it is performed.
f. Submittals Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR for distribution.
Forward all submittals to the COR for distribution, review and approval. Receive all reviewed submittals and take appropriate action according to the approval or rejection by the COR.
1) Approved Submittals Ensure that all changes, revisions, or additions are noted and submittals are revised, updated, and forwarded to the COR.
2) Rejected Submittals When submittals are rejected, the COR shall notify the Project Manager, in writing, identifying the reasons for rejection. The Project Manager shall revise and/or correct and resubmit, identifying changes.
III TASKS 1 THROUGH 6
1. Task 1 – Design File Review, Project Kickoff, and Scheduling
1.1 Design-Intent Drawing File Review
The Project Manager shall inspect design-intent drawing files to ensure that the quality is suitable for use in fabrication of all signs. The Project Manager shall notify the COR during the post award teleconference if construction methods or materials specified in the design intent drawings would result in an unsatisfactory product.
1.2 Post Award Teleconference (Project Kickoff)
The Project Manager, COR, and park staff shall attend the Post Award Teleconference. The agenda for this meeting includes the following:
a) General project review;
b) Review of design intent drawings;
c) Review of basic project schedule.
d) Selecting a date for the Site Conditions Assessment
1.3 Project Schedule
The contractor shall prepare and provide an overall project schedule including milestone dates for all submittals, fabrication, installation, and close out and submit the schedule to the NPS COR for approval following the post award teleconference.
2. Task 2 – Site Conditions Assessment and Fabrication Shop Drawings
2.1 Site Conditions Assessment
The contractor’s Project Manager and the COR shall meet at the park during which the COR will orient the contractor to all sites within the park.
The purpose of the meeting is to allow the contractor access to sites to establish specific sign locations and gather information necessary to complete the fabrication shop drawings.
Attachment 2: Cape Cod National Seashore Sign Master Plan indicates general but not exact sign locations. The contractor and COR will determine and note precise sign locations during this meeting. The contractor is to use this site assessment meeting to determine some aspects of sign fabrication and installation including footing type, footer engineering and depth, and sign height on certain signs for which Attachment 3: Cape Cod National Seashore Construction Drawings states that the contractor is responsible for providing such details with consideration to local conditions.
The minimum agenda for this meeting includes the following:
a. Assess existing conditions and determine and note exact placement of all signs.
b. Visit designated staging area(s) and assess potential materials lay-down sites.
2.2 Fabrication Shop Drawings
The contractor shall provide Fabrication Shop Drawings for review and approval by the COR.
Shop drawings shall be in accordance with the fabrication specifications and design-intent drawings provided in Attachment 2, Cape Cod National Seashore Master Sign Plan and Attachment 3, Cape Cod National Seashore Construction Drawings. The shop drawings shall describe in detail the techniques, methods, and materials for building signs and sign components. In the design–intent drawings there are structures which require the contractor to finish the detailing of the design. The contractor shall provide a hardware design solution which shall fulfill the required function while honoring the appearance of the drawings.
The shop drawings shall be submitted electronically to the COR via email. Shop drawings shall be approved via PDF electronic stamp approval and shall include embedded notes for requested changes and additions. Shop drawings shall not be stamped final by the COR until all issues have been resolved.
As specified, the contractor shall prepare and submit revised shop drawings incorporating all corrections or revisions required by the COR. Each revision shall be marked with a revision number and a date.
The contractor shall prepare the shop drawings so they can be printed at 11" x 17" or 8.5" x 11" and remain clear and legible. Each drawing shall be identified with the park name, contractor’s name, sign project number, drawing number, sheet number, and date of submittal. The drawing number shall correspond with the location plan numbers supplied in the Attachments. The shop drawings shall include elevations, plan views, and sections; isometric, axonometric, three-dimensional, or other views to help describe the fabrication method; details on connections of materials; material descriptions; hardware; complete dimensions; paint and finish descriptions;
footer details; engineering and specifications.
