COMBINED SYNOPSIS AND SOLICITATION:

This is a Combined Synopsis/Solicitation for commercial items prepared under the authority of and in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is also issued under the authority of and in accordance with FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items.

This solicitation is a Request for Quotation (RFQ). This RFQ is an Unrestricted Competitive Solicitation. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2023-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The Product Service Code (PSC) DA10—IT and Telecom-Business Application/Application Development Software, is applicable to the current requirements. The North American Industry Classification System Code 513210-Software Publishers, with a small business size standard of $47 million dollars is applicable to the current requirements.

This RFQ is being issued by the United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the DOI, Bureau of Ocean Energy Management.

BSEE contemplates a single award of a firm fixed price contract, as a result of this combined synopsis/solicitation. The purpose of this RFQ is to obtain competitive quotations in response to the requirements: Economic Model and Upstream Oil & Gas Database Subscription. As result of this RFQ, the Government anticipates issuing a single Purchase Order to satisfy the requirements.

SECTION 1

PRICING

1.1 GENERAL INFORMATION

This acquisition is being conducted under the authority of and in accordance with the format in the FAR Subpart 12.6 and FAR Subpart 13.5. This acquisition uses the combined synopsis and solicitation procedures of FAR Subpart 12.6. The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on the behalf of the Bureau of Ocean and Energy Management, is issuing this Request for Quotation for the requirements titled:

Economic Model and Upstream Oil & Gas Database Subscription. BSEE anticipates awarding a Firm-Fixed-Price Purchase Order

The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

SECTION 2

STATEMENT OF WORK

Economic Model and Upstream Oil & Gas Database Subscription

2.1 BACKGROUND

The Bureau of Ocean Energy Management (BOEM) is responsible for evaluating and recommending Outer Continental Shelf (OCS) energy leasing policies which help ensure that the U.S. public is receiving a fair return when conveying the right to operate on the Federal OCS. Due to the competitive nature of the global oil and gas market, BOEM requires project economic models as well as frequently updated, accurate cost and resource information for analyzing offshore oil and gas projects. Additionally, as the offshore wind market is an emerging market in North America, BOEM is requesting project level data for offshore wind projects including estimated costs and cost drivers.

BOEM also is requesting information regarding the organizational, regulatory, and fiscal regimes of other oil and gas and wind energy producing countries to study the competitiveness of the U.S. lease terms. High-quality offshore wind and oil and gas exploration and production database will improve BOEM’s capability to compare the economics of U.S. OCS resources to other global offshore energy assets.

2.2 PURPOSE AND OBJECTIVES

BOEM seeks a subscription to a commercial off-the-shelf economic models and databases for offshore oil and gas, and wind. This subscription will facilitate valid comparisons of OCS assets to other international peer jurisdictions competing for oil and gas or offshore wind investments. For oil and gas resources, this peer comparison is part of BOEM’s analytical process before each OCS lease sale to help ensure that receipt of fair market value is properly balanced with the prudent development of these assets. Staying apprised of new developments internationally, as well as results of peer group countries’ licensing round results will better enable BOEM to gauge OCS asset’s competitiveness for capital investment. Offshore wind analytics will provide BOEM with helpful information on the development of the industry, domestic supply chain and inform policies to support offshore wind development.

2.3 SPECIFIC REQUIREMENTS: TASKS

2.3.1 Task 1: Economic Model and Data Subscription

BOEM is seeking an existing commercial, off-the-shelf (COTS) product and data with limited or no customization that meets the required functionality and content. The Contractor may propose combinations of products or data sources that meet the government’s needs, including scaled regional data packages.

The Contractor shall provide a subscription which shall include:

• An oil and gas economic asset model including economic modeling capabilities (functionality and content) as follows:

o Ability to study both discovered fields in the U.S. and peer group jurisdictions as well as the ability to study hypothetical fields input by the user.

o Ability to vary existing model inputs including but not limited to changes in exploration and development costs, oil and natural gas prices, discount rate, and other relevant input assumptions.

o Ability to model discovered or hypothetical fields over a wide range of alternative fiscal terms or systems used in other jurisdictions or the ability to change royalty rates or other fiscal terms to a user-identified value. These alternatives include royalty suspension by volume, royalty holiday on initial royalty payments, 0%-25% royalty rate, production-sharing agreements, variations in cost recovery, and standard terms for selected peer jurisdictions.

o The model outputs shall allow BOEM to ascertain the impacts of changes on fiscal and profitability metrics.

o Ability to import and export assumptions and model results into Microsoft Excel.

