THIS IS A NOTICE OF INTENT FOR REQUEST FOR QUOTE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number 140P2121R0052 is issued as a Request for Quote (RFQ) constitutes the entire solicitation.

Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2021-06, effective July 12, 2021.

This is set aside for small business concerns under the North American Industry Classification System (NAICS) code is 541430, Graphic Design Services, and the related small business size standard is $8 million. This requirement is a 100% total small business set-aside.

REQUIREMENT: The contractor shall provide all services including labor, materials, facilities, and travel necessary to plan and design signage system for First State National Historical Park in accordance with the specifications as detailed in this solicitation and its attachments.

Due to space limitations, the complete commercial item specifications are contained in Solicitation Number 140P2121R0052. Interested contractors should download this document. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation.

The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

SCOPE OF WORK

FIRST STATE NATIONAL HISTORICAL PARK

PLAN AND DESIGN SIGNAGE SYSTEM

I. BACKGROUND AND PURPOSE

First State National Historical Park (FRST) is comprised of six sites of historic significance to the ratification of the US Constitution and the creation of Delaware as our nation’s first state. The six sites are spread out across the state of Delaware and include acreage of land in Pennsylvania. The National Park Service (NPS) owns and operates one of the six sites and owns and operates one facility within one of the other sites. All other sites recognized as part of the park are owned and operated by non-NPS partners.

The purpose of this contract is to plan and design a signage system for FRST.

II. SCOPE AND OBJECTIVES

The contractor shall provide the NPS with all labor, materials, equipment, facilities, and travel necessary to complete planning and design services for Tasks 1 through 4.

The planning and design scope of work shall include all signage for sites described in Section A, Park Sites. The scope of work shall include Identity Signs, Motorist Guidance Signs, and Visitor Information System Signs. Identity signs include signs identifying all sites by their name and status as an NPS site and their owner/operator partner when applicable. Motorist Guidance Signs include but are not limited to directional, advanced guidance, property edge and park boundary, parking regulatory, and all other signs necessary to guide motorists within FRST parking areas, along routes that traverse the park, and along major access routes outside of park boundaries guiding motorists to the park. Visitor Information System signs include but are not limited to signs for urban pedestrian routes and pedestrian/bike/equestrian trails and pedestrian signs informing visitors of information like rules, regulations, and facility hours.

The contractor shall prepare a final fabrication package detailing all sign layouts, structures, materials, colors, paints, footer and other structural components, and panel art.

Final fabrication documents shall be supplied in the native design program such as Adobe Illustrator and via pdf. The final sign plan and all supporting documents shall be organized in a way that makes it easy to understand the types of signs, their location, quantity and specification. The final plan shall include the Sign Panel Layouts and Structures with Fabrication Details, Sign Location Plan, and Sign Demolition Plan.

All sign designs shall be prepared in accordance with the NPS Sign Standards and the appropriate local area and park partner sign standards when indicated. NPS standards provide defined grids, sign types, layouts, colors, typography, and structures for all NPS signs. Sign structures may be modified as required to reflect the character of the park or local setting. Sign panel designs and structures may be modified from NPS standards to meet local sign ordinances, incorporate elements of partner sign design standards including logos, or as required to meet state and other local code considerations for highway vehicular signs and motorist signs within areas already covered by a system of cohesively designed vehicular wayfinding signs. Variations to NPS standards shall be proposed in the initial design phases and all variations shall be approved by the NPS Sign Program Office and the park.

The contractor shall take into consideration the content and design of existing orientation exhibits, dispersed across the six park sites, which are not to be replaced or amended as part of this contract.

Attachments A-L contain NPS Sign Standards Manuals, templates, grids, and other contractor resources for designing NPS signs.

Attachments N-S contain ordinances, branding information, and municipal sign plans relating to the 6 FRST sites.

Design files for the existing orientation exhibits are included as Attachment T.

A virtual sign survey conducted in 2020 which documents some of the existing sign conditions is available as Attachment U.

Following contract award, the contractor will be provided with NPS standards relevant to sign fabrication.

Planning and design shall cover all park sites and their corresponding sign types as listed:

A. Park Sites:

First State National Historical Park Overview

The park is comprised of 6 sites, of which the NPS owns only one entirely (Brandywine Valley) and owns a facility adjacent to another park area (The Sheriff’s House which will eventually be the FRST Welcome Center, adjacent to New Castle Court House Museum). All other areas of the park are owned and operated by non-NPS partners.

