SECTION C. STATEMENT OF WORK (SOW)
C.1.0 Description of Services - The Bureau of Land Management (BLM), Roseburg District Office, requires a Contractor to perform Intermediate Stand Management services. Services will be required to treat trees and shrubs by cutting, girdling, and pruning along with slash and duff treatments. These services will be performed in order to provide more growing space for selected leave trees and reduce fuel loading. Trees in the project areas are typically 10-40 years old.
C.1.1 Location of Project - All project units are located within the South River and Swiftwater Resource Areas, Roseburg District BLM, Douglas County, Oregon.
C.1.2 Boundaries of Units - Project unit boundaries not clearly defined by roads, adjacent timber stands, natural or manmade features are marked with flagging, paint or tags.
C.1.3 Access to Units - Units are accessible with 2-wheel drive or 4-wheel drive vehicles. Foot travel up to ½ of a mile may be required to access unit boundary, as designated on individual project unit maps.
When foot travel is greater than ½ mile to the project unit boundary, each additional ½ mile will be compensated based on the formula described in C.1.3.1.
C.1.3.1 Standard Access: Access is defined as (1) passable with a 2-wheel drive vehicle although a 4-wheel drive may sometimes be required or (2) foot travel to the closest project area boundary is up to 0.5 miles. Foot travel over 0.5 miles to individual project areas will be compensated as follows:
0.51 – 1.0 miles 10% Compensation*
1.01 - 1.5 miles 15% Compensation*
1.51 - 2.0 miles 20% Compensation*
2.10 + miles 25% Compensation*
*Compensation percentage will be applied to the cost per acre for the unit(s) requiring foot travel.
C.1.3.2 All-terrain vehicles used by the Contractor will be approved by the Contracting Officer Representative (COR) prior to use.
C.1.3.3 Use of 2-wheel and 4-wheel drive vehicles on dirt roads is permitted only with the COR’s approval.
C.1.3.4 Locked gates restricting access are noted on the unit maps. Contractor will be provided keys at the Roseburg District Office by the COR after signing form DI-105, Receipt of Property. Keys will be returned no longer than five (5) calendar days after completion of work.
C.1.4 Security of Materials - The Contractor may leave equipment at the work site. However, the Contractor may be responsible for the equipment if it should be lost, stolen, or damaged. The Government will not be liable for any Contractor items left at the work site.
C.1.5 Sequence of Work - The sequence of work will be determined by COR at the pre-work conference and may be subject to change. Certain project areas may be designated as higher priority units which will require an earlier completion than the bulk of the contract units. Reasons may include but are not limited to: snow hazards and biological requirements.
C.1.6 Operating Permit – Oregon state law requires a permit to operate power driven machinery. The contractor is required to obtain all necessary permits from the Oregon Department of Forestry prior to the commencement of operations. This requirement applies to chainsaws and brush cutters.
C.1.7 Camping on BLM Administered Land - The Contractor shall obtain permission from the COR prior to camping on BLM administered lands and comply with all applicable state laws in regard to fire prevention.
C.1.8 Equipment and Supplies - The Contractor must furnish all necessary labor, equipment, transportation, supervision, materials, and incidentals necessary to complete the work as described.
C.2.0 DEFINITIONS
Aggregate Retention – Reserve trees are in groups or clumps.
Branch Collar - The transition zone between stem and branch.
Brush - Vegetation consisting of shrub species with single or multiple stems originating at or near ground level and not normally reaching twenty feet (20’) in height. Examples include but are not limited to the following: Vine maple, salmonberry, hazel, willow, huckleberry, manzanita, ocean spray, ceanothus species, rhododendron, and Scotch broom.
Clump - Tree or shrub with multiple stems originating from one bole or root collar.
Competitive Brush - Items A, B, C, D, E, F and G- Brush greater than half the height of leave trees and within ten feet (10’) of the stem or within the drip line, as specified in task order.
Competitive Trees - Items A, B, C, D, E, F and G - Conifer trees over one foot tall, less than eight inches DBH, and not selected as a leave tree. Hardwood trees one foot (1’) tall, less than eight inches (8”) DBH, within a twenty foot (20’) radius of the stem of a leave tree, greater than 1/2 the height of a leave tree, and not selected as a leave tree (see Attachment 2).
Conifer - An evergreen, cone bearing tree, such as Douglas-fir, western redcedar, incense cedar, western hemlock, ponderosa pine, sugar pine, grand fir, white fir, or noble fir.
Cut Leave Tree - A severed leave tree noted during inspection that should not have been cut.
Damaged Leave Tree - A leave tree damaged through felling of other trees or brush or contact with cutting tools.
Diameter Breast Height (DBH) - Diameter of the tree measured at 4.5 feet above ground on the uphill side if the tree.
Dispersed Retention – Reserve trees are arranged uniformly throughout the unit, generally at a regular spacing interval.
Duff - Decaying organic material found on the forest floor (all materials down to mineral soil).