• The global oil and gas upstream asset database for the U.S. and international offshore basins shall include capabilities (functionality and content) as follows:

o Accurate, updated field level data from (at a minimum) the U.S. Gulf of Mexico, other U.S.

offshore jurisdictions, key Western Hemisphere countries with offshore oil and gas activity, and the North Sea.

o The contractor shall identify which key Western Hemisphere countries and any other countries are included in the database.

o The data shall include recent discoveries, current/historical developments, and planned projects with project reserve, production, and cost estimates.

o The contractor shall identify their process for reviewing data for accuracy and the frequency of the data updates.

o The database shall form the baseline data for the contractor’s economic asset model.

• The offshore wind service shall include capabilities (functionality and content) as follows:

o Accurate, updated project level data from (at a minimum) the U.S. OCS, European and Asian countries with substantial offshore wind activity.

o The data shall include credibly sourced inputs leading to project level economics, including estimates of pricing through power purchasing agreements, renewable energy credits, and/or wholesale market prices where available or applicable.

o The data shall include detailed cost estimates for annual and cumulative capital and operating expenses.

o The database shall include regularly updated profiles of project Tier-1 component suppliers and providers.

2.3.2 Task 2: Access to Country Fiscal Term and Legal Library

The Contractor shall provide access to a library of offshore oil and gas and offshore wind fiscal terms and legal structures from countries included in the Task 1 database. The library shall include a description of each country’s fiscal terms, fiscal take formulas, considerations for investors, and definitions of key terminology. If not provided under Task 3, the library shall also include updated information for:

• Recent auction results.

• Appropriate lease block or geographic identifying information (including lease size).

• Numbers and sizes of a) leases offered and b) awarded acreage.

• Bonus bids, work commitments, or other factors for winning bids.

• Recent changes for the leasing or licensing process.

The fiscal library shall be an existing Commercial Off-The-Shelf (COTS) product that meets the required functionality and content.

2.3.3 Task 3: Access to Current Upstream Analytical Analysis and Reports (offshore focus)

The contractor shall provide a subscription to recent or periodic analyses or reports for the upstream offshore oil and gas industry, and the offshore wind industry. The subscription service shall include the contractor’s periodic analysis of the performance of the oil and gas and wind markets with emphasis on the relative attractiveness of offshore basins. The contractor shall identify the frequency of these updates and the approximate number of updates per year or quarter. The contractor shall describe recent analytical reports that are available to BOEM with this subscription including a synopsis of the report, the analysis used, and types of charts, tables, or graphics included.

For oil and gas topics, the service shall include themes such as:

• Recent discoveries.

• Drilling activity.

• Fiscal term changes for major offshore oil producing countries.

• Industry trends in the U.S. Gulf of Mexico.

For offshore wind topics, the service shall include themes such as:

• Market trends for Jones Act compliant vessels.

• Global offshore wind licensing.

• Developments of market pricing for U.S. projects.

• North America supply chain developments.

These reports shall include key conclusions and takeaways from the analysis. If the analysis includes financial metrics for offshore projects in the contractor’s database, the analysis shall be reproducible by users of the subscription service.

2.3.4 Task 4: Licensing Requirements and Model Support

The contractor shall provide BOEM one-year licenses for a minimum of five or up to ten users (quote should specify price differences based on the number of users). The contractor shall provide BOEM with a method in which it can substitute each user as necessary. BOEM shall be able to substitute a new user for each user license no more than one time per year.

The subscription service shall include any assistance with initial program installation, the installation of any upgrades, revisions to program documentation, or maintenance.

The contractor shall provide training on the model and database subscription through screen remote training within ten (10) business days of log-in or software delivery. The remote training shall cover the basics of the model, demonstrate commonly used scenarios specific to offshore fiscal terms changes and answer questions from BOEM.

The contractor shall also be available for up to twenty (20) hours throughout the year as needed to train new users, respond to questions, assist with modeling, or other database needs.

2.4 BASE PERIOD OF PERFORMANCE

The contractor shall provide a one-year subscription to the oil and gas economic model, and databases for upstream oil and gas and offshore wind energy.