Additionally, the shop drawings shall include the following:
a. Details and Dimensions The contractor shall include all sign dimensions, panel layouts, materials, hardware, instructions, finishes, manufacturer's name and associated color, and any other detail associated with the fabrication of the signs.
b. Identified and Numbered Signage Elements The contractor shall prepare shop drawings in accordance with original design-intent drawings provided in Attachment 2, Cape Cod National Seashore Master Sign Plan and Attachment 3, Cape Cod National Seashore Construction Drawings. Shop drawings shall reference the identified and numbered signage elements in the design-intent drawings.
c. Sign Panel Design and Layout The contractor shall include all sign panel designs and layouts in the shop drawings. Sign panel artwork will be furnished during the post award meeting and will be supplied as Adobe Illustrator files drawn in full scale. Thumbnail artwork contained in the PDFs in Attachment 2, Cape Cod National Seashore Sign Master Plan is sample only and may not be used for sign panel fabrication. The contractor is responsible for providing UEB braille as indicated in the sign drawings for zinc metal etched signs.
d. Catalog Cuts List brand names of off-the-shelf products purchased for use in the sign structures or panels, and include the name, address, telephone number, and website address, if applicable. Provide legible machine copies of catalog cuts for all products listed.
e. Fonts Unless instructed otherwise, or per the supplied sign design drawings, the contractor shall only use NPS approved fonts including NPS Rawlinson, NPS Roadway, Frutiger, and Clearview. All shop drawings illustrating sign panels and supplied for review and approval shall utilize the correct NPS fonts. NPS Rawlinson and Roadway fonts are owned by the National Park Service and will be made available for digital download to fabricators. The contractor shall provide Frutiger and Clearview, when specified for NPS signs. The contractor shall be responsible for meeting all software licensing requirements of the font copyright owner. The requirement to provide font licenses is waived when the fonts and licenses are specified as government-furnished.
f. Sign Base Drawings As required the contractor shall provide drawings for all sign structures. A structural engineer licensed to practice in the state of Massachusetts shall design, stamp, and approve all structural unit construction and structural components requiring connection of sign units to bases and other support. In addition, the engineer shall design structural connections in accordance with the Park’s specific site and weather conditions including but not limited to wind loading and footer design specific to location and ground condition.
3. Task 3 - Samples
The contractor shall provide samples for all materials, colors, and finishes specified for the signs and ship to the COR for approval, unless otherwise specified before fabrication. Required samples include the following:
a. Gel Coated Fiberglass Embedded Panel The contractor shall fabricate a 12” x 18” sample utilizing the sample artwork provided on page 2 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final exterior grade Gel Coated Fiberglass Embedded Panel with colors matching the indicated PMS swatches.
b. 0.125” Aluminum with Retro-reflective Vinyl The contractor shall fabricate a 20” x 28” .125” aluminum sign sample using the artwork provided on page 2 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final .125” Aluminum signs.
c. Extruded Aluminum with Retro-reflective Vinyl
The contractor shall fabricate a 32” x 24” extruded aluminum sample utilizing the sample artwork provided on page 3 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final Extruded Aluminum signs.
d. 0.080” Aluminum with Low Intensity Retro-reflective Vinyl The contractor shall fabricate a 24” x 24” 0.080” aluminum sign sample utilizing the sample artwork provided on page 4 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final Extruded Aluminum signs.
e. Direct image or image transfer to 0.080” aluminum The contractor shall fabricate one (1) 12” x 24” and one (1) 18” x 11” 0.080” aluminum sign sample utilizing the sample artwork provided on page 5 of Attachment 5, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final direct image or image transfer to aluminum signs.
f. Decal The contractor shall fabricate a 3” x 8” exterior grade decal sample utilizing the sample artwork provided on page 6 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final decals.
g. Zinc Metal Etch Plaque The contractor shall fabricate a 6” x 8” 0.25" zinc metal etch Plaque sample utilizing the sample artwork provided on page 7 of Attachment 6, Cape Cod National Seashore Sample Artwork, fabricated using the same technique as the final zinc metal etch plaque signs.
h. Sanded Aluminum The contractor shall provide a 6” piece of 2” x 3” ¼” wall aluminum tubing with the same sanded finish as the final sanded aluminum sign bases.
4. Task 4 - Sign Fabrication and Shop Inspection
4.1 Sign Fabrication
Sign fabrication shall not begin until all samples from Task 3 have been approved by the COR. Signs shall be fabricated in accordance with the specifications in the approved fabrication shop drawings and using the same materials, techniques, and finishes as the approved samples.
The contractor shall fabricate all signs and supporting components to achieve a lasting durability in an exterior, high traffic environment. Sign materials used in fabrication shall provide for ease of maintenance and vandal resistance.
The contractor shall provide engineering to ensure all signs, sign structures, panels, bases, footers, connection hardware, and support components are designed to meet all state and local requirements. All materials shall be new and of first quality. Materials shall meet or exceed the standards and specifications herein or by reference. Factory seconds shall not be accepted. All materials shall comply with this specification or approved equal.