The six park sites are discontinuous, spread out across the state of Delaware and include some land in Pennsylvania. Accessing the park sites requires driving along a network of federal, state, and local highways and surface streets. The contractor must plan and design visually consistent wayfinding that guides visitors to FRST’s six sites and to destinations within those sites. The only exception will be when motorist signs must be visually consistent with existing local or municipal sign systems in order to be accepted by those entities.

Several FRST sites are in places that are dense with other historical sites and destinations which are of interest to park visitors. In order to provide consistent, effective wayfinding and reduce sign clutter, the contractor must incorporate destinations to non-NPS sites into wayfinding signs that direct to park sites, when appropriate.

Many visitors are not aware of the sites’ affiliation with the NPS. The contractor must ensure each of the six areas of the park are recognizable to the public as NPS sites, and more specifically, as units of FRST.

The park’s complex makeup of public/private partnerships pose design challenges which must be carefully remedied by the contractor.

NPS Sign Standards must be the basis for all sign designs. The contractor must carefully consider how to incorporate elements of park partners’ identities and sign design standards into signs that follow or are very closely based on NPS sign standards. The goal is to leverage NPS identity and sign standards to impart a sense of significance and importance to the sites but in a way that acknowledges the roles of the sites’ owners/operators who are the sites’ true stewards. The contractor must look for design solutions that work across all six areas of FRST and for all FRST partners and avoid developing distinct styles for individual FRST sites.

Partner sign standards and local sign ordinances must be considered when applicable. In instances where NPS and local sign ordinances are in conflict, the contractor is tasked with crafting designs that satisfy local sign ordinances but retain as many design characters of NPS signs as possible.

The above guidance for sign design must be applied to the following FRST sites:

1. Brandywine Valley

Brandywine Valley is a FRST site owned and operated by the National Park Service. It is more than 1,100 acres of land mainly in Delaware, with a small area spanning into Pennsylvania. Brandywine Valley is recreation-focused. It is open to hiking, bicycling, and equestrian use. The site has more than 18 miles of trails and 5 trailhead parking areas. The Smith Bridge parking area is the site’s main access point, providing a day use picnic area and access to Brandywine Creek. The park’s Brandywine Valley site is transected by several state roads.

The contractor will survey all existing signs on approach highways and roads, parking areas, day use facilities, and pedestrian routes (including trails) within the site and use information collected in the survey to inform the locating and planning of new signs and a demolition plan indicating which signs are to be removed.

Signs for Brandywine Valley may deviate from NPS Sign Standards, as slightly as possible, to achieve a consistent look among the signs for all six FRST sites. Where applicable, the contractor will work within the design framework for surface street signs as show in Attachment N_04 DelDOT and Brandywine Tourism Graphic Layouts and Locations

The park will seek appropriate approval for sign designs and may request changes to layouts in order to satisfy DOT or local requests/requirements.

All designs for Brandywine Valley shall be completed in accordance with the following:

• Attachments A-N Sign planning and design for Brandywine Valley will include all signage for areas within park boundaries as well as off-site vehicular approach signs as follows:

Brandywine Valley Sign Types:

a. Park and Facility Identity Signs

The contractor shall plan and design signs that identify Brandywine Valley’s 5 parking areas and additionally, at least one major park identity sign in a location(s) deemed appropriate to greet visitors as they arrive to the park. Signs identifying individual parking areas as NPS/FRST facilities may be on stand-alone Identity signs or these identifying elements may be incorporated into MG or VIS signs if the contractor and the government deem it appropriate. Identity signs for Brandywine Valley must be visually consistent with other Identity signs in this contract.

b. Motorist Guidance Signs The contractor will survey all existing Motorist Guidance signs directing to Brandywine Valley and provide updated designs which express the site’s status as a unit of FRST and the NPS and plan and design new signs where signs are needed but lacking.

This includes all necessary motorist guide signs on approaching highways, interstates, and neighboring surface streets leading to Brandywine Valley and motorist guide signs on surface streets within the park site that provide direction to specific destinations within the park. This includes directional, advanced guidance, property edge and park boundary, parking regulatory, and all other signs necessary to guide motorist to and within FRST’s Brandywine Valley site.

