THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number
140P2121R0064 is issued as a Request for Quote (RFQ) constitutes the entire solicitation.
Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2021-06, effective July 12, 2021.
This is set aside for small business concerns under the North American Industry Classification System
(NAICS) code is 541511, Custom Computer Programming Services, and the related small business size standard is $30 million. This requirement is a 100% total small business set-aside.
REQUIREMENT: The contractor shall provide the National Park Service/Museum Conservation
Services with a newly developed database to replace the existing REGGAR (registration) database and to provide Publications and Media Development with ongoing FileMaker database updates and new development in accordance with the specifications as detailed in this solicitation and its attachments.

The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

SCOPE OF WORK
HARPERS FERRY CENTER
FILEMAKER PRO MCS DATABASE
I. BACKGROUND
As one of the nation’s principal conservation agencies, the National Park Service
(NPS), Harpers Ferry Center (HFC) assists with the responsibility to protect and manage some of our most treasured resources.
Each site, established by legislation, recognizes and commemorates a significant natural resource, cultural, or historical event. The Harpers Ferry Center provides interpretive media, in one form or another, for all of the 400+ National Park sites located throughout the United States and its territories.
Museum Conservation Services (MCS) located in the Willow Springs (WS)
Building at the HFC has a mission to conserve, and/or preserve museum objects from Parks throughout the NPS System.
The NPS Parks rely on the expertise of the HFC MCS Conservation Department to conserve their priceless artifacts and objects for future generations to enjoy.
To manage the museum conservation efforts, MCS depends on a Registration database where objects are entered as they are received for treatment. This database tracks all incoming objects to the WS facility to ensure their safety as they are on loan to HFC during their stay. The database must also be able to track all object movements within the facility, record when treatment and associated documentation on an object is complete, and also when it has been returned back to the park. This database generates uniquely identifying barcodes for objects as they are entered into the system for tracking. These barcodes are read by hand-held scanners that connect to the database. This connection grants the ability to update fields within the database. The updated fields depend on the function being utilized within the scanner. Reports and forms can then be generated directly from the database. The existing database is 20+ years old and was written using the now defunct Microsoft Access. It is no longer compatible with Windows 10 and must be re-developed.
In addition to MCS, HFC’s Publications (PUBS) and Media Development (MD) divisions also provide Interpretive Services to our National Parks. These services include the planning, design, and development of Museum Exhibits, Wayside
Exhibits, Audiovisual products, as well as maps, brochures, and park folders. HFC has four existing FileMaker databases that require ongoing updates and further development to enhance the databases already established, as new processes are developed. This work statement includes regular monthly hours to complete this work as well.
HFC has a FileMaker Server infrastructure set up so that Center employees can access the databases shared through the server. The new database shall be developed using FileMaker Pro v19. Data from the existing database will need to be imported into the newly developed database.
II. PURPOSE
The purpose of this contract is to provide the NPS/MCS with a newly developed database to replace the existing REGGAR database and to provide PUBS and MD with ongoing FileMaker database updates and new development, in accordance with the following Scope of Work.
III. SCOPE OF WORK
A. Registration database for HFC MCS:
Independently, and not as an agent of the government, the contractor shall provide all labor, materials, equipment, and transportation for the development of a new
Registration database for HFC MCS. This new database shall be developed using
FileMaker Pro v19. Any deviation from this version must be approved by the COR before proceeding. The Contractor shall work with NPS staff closely throughout development. The Contractor will be required to come on-site throughout the development to meet with NPS staff for testing/collaboration purposes. The site of the NPS HFC MCS WS Building is 31 Maple Tree Drive, Charles Town, WV
25414. Once the new database is put into production on the NPS FileMaker server, any additional development/updates will be required to be done on-site.
All access to the FileMaker Server shall be on-site only. No remote access shall be granted due to security policies. Once developed and data transferred from the old database, files and/or data shall not, at any time, leave the premises. A government-supplied networked workstation shall be provided for use.
It is anticipated that additional databases will be developed in the future for other
HFC Business Lines. During development of this new MCS database, the
Contractor shall keep track of attributes and fields that may be integrated (through relational tables or other features) with other HFC databases through the sharing of data in different tables throughout the database.
The contractor must be a FileMaker Platinum Partner and certified FileMaker Pro
Developer.
The Registration database shall be developed in two continual phases all under this same contract as follows:
Phase 1 – Registration, Barcoding, and Reports
Registration
A new, relational database must include the following to function well for the
Registrar’s office:
• The database should be relational, in order to avoid duplication of work when recording certain information.
• The ability to record all incoming Registrations (i.e. a group of objects coming from one single park, on one single date) at the group level
• The ability to create individual object records and catalog each object in a
Registration.
o The ability to see both all objects that have ever come through the
Registrar’s office at once (in a spreadsheet-like format), as well as individual object records.
• A tracking system that records changes made to any part of the database, who made those changes, and when they were made.