Fit and finish of all signs shall meet or exceed industry standards for architectural grade sign fabrication. All components shall be cut square and true, and pre-assembled prior to painting to ensure all parts fit together. All sign panels shall be cut square and all edges cleaned and finished, free of sharp and rough edges, burrs, and other surface imperfections. Exposed fasteners shall be counter-sunk. All exposed weld joints shall be clean and ground prior to primer and paint application. Weld slag shall be ground clean and removed from exposed metal surfaces.
All metal surfaces, structural metal components, sign structures, sign panels, panel backs and edges shall be primed and painted unless otherwise indicated in Attachment 2, Cape Cod National Seashore Sign Master Plan and Attachment 3, Cape Cod National Seashore Construction Drawings.
The sign structures shall be designed to satisfy the American Association of State Highway and Transportation Officials (AASHTO) Standard Specifications for Structural Supports in the state of Massachusetts.
The sign structures shall be designed using the allowable stress design (ASD) approach in accordance with the AASHTO Standard Specifications for Structural Supports. The sign structure should be analyzed for dead, wind, ice, and fatigue loads and their load combinations per American Society of Civil Engineers (ASCE) 7-16 and Massachusetts Building Code.
The contractor shall fabricate and install all signs and structures listed in Attachment 1
– CACO Sign List.
4.2 Sign Inspection
The contractor shall determine if sign inspection is to take place via digital photographs or in-person with the COR and notify the COR of their intent at least 60 days prior to the shop inspection.
a) Digital Photo Shop Inspection Prior to packing and shipping all signs and components, the contractor shall provide the COR with digital photographs of all the fabricated signs for review. Photographs shall be provided to the COR digitally via email or FTP site. The photographic reference shall include a full front view, side view, and rear view. Detail views shall also include details of sign back, corners, mounting hardware and paint. Each set of photographs for each sign shall be labeled according to the sign’s drawing number as shown in Attachment 2, Cape Cod National Seashore Sign Master Plan.
b) In-Person Shop Inspection Upon completion of the fabrication of all signs and sign components and prior to packing and shipping, the contractor shall invite the COR to visually inspect all signs and components. Signs and sign components must be displayed in such a way that the COR has visual access to inspect all sides of each component. Each component must be labeled with the sign’s drawing number as shown in Attachment 2, Cape Cod National Seashore Sign Master Plan.
5. Task 5 – Installation
5.1 Pre-Installation Meeting
Prior to sign installation, the contractor’s Project Manager and COR shall meet at the Park, for the Pre-Installation Meeting. The minimum agenda for this meeting includes the following
a) Review of sequence in which work will be installed and projected work schedule onsite, including working days and hours;
b) Contractor to submit and COR to review staging area and parking plan.
c) Assess existing conditions which impact the installation of the signs, including: staging and unloading area(s), access to installation locations, available storage areas, available areas for setup of power tool work stations, offsite facilities for disposal of debris, parking, and local availability of food, gas, hardware, and other supplies and services;
d) Field-verify and mark all sign locations;
e) Locate all underground utility lines that affect the installation and assess their impact on the sign locations;
f) Coordinate with park staff to exchange contact information for future coordination of work; and
g) Coordinate and locate a secure laydown, storage, and staging area(s) for the signs, contractor materials, and installation equipment. Plan for staging and parking areas must be approved by COR.
5.2 Weekly Installation Check-In
The contractor’s Project Manager shall schedule and attend weekly meetings with the COR during the course of installation. During these meetings, the Project Manager will inform the COR of all locations slated for sign installation that week and give a general project status update.
5.3 Setup and Installation
The contractor shall provide setup of all structures and sign panels so that they are complete and ready for installation. The contractor shall provide installation personnel and all installation tools, materials, hardware, and personal protective equipment to installation personnel in sufficient numbers to accomplish the job. Use of equipment belonging to the government is not acceptable.
The contractor shall consider the impacts of the park's climate and busy tourist season (mid- June through Labor Day) and plan and execute installation accordingly. Lodging nearby the park can be expensive and difficult to find secure during the park’s busy season.
Work covered under sign installation shall include the following:
a) Permits The contractor shall secure all required permits prior to beginning installation of any sign.
b) Underground Utilities The contractor shall ensure all underground utilities are located and flagged before any excavation and sign installation occurs. The contractor is to utilize Dig Safe Systems, Inc. to locate underground utilities outside park property. Within the national park, the contractor shall consult with park staff to identify areas with potential to contain the park’s privately maintained underground utilities. It is the contractor’s responsibility to locate and avoid damaging those in-park utilities. The contractor shall bear the responsibility of costs of any repairs if the site is not surveyed and flagged prior to installation. Where installation problems may occur due to underground utilities, the contractor shall inform the COR in writing and coordinate an alternate location for the sign or shall hand dig the site.
c) Equipment The contractor shall provide all the equipment and machines to complete the work.