Off-site vehicular wayfinding sign locations and designs must comply with NPS Sign Standards as well as federal, state, and local sign ordinances where they apply. In instances where NPS and local sign standards are in conflict, the contractor is tasked with crafting designs that satisfy local sign ordinances but retain as many design characters of NPS signs as possible. Where applicable, the contractor will work within the design framework for surface street signs as show in Attachment N_04 DelDOT and Brandywine Tourism Graphic Layouts and Locations.

c. Visitor Information System Signs

The contractor shall plan and design all signs to inform and guide pedestrians in trailhead parking areas, along park trails, and at all trail intersections. Signs must provide all appropriate information including but not limited to: maps, trail directions and distances and other pertinent information to orient and direct pedestrians around Brandywine Valley;

rules, regulations, safety and cautionary messages required to ensure visitor safety, compliance with park laws, and resource protection; and property edge and park boundary signs which may include regulations and other messages. Some important pedestrian signs may require Spanish language which the contractor will be responsible for translating and proofreading.

All trail systems and mileages will require ground-truthing by the contractor. The contractor shall consider existing park orientation exhibits (not to be redesigned as part of this contract) when planning trail signs to be located in parking areas.

Signs that are interpretive in nature are not within the scope of work for the Brandywine Valley site.

2. Old Swedes Historic Site

Old Swedes Historic Site is a FRST site located in Wilmington, Delaware, owned and operated by the Old Swedes Foundation. The NPS recognizes the site, which includes the church, burial grounds, and Hendrickson House, as a FRST site. The Hendrickson House serves as a welcome center for the site.

Visitors can tour the cemetery and burial grounds, and when permitted, the interior of the church.

The contractor will survey all existing signs on approach highways and roads and pedestrian routes leading to and within the site and use information collected in the survey to inform the locating and planning of new signs which express the site’s affiliation with the NPS and a demolition plan indicating which signs are to be removed.

The park will seek appropriate DOT approval for sign designs and may request changes to layouts in order to satisfy DOT and local requirements.

All designs for Old Swedes Historic Site shall be completed in accordance with the following:

Sign planning and design for Old Swedes Historic Site will include all off-site vehicle and pedestrian approach signs, and all outdoor Park and Facility Identity, Visitor Information System, and parking control signs on the grounds of the Old Swedes Historic Site outside the church fence as follows:

Old Swedes Historic Site Sign Types

a. Park and Facility Identity Signs

The contractor shall plan and design Park and Facility Identity signs that identify the Old Swedes Historic Site as a unit of the NPS and FRST and identify the Hendrickson House as a component of the historic site where visitors can go for information. Identity signs must be based as closely as possible on NPS Identity Sign standards and should accurately reflect the partnership between the NPS/FRST and Old Swedes Foundation (the site’s operating partner) and be visually consistent with other Identity signs in this contract.

Off-site vehicular wayfinding sign locations and designs must comply ordinances where they apply.

The contractor shall plan and design all signs necessary to direct and inform visitors on the grounds of the Old Swedes Historic Site outside of the cemetery fence. Signs must provide all appropriate information including but not limited to: hours/seasons of operation, rules, regulations, safety and cautionary messages required to ensure visitor safety, compliance with laws, and resource protection; and property edge and park boundary signs which may include regulations and other messages.

Additionally, the contractor shall plan and design pedestrian directional signs guiding visitors between Old Swedes Historic Site and FRST’s Fort Christina site (a distance of about 0.25 miles). Directional signs along the route should list and direct to other historical sites in the area if/when appropriate.

The following signs are NOT within the scope of work for Old Swedes Historic Site: signs inside the cemetery fence, park boundary signs, indoor signs, or signs that are interpretive in nature.

3. Fort Christina

Fort Christina, a FRST site located in Wilmington, Delaware, is owned by the Delaware Division of Historical and Cultural Affairs (HCA), and operated by HCA, the Kalmar Nyckel Foundation (KNF), and Old Swedes Historic Site.

The site is a gated green space that leads from Church Street to the Christina River. The gate is open seasonally with limited hours and during pre-scheduled tours.

The contractor will survey all existing signs on approach highways and roads and pedestrian routes leading to the site and use information collected in the survey to inform the locating and planning of new signs which express the site’s affiliation with the NPS and a demolition plan indicating which signs are to be removed.

The park will seek appropriate approval for sign designs and may request changes to layouts in order to satisfy DOT and local requirements.

All designs for Fort Christina shall be completed in accordance with the following:

Off-site vehicular wayfinding sign locations and designs must comply

The contractor shall plan and design all necessary signs for pedestrians at Fort Christina outside the fort gates only. Signs must provide all appropriate information including but not limited to: hours/seasons of operation, rules, regulations, safety and cautionary messages required to ensure visitor safety, compliance with laws, and resource protection; and property edge and park boundary signs which may include regulations and other messages.