• Tracking system for location updates that includes a history of prior locations, current locations, when the object was moved, and who moved it.
• Space for photograph(s) of the object (to be inputted after treatment is completed and photos are processed)
• A section of the database for people, which would include any contractors, parks and associated contacts, and anyone else who might work on an object while at the WS facility.
• Ability to search, sort, and filter all records as necessary.
• The database should make use of a museum nomenclature (Chenall, TAA, etc.) in order to standardize certain terms (this will make searching, sorting, and filtering much easier).
• Access to all aspects of the database, with differing permission/access levels for others at WS.
Ability to track overall progress in a project
• Barcoding
The new database shall generate and print barcodes for objects. The database shall record and store data in several different functions, which then trigger certain actions in the database as data is uploaded. Functions include object movement and tracking, shipping, and inventory.
• Record barcode location data for objects as they arrive at WS and as they move throughout the building. Update this information in the database, including who updated the information and when. Database should track all historic moves and locations.
• Record information on the objects as they are packed and shipped. As the information is uploaded into the database, trigger the database to generate box inventory lists, DI-104 or DI-105s (as necessary) and other associated paperwork.
• Have an inventory function to record objects and their locations, which can then be compared to their locations as recorded in the database.
Reports
A variety of reports are necessary for the optimal functioning of this potential database. The reports will enable staff to pull information for monthly reports, for tracking purposes, and generate official documents to submit to park contacts.
They are generated from the information contained in the database and may be modified by parameters such as date or Registration Number. Necessary reports are as follows:
• Registration o Park registration form o DHF registration form o DI-105 Receipt for Property o DI-104 Transfer of Property o Box Inventory list o Inventory reports (to compare current locations with location in database) o Monthly reports (should allow user to input a date range), by user
▪ Number of new registrations (ability to filter/sort by park vs other sources)
▪ Number of incoming objects
▪ Number of objects initially stored in storage
▪ Number of objects moved
▪ Number of objects shipped from WS to park
▪ Number of objects sent to a contractor o Annual reports (same info as the monthly report, just totaled for the year) o Bar code label o Number of objects at WS per reason (treatment, DHF, etc.)
o Cover letter for paperwork sent when objects are shipped out o Progress per object and/or project o New registrations by month (ability to set date range) o Objects shipped from WS in a month (ability to set date range)
Phase 2 – Conservation, Tracking, and Reports
Conservation
Including activities related to Conservation will be a new addition to the database, as it does not currently exist in REGGAR. Conservators currently use a combination of their own FileMaker databases, Excel, and Microsoft Word to complete all cost estimating, issuance of DCAs, treatment proposals, and treatment reports. All of those functions shall be included in the new database.
This portion of the database could be directly related to the Registration side of the database, or it could function separately/independently.
The conservation side of the database must include the following in order to function well:
• Ability to gather and save information on Pending/Future projects that are not yet funded. Some of this information should transfer to each individual employees workplan as a reminder that these projects may come through Ability to create a record for each individual project, utilizing a job number, that tracks the progress of that project from the initial cost-estimating phase through the object(s) return to the park. This would be necessary for both projects that have objects come to WS for treatment, as well as projects such as collection condition surveys or treatments that have to be completed onsite at the park.
• Database allows conservators to input their treatment estimate worksheets for each project. Some projects may only require the work of a single conservator, but many require the work of multiple conservators and the registrar.
o From this info, the database allows the Supervisory Conservator to generate the formal cost-estimate form that is sent to parks.
o Once a cost-estimate is approved by a park, the database should then allow the Supervisory Conservator to generate the formal Direct Charge
Authorization (DCA) that is sent to the park to approve/allocate funding.
o The system notifies all employees involved in the project of the status along the way.
• Once objects arrive, are assigned an HFC Registration number, and are entered into the database, ability for conservators to see the objects assigned to them from a particular job number.
• Conservators can input information and generate their treatment proposals directly from the database, using a standardized format between all conservators
• Conservators are able to update statuses for objects on treatment progress or completion. These status updates send notifications to the Registrar and Clerk, letting them know when an object may need to be returned to storage or when it is complete.
• Conservators are able to input information and generate a treatment report, including images, directly from the database, using a standardized format between all conservators.
• The database should be able to host, at the least, thumbnail images for Before
Treatment (BT), During Treatment (DT), and After Treatment (AT) images.
These images can be put into the various proposals/reports, and can also be included in the object records created by the Registrar.
• Ability to track workplans and hours in the database to accurately reflect how much money is left in a project account.
• Ability to customize views/reports/checklists/info by lab/conservator.
• Ability by non-technical staff (read-only permissions) to receive notifications when statuses are changed by conservators, including o When treatment proposals are complete o When photography (BT, DT, AT) is complete and ready for processing o When treatment is complete o When treatment reports are complete
Reports