The contractor shall provide bobcats, earthmoving equipment, augur, lifts, concrete mixing equipment, and all other tools. The contractor shall ensure that all personnel using this equipment are trained. The contractor shall not use government-furnished equipment or tools for installation.
Construction equipment is to be kept in good repair, without leaks of hydraulic or lubricating fluids. If such leaks or drips do occur, they shall be cleaned up immediately. No equipment repair will be allowed on the site.
Equipment shall not be allowed to operate outside the limits of work or to disturb existing vegetation. Parking shall be confined to paved surfaces to maximum extent possible.
d) Installation Team The contractor shall provide adequate personnel to install all the signs, sign structures, and other components specified in the drawing package.
The contractor shall provide all required tools, equipment, personal protective equipment (PPE), and materials in sufficient numbers to accomplish the job.
Installation crews shall be required to wear PPE while on-site installing signs. PPE includes gloves, ear plugs, goggles, and hard hats as required for using tools or operating machines used during the installation.
During contract performance, the Contractor shall conform to the rules and regulations as set forth by the Occupational Safety and Health Administration’s Safety and Health Standards.
The installation team shall include an on-site supervisor to coordinate installation with the crew and to provide a liaison to the COR and park staff.
e) Site Coordination In addition to weekly check-in meetings, the contractor shall check-in each day, prior to starting work, during the installation with the COR or designated park contact. The on-site supervisor shall inform the park contact in which area the install crew will be working.
The contractor shall coordinate their installation with the park so as not to impede or effect park operations or construction.
The park and surrounding areas experience a huge influx of visitors between mid- June and Labor Day. The contractor can expect delays due to vehicular traffic and crowding during this time. The government is not responsible for such delays and the contractor is encouraged to plan the installation schedule accordingly.
No work shall take place on federal holidays.
Work shall not take place on weekends between June 10 and Labor Day. The Project Manager may request to work on weekends outside this period, but approval is up to the discretion of the COR. Requests to work on weekends must be made 7 days in advance. Approval of weekend work requests is not guaranteed.
f) Staging Area Signs and equipment stored on-site shall be in a designated staging area located at 99 Marconi Street in Wellfleet, Massachusetts. The staging area is approximately 9,300 square feet of unfenced parking lot which the contractor must secure. Prior to the installation, the contractor shall coordinate with the park staff to locate potential short-term lay-down areas and plan how sign and equipment storage shall be accomplished so as to provide protection of the signs, contractor equipment and tools, and to minimize disruption of park operations. The contractor shall submit their plan for staging and parking to the COR for approval prior to the installation. The staging and lay-down areas must be secured in a manner that will leave the site in a safe condition. The contractor shall secure materials, tool or equipment to prevent vandalism or unauthorized access.
g) Demolition and Disposal As required by contract, existing signs shall be removed. The contractor is responsible for removing and disposing of existing signs, sign bases, sign footings, sign panels, and other components from the installation area. The contractor and the COR shall identify all signs to be removed during the pre-installation meeting, prior to any sign demolition.
Existing signage is represented in Attachment 5, Cape Cod National Seashore Existing Sign Inventory. This document was compiled in 2014 and may not representative of exact current site conditions. However, generally each sign fabricated and installed will have a corresponding existing sign or signs to be demolished.
In many instances, and especially regarding signs involving public safety or wayfinding, the new sign shall be installed prior to or concurrent with the removal of the old sign. Signs in the archaeologically sensitive areas outlined in section m, below are exempt from this requirement, as those signs must be installed into the same holes corresponding existing signs are removed from.
Existing signs removed shall be disposed of off-site. The contractor is responsible for locating and utilizing a suitable off-site trash facility or recycling unit that will accept sign components.
Where sign structures are removed, all holes and the ground area at the removal site shall be filled and repaired.
h) Installation Site Closure Contractor shall clearly mark and delineate the limits of work activities, access routes, and staging and lay-down areas for approval prior to starting any on-site activities.
To protect site installation crews in high-traffic vehicular areas, the installation site shall be protected with warning barricades, roped enclosures and signs. The barricaded area shall be large enough to allow staging of equipment, storage of signs and components, and waste debris while working.
