This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2123Q0149 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023. This is a small business set-aside.

The North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific and Technical Services and the related small business size standard is $19.5M.

The government anticipates award of one (1), firm-fixed price contract.

REQUIREMENT: Independently, and not as an agent of the government, the contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to perform conservation treatment and documentation of 22 objects for Harpers Ferry National Historical Park, West Virginia.

Conservation Treatment of Historic Archives and Bound Materials for Harpers Ferry National Historical Park

I Background Harpers Ferry National Historical Park (HAFE) sits at the confluence of the Shenandoah and Potomac rivers and touches parts of West Virginia, Maryland, Virginia. The park’s collection reflects the town’s role as a strategic point in the Civil War, and the site of John Brown’s Raid. Prior to the Civil War the area was a key pathway through the Blue Ridge by both river and railroad and was a favorite retreat of Thomas Jefferson.

The objects designated for conservation in this contract were identified as part of a comprehensive survey of the collection in 2018. Conservators ranked the urgency of conservation and made recommendations for treatment on an item level.

Harpers Ferry Center (HFC) is a National Park Service (NPS) unit serving the entire park system with support for media and design as well as museum conservation. Staff from HFC will serve as an intermediary, point of contact and COR on this contract to facilitate communication between the curator at HAFE and the contractor.

II Purpose The purpose of this contract is to complete conservation treatment on 22 objects from the HAFE collection. The goal of treatment is to stabilize the materials for long term preservation and possible exhibition. The materials are not handled or accessed frequently for research purposes and are not being considered for long term exhibition. The treatment shall reflect these conditions and any treatment steps aimed solely toward aesthetic compensation shall not be prioritized.

III Scope The contractor shall provide the NPS with all labor, supplies, and materials necessary to complete the work outlined below. In carrying out all components of the work the contractor shall adhere to the Code of Ethics and Guidelines for Practice laid out by the American Institute for Conservation.

A. Conservation Treatment and Documentation

1. Condition Reports and Treatment Proposals

The contractor shall review information in Attachments A and B and submit object Condition Reports and Treatment proposals for each object. The documentation shall include catalog number; clear assessments of all condition concerns; assessments of long-term preservation concerns; and recommended treatment steps including specific materials to be used where possible. The treatment proposals shall also include recommendations for housings where appropriate. Submissions for review and approval shall be made via email attachment to the COR. Final submission shall be made via an encrypted external hard drive and a hardcopy printed with pigment inks on archival paper.

2. Photographic Documentation The contractor shall take digital before and after treatment images of all objects including necessary details. All condition concerns noted in the treatment proposal shall be represented the digital images.

All documentation images shall adhere to FADGI three-star guidelines. The images shall be file-named with the park acronym (HAFE) followed by the catalog number and an abbreviation for the stage of treatment. This naming shall also appear in the digital image. This shall either be on a card during image capture or added as a layer in Adobe Photoshop after the images are taken. Where there are multiple images per object, give each image a unique number inserted at the end of the filename separated by an underscore. The images shall be file-named using all lower-case letters, no spaces, and underscores.

All treatment images shall be saved to an external encrypted hard drive.

The images shall be captured to create preservation-quality Archival Master Images as 300 ppi or greater TIFF files. Factors such as sharpness, color accuracy, and dynamic range shall be considered to obtain the best quality images. Technical metadata shall be embedded in each image.

A copy of each image captured shall also be created as a Use/Access Image. These shall be saved as 72 ppi JPEG files at 2400 (in width) pixels with an appropriate corresponding length.

3. Conservation Treatment The contractor shall complete treatment work as outlined in the approved treatment proposals. If there are any changes to the proposed treatment steps during treatment the contractor shall submit the changes in an email for review and approval by the COR.

4. Housings Housings shall be created or obtained for each object as outlined in the approved treatment proposals.

Housings shall be made from buffered, lignin-free materials that have passed the photographic activity test. All new housings shall be labeled in graphite pencil with the catalog number. Books and bound materials shall be housed in custom non-adhesive blue-board clamshell boxes. Unbound books, flat paper and periodicals, shall be housed in standard sized folders within drop front boxes with full-height lids.

5. Treatment Reports The contractor shall prepare and submit treatment reports. The reports shall include: catalog number; a detailed description of the actual treatment methodology and materials; results of any testing conducted; and further recommendations, if any. All reports shall be submitted via external encrypted hard drive and a hardcopy on archival paper printed with archival pigmented inks.

B. Packing/Transport The government shall pack, and ship government furnished property to the contractor for treatment as described below.

After conservation treatment is complete, the contractor shall pack the materials for safe transport, and ship them via FedEx priority overnight. In addition to the housing described above the contractor shall pack all materials for shipping in at least two additional layers. The first layer shall be cushioning such as bubble wrap. The second layer shall be rigid such as corrugated board.

IV Government Furnished Property The contractor shall be responsible for the security and protection of Government Furnished Property provided to the contractor in connection with this contract.

Specifically, the contractor shall receive:

V Time of Completion All treatment work shall be completed, and objects returned to Harpers Ferry Century within 18 months of contractors’ receipt of objects. All treatment documentation shall be completed and submitted to Harpers Ferry Center at the time when objects are returned.

VI Deliverables and Destination Point A. Deliverables

The contractor shall submit the following for COR review and approval:

1. Condition Reports/Treatment Proposals via email attachment.

2. All written documentation and treatment images via external encrypted hard drive.

3. All written documentation via hardcopy on archival paper printed with archival pigment inks.

4. Archival housing as specified in treatment proposals.

VII Review and Approval The COR shall notify the contractor, in writing, of approval or rejection of all work within 15 business days of receipt. Any additions or corrections shall be completed within 15 business days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.

VIII Fine Arts Insurance The contractor shall be responsible for securing fine arts insurance in the amount of $300,000 to cover the time period that the paper objects are off-site including transportation. The contractor shall provide a certificate as proof of insurance before work begins.

IX Period of Performance The NPS anticipates a period of performance period to be approx. 15 months from contract award (approx. 09/01/2023 to 12/15/2024).

(d) Comptroller General Examination of Record. (a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.

The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.

Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer :

(i) For covered equipment —

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier , CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand;

model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and https://www.sam.gov/

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable);

or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer :

(i) For covered equipment —

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier , CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand;

model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services—

52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020)

(a) Definitions. As used in this provision, "covered telecommunications equipment or services " and "reasonable inquiry " have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services ".