Additionally, the contractor shall plan and design pedestrian directional signs guiding visitors between Fort Christina and FRST’s Old Swedes Historic Site (a distance of about 0.25 miles). Directional signs along the route should list and direct to other historical sites in the area if/when appropriate.

The following signs are not within the scope of work for the Fort Christina site: Signs inside the fort’s gate/fence, park boundary signs, or signs that are interpretive in nature.

4. New Castle Court House Museum and FRST Welcome Center

The New Castle Court House Museum, a FRST site owned and operated by the Delaware Division of Historical and Cultural Affairs (HCA) is the park’s primary interpretive site in New Castle. Visitors to the museum can also walk the grounds of the New Castle Green (this area of the park is owned and operated by HCA). On the same block, the NPS owns the Sheriff’s House which is undergoing a major rehabilitation and construction project to become FRST’s welcome center and headquarters. This will be FRST’s only NPS owned/operated visitor center, orienting visitors to the park’s six sites (including the courthouse nearby) and interpreting FRST history.

The park will seek appropriate approval for sign designs and may request changes to layouts in order to satisfy DOT and local requirements.

All designs for the New Castle Court House Museum shall be completed in accordance with the following:

All designs for the FRST Welcome Center (Sheriff’s house) shall be completed in accordance with the following:

New Castle Court House and FRST Welcome Center Sign Types

The contractor shall plan and design at least (1) Park Identity signs that identifies the New Castle Court House Museum as a unit of the NPS and FRST and accurately reflects the partnership between the NPS/FRST and HCA (the site’s operating partner) and (1) Facility Identity sign for FRST Welcome Center which will not include any partner affiliation. Identity signs at the New Castle Court House Museum and FRST Welcome Center must be based as closely as possible on NPS Identity Sign standards and be visually consistent with other Identity signs in this contract.

Off-site vehicular wayfinding sign locations and designs must comply with NPS Sign Standards as well as federal, state, and local sign ordinances where they apply. Where applicable, the contractor will work within the design framework for surface street signs as show in Attachment R_04 New Castle Signs-Wayfinding, noting which of the existing signs the contractor finds acceptable and supplying updated drawings for designs the contractor recommends changing, including the addition of new signs when the contractor deems it necessary.

The contractor shall plan and design all necessary signs guiding pedestrians to the New Castle Court House Museum and FRST Welcome Center. This includes pedestrian signs directing visitors between the New Castle Court House and the FRST Welcome Center which must also include directions to the Arsenal (owned by HCA) which houses the New Castle Visitor Center (operated by the New Castle Historical Society) and may include directions to other nearby historical sites when appropriate.

The contractor will also plan and design all outdoor signs for the FRST Welcome Center necessary to guide and inform visitors. FRST Welcome Center Visitor Information System signs will display information including but not limited to hours/seasons of operation, and rules and regulations, and will include directional signs leading to and labeling the facility’s accessible entrance.

The following signs are not within the scope of work for the New Castle Court House Museum and FRST Welcome Center site: Signs for building interiors;

regulation, facility hours, and other informational signs on the grounds of the New Castle Court House Museum; park boundary signs; or signs that are

5. The Dover Green

The Dover Green, located in the heart of the state’s capital, Dover, is a FRST site owned by the City of Dover. It is the location where Delaware ratified the constitution and became the first state. The Green is used for public events and is a component of guided walking tours and self-guided exploration of the state capital. The Dover Green’s NPS affiliation is symbolic of the site’s importance but is not often a primary reason or enticement for visitors to attend the site.

Adjacent to the Dover Green, the Old State House (owned/operated by HCA) houses the NPS/FRST passport stamp, widely collected by NPS enthusiasts.

The contractor will survey all existing signs on approach highways and roads and pedestrian routes leading to the site and use information collected in the survey to inform the locating and planning of new signs which express the site’s affiliation with the NPS and a demolition plan indicating which signs are to be removed.

The park will seek appropriate approval for sign designs and may request changes to layouts in order to satisfy DOT and local requirements.

All designs for The Dover Green shall be completed in accordance with the following:

The contractor shall plan and design pedestrian wayfinding signs guiding visitors from the capital grounds area on Federal Street to The Dover Green and to the Old State House (for the purpose of obtaining an NPS/FRST passport stamp). The contractor must work within the existing style of pedestrian wayfinding signs in the City of Dover and must ensure The Dover Green’s NPS affiliation is evident on the signs.