Along roadways, the contractor shall park all equipment and vehicles in a safe operating location to eliminate the potential for accidents. Hi-visibility safety signs shall be erected on both sides of the roads, and in advance of the work zone. Vehicles in roadway work zones shall be fitted with yellow flashing lightbars or beacon style lights. Work zones located along curves or in blind site lines shall employ a flag-person and additional warning signs to maintain a safe work zone.
Work areas in pedestrian zones along sidewalks, trails, and park facilities shall be protected with warning barricades, roped enclosures, and signs. The contractor should barricade sites in a manner that allows visitors access to as much of the site as is practical and safe.
Holes for footers or sign post installation shall not be left open and unprotected.
Concrete footers with exposed rebar shall be covered during the curing process.
The contractor shall work with the park COR a physically accessible detour route during necessary site closures. In the event of overnight closure such as for foundation pours, the site shall be protected and barricaded to prevent pedestrian and visitor injury.
i) Site Installation Condition and Cleanup During the installation, the contractor shall maintain all areas in a clean condition on a daily basis and provide means of preventing dirt or waste material from being tracked into adjacent areas of the site. All trash, demolished signs and components, and waste dirt and fill shall be removed from the site and disposed of properly on a daily basis. Dirt, concrete slag, or other trash shall not be dumped within the site.
The contractor shall provide bags and containers for storage of trash. The contractor shall be responsible for removing waste materials generated during installation from the park on a daily basis. The contractor shall not dispose of their waste within the park, on park grounds, in dumpsters, or containers that belong to the government or to another contractor working on-site.
The contractor shall thoroughly clean all signs, sign structures, and sign panels to remove handprints, dust, and miscellaneous markings generated during the installation. The contractor shall handle all acrylic, glass, and graphic panels with clean gloves.
The contractor shall provide labor, materials, equipment, and supplies for final cleaning of the installation site. The use of equipment belonging to the government is not acceptable.
The contractor shall refill all holes and repair all surfaces disturbed during installation of signs and structures with identical materials. Ground surfaces will be cleaned up, smoothed out, and vegetation restored to the maximum extent possible.
j) Existing Work The contractor shall request authorization from the park staff prior to cutting, drilling, altering, or removing material within the site. Work that is replaced shall match existing work. Anything damaged or defaced due to the contractor's error during installation shall be restored to the original condition by the contractor at the contractor’s expense. Restoration work shall be coordinated with the COR prior to start of work.
k) Site Protection The contractor shall provide adequate protection for parts of the site, its contents, and occupants wherever work under this contract is being performed. This includes dust protection and mitigation and protective coverings for surfaces adjacent to the work area. The contractor shall provide masonite, ground cloths, cardboard, or plastic. Use masonite in adequate thicknesses to protect paving, and other ground surfaces from indentations and other damage when heavy loads will be wheeled over, or temporarily stored. The contractor shall provide barriers and post "Do Not Enter" signs.
The contractor shall be responsible for the security of all signs and components and ensure that signs, sign structures, or any other components are not left unattended and that they are stored in a secure location when the work site is unattended.
l) Environmental Protection The contractor shall provide and maintain environmental protection during the life of the Contract to control pollution or to correct conditions that develop during construction. Comply with and all Federal, State, and local laws and regulations pertaining to water, air, soil, and noise pollution. There is a five-minute state vehicle idling limit.
m) Archaeologic Resource Protection An Intensive Archaeological Survey identified thirteen (13) areas with sensitive archaeologic deposits. These 13 areas encompass 29 signs which are listed below. It was determined that sign installation would have No Adverse Effect on the archaeologic deposits so long as specific installation instructions are followed. As such, the contractor is required to install the 29 identified signs using only hand tools (hand digging). Signs must be placed into the exact locations of existing sign posts when possible. Otherwise, new holes will be hand-dug in precise locations flagged by the park prior to installation. Ground disturbance in these 13 areas must be kept to a minimum. Use of heavy machinery for digging is not permitted. Any heavy machinery that will need to pass through the 13 areas must stay on improved surfaces (trails or other established/maintained routes of travel). The COR or park representative may monitor hand digging to ensure requirements are met.
The following signs are located within the 13 archaeologically sensitive areas identified by the survey and must be installed according to the specifications listed above:

n) Eastern Box Turtle Protection Eastern box turtle is a protected state species. They are active April through October. The contractor will conduct a visual inspection of all areas just prior to beginning work. The contractor will note the location of all turtles sighted and report them promptly to the park COR or designated park contact. Turtles found to be in the way of vehicles or machinery or otherwise in harm’s way must be moved by the contractor a short but safe distance from the work site.
