Description of Amendment
Solicitation No. 140P2121R0052 - First State National Historical Park Plan and Design Signage System
Questions and Answers:
1) Question #1:
Has this same work been completed at this site previously; if so, who was the awarded contractor?
Answer #1:
No. FRST has never had a comprehensive sign master plan, nor has a contract been competed or awarded for this work previously.
2) Question #2:
Page 31 of 82 states: “Engineer: provides engineering detail drawings and certifications for sign elements as required in the scope of work, must be certified in the state where the sign installation will occur.”
On all previous NPS projects, we’ve never seen the request for an engineer. Typically, the engineering calculations and detailed engineering drawings are the responsibility of the chosen signage fabricator. This is beneficial for both the NPS and the chosen fabricator because the responsibility of the structures should be studied and communicated by the contractor that is actually building the signage. In addition, the “engineer" is not even included in the provided fee schedule.
– Can you confirm whether or not an engineer needs to be included in our team? It’s just not common practice to carry this discipline on our design team.
– Can we assume that an engineer will be added during fabrication, not during the design and planning process? Please confirm.
Answer #2:
The government will not require an engineer on the team to provide detailed drawings or certify drawings.
The government will still require detailed drawings for all sign layouts, structures, materials, colors, paints, footer, and other structural components. The drawings should be complete to the extent that a fabricator would have all the information necessary for fabrication, but they may be labeled “Design-Intent” so that the government can require the sign fabricator, and not the offeror on this design contract, to supply engineering.
3) Question #3:
Uniguide Standards vs. Unique Regional FRST Brand:
Generally speaking, it sounds like the RFQ is calling for the FRST sign system to follow the Uniguide signage system. With all of the detail drawings included in the Uniguide package, we always wonder why the NPS projects request all new detail drawings in subsequent packages.This leads us to believe that the system should follow the spirit of the Uniguide, but the sign types may go above and beyond what is included in that signage package. It sounds like there’s a desire to link these 6 sites under one FRST brand.
Can you elaborate or clarify the NPS expectations on where the designer can deviate from the standards, and whether there’s a desire for a slightly unique FRST brand that falls under the umbrella of the NPS brand?
Answer #3:
Ideally, signs for FRST will conform entirely with NPS Standards. However, given that most areas of the park are now owned by the NPS and have operating partners and local ordinances that must be followed, the government recognizes that compromises may have to be made. It will be up to the contractor to propose design solutions where NPS Standards are in conflict with partner or local requirements.
The government will likely seek explanations for any deviations made from NPS sign standards. Decisions made as a result of park partner or local ordinances for design or materials are likely to be accepted. Design decisions made with the sole intent of creating a FRST “brand” may be rejected.
Sign panel layouts are likely to receive the most scrutiny and should conform to NPS standards to the full extent possible. Layouts are expected to be obviously derived from standard NPS layouts and use NPS standard fonts – examples for identity signs are in attachment C – NPD ID Sign Examples with Partner Logos. The government expects deviations from standard panel designs to include the addition of partner logos and possibly use of non-standard colors.
Identity Sign bases are the area offering the most flexibility. Perhaps the designer will propose a standard base configuration as depicted in the NPS Identity Sign Manual (Attachment A) or maybe the designer will take the opportunity to design a base configuration that is more suited to the park’s location and history and to comply with local ordinances.