The following signs are not within the scope of work for FRST’s The Dover Green site: Visitor Information System signs for purposes other than wayfinding (regulations, facility hours, other informational signs, etc. are not required for this site), boundary signs, indoor signs, or signs that are

6. John Dickinson Plantation

The John Dickinson Plantation, located in Dover, Delaware, is owned and operated by the Delaware Division of Historical and Cultural Affairs (HCA).

The site is gated, and the gate is open only during operating hours. HCA operates two main facilities on-site – the visitor center (barn) and the John Dickinson Mansion. Visitors can take self-guided tours of the grounds.

The contractor will survey all existing signs on approach highways and roads, parking lots, and pedestrian routes within the site and use information collected in the survey to inform the locating and planning of new signs which express the site’s affiliation with the NPS and a demolition plan indicating which signs are to be removed.

The park will seek appropriate approval for sign designs and may request changes to layouts in order to satisfy DOT and local requirements.

All designs for the John Dickinson Plantation shall be completed in accordance with the following:

• Attachments A-M Sign planning and design for John Dickinson Plantation will include Park and Facility Identity signs, all off-site vehicle approach signs, on-site vehicular and parking control signs, and Visitor Information System signs as follows:

John Dickinson Plantation Sign Types

a. Motorist Guidance Signs

The contractor will survey all existing Motorist Guidance signs directing to and within the John Dickinson Plantation and provide updated designs which express the site’s affiliation with the NPS and plan and design new signs where signs are needed but lacking.

This includes all necessary motorist guide signs on approaching highways, interstates, and neighboring surface streets leading to the site. Signs directing to the John Dickinson Plantation may need to incorporate the names and directions of other nearby historical and/or recreation sites, when relevant. Also included are all motorist guidance signs within the site necessary to inform and direct visitors to parking areas and places of interest and parking control signs.

Motorist Guidance sign designs must comply with NPS Sign Standards as well as federal, state, and local sign ordinances where they apply.

b. Park/Facility Identity Signs The contractor shall plan and design (1) Park Identity sign that identifies the John Dickinson Plantation as an NPS/FRST site and (2) Facility Identity signs that identify facilities on the plantation (the John Dickinson Mansion and the visitor center). Identity signs must be based as closely as possible on NPS Identity Sign standards and should accurately reflect the partnership between the NPS/FRST and HCA (the site’s operating partner) and be visually consistent with other Identity signs in this contract.

The contractor is to plan and design all signs to go at the John Dickinson Plantation gate on Kitts Hummock Road (in addition to the Park Identity sign described above) to inform visitors of information including but not limited to: hours, rules, and regulations. Additionally, the contractor will plan and design pedestrian directional signs to aid visitors in navigating between parking areas and the visitor center and mansion.

The following signs are not within the scope of the John Dickinson Plantation component area of this contract: Park boundary signs, Visitor Information System signs beyond the entrance gate for purposes other than wayfinding (regulations, facility hours, other informational signs, etc. are not required for this site), indoor signs, or signs that are interpretive in nature.

III. TASKS 1 THROUGH 4

This contract includes the components outlined above and is divided into the following tasks:

1. Task 1 - Project Overview and Existing Conditions Documentation

1.1 Kick-off Meeting and Site Visit

Conduct a kick-off meeting with the Contracting Officer’s Representative (COR) and First Stat National Historical Park (FRST) staff to establish parameters of the project, project scope, and sign components; review NPS Sign Standards; establish the master schedule, major review meetings, project review processes, approval strategy, and overall design approach; and clarify other items that will lead to project success. The site visit shall include an orientation tour of FRST’s six sites. The contractor is to prepare a written summary of meeting notes including project parameters and other scope of work decisions.

1.2 Survey Sites and Locate All Existing Signs

The contractor shall survey and locate all existing signs currently installed in the park and signs directing to the six FRST sites on approaching highways, interstates, and neighboring surface streets. The purpose of this pre-design component is to identify any current signs in place, identify elements of partners’ visual identities on existing signs, allow assessment of current site conditions, provide a strategy for understanding the sites, determine limitations in locating new signs, provide information on footer requirements and other mounting techniques required for signs, and provide the final demolition plan for sign removal.

1.3 Develop Existing Sign Survey

Using data collected from the site survey, prepare a sign survey document which contains photographic references for all current site conditions in a format that is easy to read and understand.

1.4 Develop Existing Sign Location Plan

Using data collected from the site survey, prepare an existing sign location plan that locates each sign on a map by a numerical or alpha-numerical identifier.