B. HFC’s Existing Databases - Ongoing Updates and New Development
Independently, and not as an agent of the government, the contractor shall provide all labor, materials, equipment, and transportation for the ongoing updates and new development of the existing Publications database. The Contractor will be required to perform all work on-site for this portion of the work. Work will be scheduled for two 5-hour days per month for a 12-month period of performance for both the
Publications and Cost Estimate databases (total of 240 hours combined). In addition, a total of 40 hours of work will be required for updates to each of the
Wayside Planner (20 hours) and Museum Planner (20 hours) databases during this contract period. The site of these existing HFC FileMaker is 67 Mather Place, Harpers Ferry, WV 25425.
Work to be performed shall include, but is not limited to:
1. Ongoing Updates to Existing Database Functionality
• Fix issues with the data import process
• Simplify complex code that causes slow response times (i.e., assignments button)
• Update menus and drop-downs to reflect current functionality
• Add new employees
• Update email alerts as work processes evolve
• Update existing reports as needed
• Update terminology as needed to match office SOPs
• Update all references and information related to current/future contractor changes.
• Create new planner page at fiscal year shifts
• Add new fiscal year dependent accounting codes
2. New Development Work
• Expand the database for tracking a new product line: accessible PDFs
• Create new reports as needed/requested
• Explore web-based access to streamline access and performance
IV. PERIOD OF PERFORMANCE (POP) and Schedule:
A. Period of Performance
• MCS Registration Database: Phase 1 and Phase 2 to include COR inspection shall be completed within 180 calendar days of notice of award.
• Existing Database Maintenance/ Development: All work other than
Phase 1 and Phase 2 requirements shall be completed within 365 calendar days of notice of award.
B. Time for Completion Schedule
• MCS Registration Database:
All work for Phase 1 and Phase 2 to include COR inspection shall be completed within 180 calendar days of notice of award.
Please note that Phase 2 cannot begin until the work in Phase 1 is complete.

• Existing Database Maintenance:
Existing Database Maintenance/ Development (all work other than Phase
1 and Phase 2 requirements) shall be completed within 365 calendar days of notice of award.
V. REVIEW AND APPROVAL
Review and approval of the deliverables shall be completed within 30 days. The
COR will notify the contractor, in writing, of approval or rejection of the work. In the event the government delays beyond the period specified the contractor shall be entitled to a day-to-day extension in the completion date.
VI. CONTRACT TYPE
The NPS anticipates awarding a firm fixed price contract.
VII. TRAVEL
In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor
Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.
The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable.
No Federal travel authorizations are to be issued. The Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.
Travel costs shall be reimbursed in accordance with the Federal Travel
Regulations. Travel is only funded to the extent specified within the travel
CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.
If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.
VIII. GOVERNMENT-FURNISHED PROPERTY
The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract.
Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the project.
IX. INSPECTION AND ACCEPTANCE
All service and work performed under this contract shall be subject to inspection and acceptance by the designated Contracting Officer's Representative (COR) at any time during performance. If the COR determined that services, work or materials being furnished do not meet the required standards, the government reserves the right to have the work performed elsewhere, charging the contractor with costs involved, subject to the provisions of FAR 52.249-8.
X. INVOICING
Electronic Invoicing and Payment Requirements - Invoice Processing
Platform (IPP) (May 2016)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of
Contact (as listed in SAM) will receive enrollment instructions via email from the
Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the
Contracting Officer with its proposal or quotation.

XI. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
NOTICE TO CONTRACTORS
Contractor Performance Assessment Reporting System (December 2015)
A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System
(CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
B. The past performance evaluation process is a totally paperless process using
CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval
System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions.