5.3.1 Materials
All raw materials and pre-processed materials shall be free of defects including infestations, and contaminants inconsistent with manufactures specifications and standards.
5.4 On-Site Final Walk Through and Maintenance Kit
5.4.1 On-Site Final Walk Through
The contractor’s Project Manager and COR shall meet at the Park upon completion of installation of the signs for the Final Walk Through. The minimum agenda for this meeting includes the following:
a) Verify that all signs have been installed. Each sign will be inspected against the fabrication drawings to confirm signs were installed in accordance with contract specifications.
b) Verify that all signs marked for demolition have been removed.
c) Identify punch-list deficiencies (items that need to be corrected by the contractor). The contractor shall record and maintain a list of the punch-list deficiencies as they are identified and provide a copy of the list to the COR after the walk-through inspection.
d) The signs and sign components shall be fully operational at the time of the walk-through inspection. The contractor shall demonstrate access into sign structures. The contractor shall answer any questions regarding sign maintenance.
5.4.2 Maintenance Kit
The contractor shall provide and identify the components of the maintenance kit, including the following:
a. Container A heavy-duty plastic storage container with a lid, large enough to hold all touch up and cleaning materials.
b. Touch-up Materials Bottles or cans of each paint, stain, wax, and other finishes used on the signs, with tightly fitted lids or caps, and clear identification of the contents on firmly attached labels. For each type of finish, provide appropriate solvents and brushes or other tools as required to apply the finish. Provide a minimum of one full quart of each paint and stain, one two-ounce bottle of each screen ink, and one full quart of each type of protective finish, such as polyurethane, except as otherwise specified.
c. Assembling and Access Instructions Provide visuals clearly and sufficiently illustrating access to sign structures, interactive computer equipment, lighting equipment, mechanical devices, graphic panels, and audiovisual equipment within the signs. The illustrations shall include the sign numbers, step-by-step instructions, and any other information relevant to assembling, opening and/or dismantling the structures. The illustrations shall be accomplished in one or both of the following ways:
1) Isometric or exploded view drawings
2) Photographs combined with text, showing a person following the step-by-step instructions. Include close-up views of specialized locks or hardware, identified by captions.
d. Cleaning Instructions Provide instructions for cleaning all sign structures including metal and stone components, finishes, graphic panels, interactive screens, and tactile models. Provide instructions for removing graffiti from sign structures and graphic panels. Include brand names of recommended cleaning materials. Provide the name, address, telephone number, and website of the manufacturers or distributors of the cleaning products.
Listed cleaning products shall correspond with supplies included in the maintenance kit furnished by the contractor. "Not to be used" materials and techniques shall be identified.
e. Repair Instructions Describe specific techniques for repairing damage to sign fabrication materials including repair and or refinishing.
6. Task 6 – Punch List Items and Project Closeout The contractor will ensure that punch list items noted in Task 5 are remedied to the satisfaction of the COR. The contractor will notify the COR, in writing, when all punch list items are complete and the COR will verify the work has been complete either through photographs provided by the contractor or through an in-person inspection and will indicate acceptance of punch list items in writing.
IV. PERIOD OF PERFORMANCE
The NPS anticipates a period of performance period starting May 1, 2023 and ending December 31, 2024.
A. Sign installation at Cape Cod National Seashore shall be completed on or before October 31, 2024.
B. All remaining work, including punch list items and review and approval, shall be completed on or before December 31, 2024.
V. REVIEW AND APPROVAL
The COR shall notify the contractor, in writing, of approval or rejection of the work within the following timeframes:
Completion and acceptance of Post Award meeting minutes and Sign Fabrication and Installation Schedule.
21 Days
Completion and acceptance of Site Conditions Assessment meeting minutes and Fabrication Shop Drawings.
45 Days
Completion and acceptance of samples. 14 Days
Completion and acceptance of sign inspection. 14 Days if In-Person 30 Days if via Shop Photos
Completion and acceptance of sign installation, on-site final walk through, and sign maintenance kit.
21 Days
Completion and acceptance of punch list items. 21 Days
Any additions or corrections shall be completed within 21 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.
VI. CONTRACT TYPE
The NPS anticipates awarding a firm fixed price contract.
VII. TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees.
This includes mileage for company-owned vehicles.
The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued.
The Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