2. Task 2 - Sign Planning and Locating

2.1 Develop a Visual Sign Type Menu

The contractor shall develop a Visual Sign Type Menu for all signs required based on site surveys, discussion with the park, review of NPS Sign Standards and examples (Attachments A-L) review of pertinent DOT sign standards, local sign ordinances, partner sign standards and visual identity elements (Attachments M-S), and understanding of project goals.

The Sign Type Menu should display sample formats, colors, and fabrication concept drawings for every type of sign the contractor is proposing to include in the sign master plan.

2.2 Develop a Sign Message Schedule

The contractor shall provide messaging by sign type for park review including key messaging strings for Identity Signs, off-site and on-site Motorist Guide Signs, and Visitor Information System signs.

2.3 Develop a new Sign Location Plan

The Sign Location Plan shall include all signs numerically keyed and located.

2.4 Develop a Sign Demolition Plan

The Sign Demolition Plan shall be based on the existing sign location plan and will show all existing signs and list whether each sign is to be removed or kept.

2.5 Prepare and submit Visual Sign Type Menu, Sign Message Schedule, Sign

Location Plan, and Sign Demolition Plan.

3. Task 3 - Sign Drawings and Location Plan

Based on the approved Task 2 Documents, the contractor shall develop sign plan documents including creating all sign drawings with layouts and dimensions, color schemes, proposed mounting and structural design, specification, and a developed sign location plan. Components of this task shall include:

3.1 Design Development of all Sign Panel Layouts and Structures with

Fabrication Details for every sign included in the sign plan.

3.2 Development of Sign Location Plan

3.3 Prepare and submit Sign Panel Layouts and Structure and Details and Sign

Location Plans.

4. Task 4 - Prepare and Submit Final Documentation

The contractor shall prepare and submit Design-Intent Fabrication Drawings with Specifications and Location Plans, to include a PDF set of drawings, the drawings in the native design program, all design production specification, location and demolition plans, map and art files required to fabricate the final signs. The production files shall include all necessary specification, including hi-res production files, art, map art, and supporting files. The final plan shall include the Sign Panel Layouts and Structures with Fabrication Details, Sign Location Plan, and Sign Demolition Plan.

IV. PERIOD OF PERFORMANCE

All work, including review and approval, shall be completed on or before September 30, 2022.

V. REVIEW AND APPROVAL

Review and approval of the deliverables shall be completed within 30 days. The COR will notify the contractor, in writing, of approval or rejection of the work. In the event the government delays beyond the period specified the contractor shall be entitled to a day-to-day extension in the completion date.

VI. CONTRACT TYPE

The NPS anticipates awarding a firm fixed price contract.

VII. TRAVEL

The contractor is responsible for whatever travel is necessary in the performance of this contract. The contractor will be reimbursed for such travel in accordance with the current official Standard Government Travel Regulations. Only coach class for common carriers will be reimbursed. Any additional travel not authorized in the Contract must be approved, in writing, by the Contracting Officer before it is actually accomplished.

VIII. DELIVERABLES

All design documents shall be presented to the COR for review and approval. All deliverables in Task 1-3 shall be submitted as PDF files and be uploaded through the NPS ftp site or emailed directly to the COR for review and approval. Task 4 documents shall be supplied in the native design programs and PDF files and be uploaded through the NPS ftp site for COR for review and approval. Distribution of all design documents for all Tasks shall be handled by the COR.

All designs shall be prepared in standard drawing programs including Adobe Illustrator with CADtools Dimensioning Plug-in. All designs shall be rendered in scale and shall be fully dimensioned, detailed, and specified. The contractor shall prepare design drawings in accordance with NPS requirements and document all details and specification as necessary to fabricate signs.

X. GOVERNMENT-FURNISHED PROPERTY

The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not incorporated into the project.

XI. INSPECTION AND ACCEPTANCE

All service and work performed under this contract shall be subject to inspection and acceptance by the designated Contracting Officer's Representative (COR) at any time during performance. If the COR determined that services, work or materials being furnished do not meet the required standards, the government reserves the right to have the work performed elsewhere, charging the contractor with costs involved, subject to the provisions of FAR 52.249-8.

XII. INVOICING

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (May 2016)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: none

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

XIII. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM

NOTICE TO CONTRACTORS

Contractor Performance Assessment Reporting System (December 2015)

A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

B. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).

Information in the report must be protected as source selection sensitive information not releasable to the public.

D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

1. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.

2. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

5. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

6. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

F. The following guidelines apply concerning your use of the past performance evaluation:
