GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor whose offer, conforming to this solicitation, provides the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1423Q0083. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Yellowstone National Park Self-Contained Breathing Apparatus (SCBA) Testing and Service. Yellowstone Structural Fire has two models of SCOTT SCBAs -- NxG7 (quantity 32) and X3 Pro (quantity 38).
The intent of this combined synopsis/solicitation is to obtain quotes for Annual SCBA Testing & Service in Yellowstone National Park to be accomplished in accordance with all applicable manufacturer's instructions, National Fire Protection Associations (NFPA) and Occupational Safety and Health Administration (OSHA) standards.
In addition to meeting the NFPA and OSHA standards all batteries shall be replaced in all the SCBAs as part of the annual inspection and testing and in accordance with manufacturer's recommendations.
NFPA 1852 specifies the criterion that the breathing machine must meet, including the test perform and the exact curve of the breathing rates.
Inspection / Cleaning / Service Requirements: A flow test, also known as a performance test, ensures that an SCBA is performing to manufacturer’s specifications. Flow test results are best in numeric or graphical form for easy immediate analysis.
The contractor shall provide proof of certification to work on SCOTT SCBA's
SCBA's are mounted on fire apparatus located in Mammoth, Tower, Canyon, Lake, Grant Village and Old Faithful.
Contractor would be expected to drive the various locations and perform the maintenance on site. With coordination made ahead of time the SCBA's can be gathered at Mammoth, Lake, and Old Faithful to prevent less moving of testing equipment. The National Park Service can refill cylinders with breathing air, including vehicle mounted cylinders, at Mammoth, Lake, and Old Faithful.
The Government contemplates a Firm‐Fixed Price contract award resulting from this combined synopsis / solicitation for a Base and Four Option Years.
This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 811310. The small business size standard is $12.5M.
PERIOD OF PERFORMANCE:
The period of performance shall be for one (1) Base Year period and four (4) Option Year periods.
Base Year: 09/04/2023 through 09/03/2024 Option Year 1: 09/04/2024 through 09/03/2025 Option Year 2: 09/04/2025 through 09/03/2026 Option Year 3: 09/04/2026 through 09/03/2027 Option Year 4: 09/04/2027 through 09/03/2028
Hours of Operation: The Contractor is responsible for conducting business between the hours of 8:00 a.m. and 4:30 p.m., Monday through Thursday. The Contractor will ensure an adequate workforce is available for uninterrupted performance once services begin for each contract period (e.g., Base Item and Option Items 1‐4) until all inspection, test and maintenance of equipment is completed for the applicable contract period.
Work Plan: The Contractor shall coordinate work performance with the Program Manager. A Work Plan, including the approximate amount of time for the annual inspections, testing, and repairs, along with the following items, shall be required. (NOTE: A Draft version of the Work Plan that can be revised and finalized after contract award, and prior to the start of work, MUST be included with the Contractor’s quote.)

QUALITY CONTROL/QUALITY ASSURANCE:
The Contractor is responsible for the quality and accuracy of all work performed.
The Government is responsible for Quality Assurance. The Government will perform sight surveillance to ensure that proper inspection, testing, and repair services are conducted and that safety procedures are followed. Repetitive or continuous failure to meet the contract requirements may result in termination of the Contractor’s right to proceed.
MEASUREMENT AND PAYMENT:
Open‐circuit SCBA testing, inspection, and service of all units within the Park will be priced and performed on a Lump Sum basis. Payment for repairs (labor) and parts will be paid for actual quantities required.
AWARD SELECTION PROCESS:
Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications and prior experience.

INSTRUCTIONS TO OFFERORS:
Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