E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
1. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
2. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
3. All information provided should be reviewed for accuracy prior to submission.
4. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
5. Your response is due within 60 calendar days after receipt of the
CPAR. On day 15, the evaluation will become available in PPIRS-
RC marked as “Pending” with or without comments and whether or not it has been closed.
6. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated:
"The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
F. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization.
Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
H. A copy of the completed past performance evaluation will be available in
CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
XII. ADDITIONAL WORK
Any additional work not detailed in this contract shall be approved, in writing, by the
Contracting Officer via a bilateral modification.
XIII. LOSS OR DAMAGE
The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.
If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.
XIV. CONTRACT ADMINISTRATION

The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the

The contractor shall use the COR as the point of contact for all technical matters under the contract. Technical correspondence shall be addressed to the NPS

XV. FACILITY SECURITY POLICY
Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office.
It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.
XVI. INQUIRIES
Inquiries and all correspondence concerning this solicitation document shall be submitted via e-mail to the Contracting Officer.
All technical questions shall be submitted via email to lauren_brauer@nps.gov no later than 10:00 am ED on August 23, 2021. A response shall not be furnished on questions received after the cutoff date and time. Oral communication/telephone communication is unacceptable. All questions submitted shall reference specific parts of the solicitation including page numbers.
XVII. SITE VISITS
The government may conduct site visits during the period of performance of this acquisition. No formal pre-award site visit will be held for this project.
XVIII. TECHNICAL DATA CONFIDENTIALITY
The quote submitted in response to this Request for Quote may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:
“Technical data contained in pages _______ of this quote shall not be used or disclosed, except for evaluation purposes.”
If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions.
The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the Freedom of
Information Act (5 USC 552).