BOEM will determine whether to exercise each option year at the end of the previous subscription year.

OPTION YEAR ONE (1):

The contractor shall provide the services required under Tasks 1-4 for OPTION YEAR ONE (1). This includes annual training, if BOEM requests as well as continued support with any issues regarding program installation, improved documentation, and maintenance. The contractor shall also provide twenty (20) hours throughout the year for model or database support and discussion.

OPTION YEAR TWO (2):

The contractor shall provide the services required under Tasks 1-4 for OPTION YEAR TWO (2). This includes annual training, if BOEM requests as well as continued support with any issues regarding program installation, improved documentation, and maintenance. The contractor shall also provide twenty (20) hours throughout the year for model or database support and discussion.

OPTION YEAR THREE (3):

The contractor shall provide the services required under Tasks 1-4 for OPTION YEAR THREE (3).

This includes annual training, if BOEM requests as well as continued support with any issues regarding program installation, improved documentation, and maintenance. The contractor shall also provide twenty (20) hours throughout the year for model or database support and discussion.

OPTION YEAR FOUR (4):

The contractor shall provide the services required under Tasks 1-4 for OPTION YEAR FOUR (4). This includes annual training, if BOEM requests as well as continued support with any issues regarding program installation, improved documentation, and maintenance. The contractor shall also provide twenty (20) hours throughout the year for model or database support and discussion.

2.5 DELIVERABLES

Post Award Meeting

The contractor shall participate in a post-award meeting via teleconference within ten (10) business days after contract award. At that meeting, the participants shall discuss the delivery of the subscription service and answer any initial questions about log-in, set-up, etc.

Subscription Service Log-in and Installation

Within five (5) business days after the Post Award Meeting, the contractor shall provide the following deliverables:

• COR – one digital notification of subscription.

• CO – one digital notification of subscription.

• Logon information for access to subscriptions directly to subscribers who will be identified by

COR.

• Possible times to schedule user training as described in Task 4.

SECTION 3

GENERAL TERMS AND CONDITIONS

3.1 SCOPE

The Government anticipates issuing a single Purchase Order to satisfy the technical requirements as described in Section 2: Statement of Work.

3.2 PERIOD OF PERFORMANCE

It is anticipated that the period of performance for the requirements will be one-year from the date of award that will include one base-year and four, one-year options-subject to exercising based on the sole discretion of the Government.

3.3 PLACE OF PERFORMANCE

The primary place of performance is at the Contractor's location.

3.4 ADMINISTRATIVE POINTS OF CONTACT

3.5 INVOICING REQUIREMENT

Proper invoices shall be submitted in accordance with Section 3.5.1 below and are subject to acceptance or rejection.

3.5.1 DOI-AAAP-0028, v03, ELECTRONIC INVOICING AND PAYMENT

REQUIREMENTS - INVOICE PROCESSING PLATFORM (IPP) (APR 2013)

Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212- 4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: A standard invoice as an attachment to the IPP submission.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date.

Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

3.6 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, http://www.ipp.gov/ mailto:ippgroup@bos.frb.orgor within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

(a) Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (1Pv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with 1Pv4 systems and provide at least the same level of performance and reliability capabilities of 1Pv4 products.

(b) Specifically, any new IP product or system developed, acquired, or produced must:

(1) Interoperate with both 1Pv6 and 1Pv4 systems and products, and

(2) Have available contractor/vendor 1Pv6 technical support for development and implementation and fielded product management.

(c) As 1Pv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all non-1Pv6 capable equipment, as defined above, that is fielded under this contract with 1Pv6 capable equipment, at no additional cost to the Government.

(d) The contractor shall provide technical support for both 1Pv4 and 1Pv6.

(e) Any system or software must be able to operate on networks supporting 1Pv4, 1Pv6 or one that supports both.

(f) Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.

3.8 CONTRACTOR'S QUOTATION

The Contractor's quotation may be incorporated by reference into the order under the authority of and in accordance with FAR 52.212-4(s)(8). Any inconsistencies or in event of a conflict between terms and conditions of the order and the contractor's quotation shall be resolved by giving precedence to the terms and conditions of the order.

3.9 CLAUSES INCORPORATED BY REFERENCE

In accordance with FAR 52.252-2, this solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Contractor shall comply with these clauses unless the circumstances do not apply.