XXI. INSTRUCTIONS FOR THE PREPARATION OF QUOTES
The quote shall be submitted electronically as stated below.

Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
All volumes shall be separate and complete so that evaluation of one may be accomplished independently of, and concurrent with, evaluation of the other.
Pricing details shall not appear in any volume except VOLUME IV –
COST/PRICE. Any price information found outside of the cost/price volume will be redacted prior to evaluation. All pages exceeded posted page limits will be redacted prior to evaluation.
Documents shall be formatted with one (1) inch margins and text no smaller than ten
(10) point.
A. VOLUME I - TECHNICAL CAPABILITY – Limited to ten (10) Pages
The technical capability shall contain a cover page with RFQ title, number, and name; and four sections corresponding to the sub-criteria below.
Volume I shall consist of the following:
• Proof of FileMaker Developer Certifications for any developers who will be working under this contract.
• Proof of FileMaker Platinum Partner status.
B. VOLUME II – MANAGEMENT CAPABILITY – Management Plan is limited to five (5) pages. Resumes for proposed personnel limited to two
(2) pages each, but with no overall page limitation.
Volume II shall consist of the following sub-factors:
• Factor A: Management Plan
• Factor B: Proposed Personnel
(1) MANAGEMENT PLAN
The offeror shall provide a management plan which states how the offeror’s proposed Project Manager manages project workflow, schedules, personnel, and maintains quality control.
(2) PROPOSED PERSONNEL
The offeror shall identify the personnel proposed for all work under this contract. Identify each person by name, their role in this project, and as a member of your staff or as a subcontractor.
The offeror shall submit a resume for each person proposed for each of the roles identified below. Resumes must clearly demonstrate the ability to perform the work for which the person is proposed.
The Government considers the strength of the entire team essential for this project.
More than one individual may be identified for a position and one person may be identified for more than one position
Each resume shall demonstrate that the proposed personnel has a minimum of three years of full-time work directly related to its associated key personnel position.
Each resume shall include the following:
i. Name of person, job title, and statement of primary duties;
ii. Person's proposed role(s) and responsibilities under this contract;
iii. Person's list of completed projects and description of their role (not title) on each project;
iv. Employment history:
• Present and previous employers;
• Beginning and ending dates of employment for each employer;
• Job title(s) for each position; and,
• Description of the specific duties for each position.
v. Related work experience for each employer, identifying:
• Each project by name;
• Type of project and dates; and
• Position, title, and specific duties and responsibilities for each project listed.
vi. Education and training background, including names of educational institutions attended, dates, and degrees or certificates obtained.
vii. Training related to current position and experience.
Exclude information that is not relevant to the person’s designated role in their project.
C. VOLUME III - PAST PERFORMANCE –
In order to assist in evaluation, the government desires that offerors respond in accordance with the following guidelines. The Past Performance volume shall contain a cover page with RFP title, number, and name of your organization. The government shall obtain the past performance information from the references provided.
The offeror shall fill out the appropriate blanks on Page 2 of the Past
Performance Questionnaire (Attachment C: Past Performance
Questionnaire) and coordinate completion of Pages 3 and 4 with the respective reference. Completed Past Performance Questionnaires shall be included in the offeror’s proposal and not sent directly to the agency. The offeror shall include accurate and up to date contact information to be contacted by the government if necessary. Provide three (3) references of contracts that are similar in size, complexity, and nature to this project.
Submit the following information for the offeror and any proposed subcontractor(s).
Note: Listing completed projects does not address this criterion. A narrative that articulates experience and description of technical expertise in methods and analysis for these needs should be provided.
Specifically, evaluation will be based on the following criteria:
1. A management plan which clearly demonstrates the offeror’s ability to manage project work flow, schedules, and personnel, and to maintain quality control throughout the life of the project; and
2. Resumes which demonstrate that the education, knowledge, and work experience of all personnel, including subcontractors proposed for use under this contract, and as described in this solicitation, match their proposed roles under this contract.
D. VOLUME IV - COST/PRICE
The Cost/Price shall be prepared as a separate package. In order to assist in evaluation, the government requires that offeror’s respond in accordance with the following guidelines.
The Cost/Price volume shall contain a cover page with RFQ title, number, and name of your organization.
THE COST/PRICE SHALL BE SUBMITTED ELECTRONICALLY
AS STATED ABOVE.
1. REQUIRED FORMS AND CERTIFICATIONS
Signed SF 1449 and any SF 30’s if applicable.
2. SUBCONTRACTS
In those cases where an offeror does not have full in-house capability and anticipates significant use of subcontractors to provide the needed support, the offeror shall provide the same detail concerning the subcontractor who shall perform critical aspects of the work.
3.. ACCEPTANCE PERIOD
Because of the time required by the government to evaluate adequately, offerors are requested to specify an acceptance period of not less than ONE HUNDRED TWENTY (120) DAYS.
XXII. EVALUATION FACTORS AND CRITERIA
The award will be made to the offeror who submits the best overall quote that is determined to be the most beneficial to the government, with appropriate consideration given to the evaluation factors that are listed in descending order of importance (all sub-factors are also in descending order of importance):
• VOLUME I – TECHNICAL CAPABILITY
• VOLUME II – MANAGEMENT CAPABILITY
• VOLUME III – PAST PERFORMANCE
• VOLUMNE IV –COST/PRICE
The non-price factors when combined are significantly more important than price. Offerors are cautioned that the award may not necessarily be made to the lowest cost offer. Best value is defined as the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement in accordance with FAR 2.101.
The Government reserves the right to make a selection based upon initial offer without discussions; therefore, the offeror should submit their best terms in their initial offer. The Government also reserves the right to enter into discussions and request revised offers if needed, and may also determine to make no award.
The government will evaluate based on the following factors:
A. Volume I - Technical Capability – Limited to ten (10) pages
Evaluation will be based on verification of (1) Proof of FileMaker
Developer Certifications of all developers assigned to this project and (2) Proof of Filemaker Platinum Partner Status.
B. Volume II - Management Capability –Management plan is limited to five (5) pages. Resumes limited to two (2) pages each, but no overall page limit applies to that section.
Evaluation will be based on the management plan and the resumes of key personnel which together shall demonstrate the ability of personnel to provide the NPS/MCS with a newly developed database to replace the existing REGGAR database and to provide
PUBS and MD with ongoing FileMaker database updates and new development. Specifically, evaluation will be based on the following criteria:
3. A management plan which clearly demonstrates the offeror’s ability to manage project work flow, schedules, and personnel, and to maintain quality control throughout the life of the project; and
4. Resumes which demonstrate that the education, knowledge, and work experience of all personnel, including subcontractors proposed for use under this contract, and as described in this solicitation, match their proposed roles under this contract.
C. Volume III - Past Performance
Evaluation will be performed to ensure the Past Performance
Questionnaire for three (3) completed, or substantially completed, projects performed by the prime contractor and proposed subcontractors within the last seven (7) years for efforts that are similar in scope and complexity. Past performance will be evaluated in the areas of quality of service, timeliness of performance, customer satisfaction and cost control. Past performance will be evaluated in terms of overall relevancy to this project and in terms of overall level of confidence in the firms’ ability to successfully execute and complete this project supported by the indicated past performance.
Offerors demonstrating a higher level of successful past performance in the evaluated areas or that demonstrate past performance of similar projects related to management of parks and protected areas may receive a more favorable rating. In the case of an offeror without a record of relevant, recent past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
In establishing what is relevant for this acquisition, consideration shall be given to an offeror’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement. Common aspects of relevancy include similarity in scope of service, complexity, dollar value, use of key personnel, and extent of subcontracting.
The evaluation will be based on information obtained from the Past
Performance Questionnaires, and other relevant past performance information obtained from other sources known to the Government, to include additional references, and the Past Performance
Information Retrieval System (PPIRS) and Contractor Performance
Assessment Reporting System (CPARS).
The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record…