Fuel Loading - Vegetation, dead or alive, in a defined space.
Hardwood - A broad-leaved tree capable of attaining a height of greater than twenty feet (20)’. Examples include: Alder, chinquapin, bigleaf maple, madrone, and oak species. Hardwoods may occur in two forms, single-stem or multi-stem (clumps). The single-stem form has one well defined stem with no branches occurring below DBH. The multi-stem form has more than one and often several well defined stems commonly originating from a single point at or near ground level. Multi-stem hardwoods are considered to be a “single” tree for spacing purposes. See attachment at the end of section C for an illustration.
Invasive Brush - Hawthorn, holly, laurel, Himalayan blackberry, and all broom species within unit boundaries and greater than one foot (1’) tall must be cut regardless of the distance from a leave tree.
Leave Tree - Trees selected for retention (not cut or girdled) by the contractor as specified in the task order.
Lodged Trees and Brush - Cut trees and brush leaning into, supported by, or covering a leave tree.
Lop and Scatter - Resulting slash will be cut and limbed to a depth not to exceed three feet (3’) above the ground surface. Stems will be cut in multiple pieces no longer than eight feet in length.
Oak Woodland - An area where oak species are the dominant tree species.
Opening - An area within the unit boundaries where brush, rock, water, or any other barrier creates a non-stocked condition that is greater than twice the prescribed thinning spacing in diameter.
Pre-commercial Thinning by Girdling - A treatment requiring that competitive trees over a specified diameter threshold be girdled and left standing upright rather than cut and felled. Trees below that threshold would be subject to standard cut and fell treatment.
Pruning - The severing of all live and dead limbs from the bole of a selected tree to the specified pruning height.
Reserve Tree - A tree designated in the task order by BLM that may not be cut or damaged.
Road Prism - Area of road surface including cut slope and road fill. See attachment at the end of section C for an illustration.
Slash - Any vegetative material that has been created by the actions (cutting) of the Contractor.
Trees Per Acre (TPA) - The average number of trees, of a given size, present on any one acre of a forested area.
Uncut Competitive Trees - A live conifer or hardwood tree that should have been cut to provide the required spacing for leave trees.
Variable-Spaced Pre-commercial Thinning - A method of thinning with a wide variance in retention tree spacing (up to 50%) in order to select the best leave tree, and a unit-level average tree density within 10% of the prescribed trees per acre. The treatment may include aggregate retention and some dispersed retention.
Well-formed Conifers - Conifers with a single straight bole and typical branching patterns for that species. These trees are free from damage on the boles and branches.
Well-Spaced Pre-commercial Thinning - A method of thinning with a narrow variance in retention tree spacing allowed (maximum of 20%) to select the best leave tree. When openings are encountered, a maximum variance of 40% is permitted to select additional leave trees. Overall spacing will average the prescribed spacing and the variance may only be used on individual tree selection.
C.3.0 SPECIFIC TASKS
C.3.1 All Items
Protection of Water Quality - Refueling of power equipment, such as chainsaws, must be completed at least 100 feet away from standing or flowing water.
Reserve trees will not be cut or damaged. Specific reserve trees will be designated in individual task orders and may vary between task orders.
Contractor will report signs of insect and disease when they impact spacing requirements. This may include chlorosis, heavy pitching, frass blisters, rust, or patchy (“salt-and-pepper”) mortality.
C.3.2 Items A, B, C, D, E, and F
Stump heights will not exceed twelve inches (12”), measured on the uphill side.
Competitive trees, competitive brush, and invasive brush will be completely severed from the stumps. No live limbs will be left on the stump of cut trees or below the girdle.
Cut trees and brush lodged in leave trees must be dislodged.
Trees or brush must not be felled across existing fence lines. Any damage to fence lines will be the responsibility of the Contractor to repair or replace.
When felling trees near roads, the Contractor must provide warning signs and flaggers as required by
OSHA OAR 437-007-0510437-007-0510.
Slash Requirements - All roads and unit boundaries designated on the project map must be kept free of slash concurrently with cutting. All slash must be pulled a distance of ten feet (10’) away from the edge of the road.
Tree species preference for leave trees will be specified in the task order.
C.3.2.1 Items A, B, C, and D - Well-spaced Pre-commercial Thinning
Unless specified in the task order, the following specification will apply. A maximum variance of 20% in spacing will be permitted to select the best leave tree. When openings are encountered, a maximum variance of 40% will be permitted to select additional leave trees. Overall spacing must average the prescribed spacing and the variance may only be used on individual tree selection.
In areas containing a variety of tree species, the largest, healthiest, well-formed conifer in accordance with the species preferences specified in the task order may be selected as the leave tree. In areas where conifer leave trees are not available (i.e. hardwood patches), the largest, healthiest hardwood on the prescribed spacing for that unit may be selected. Select single-stem over multi-stem form hardwood.
A maximum of 17 vigorous, hardwood leave trees per acre may be selected to average 50’ x 50’ foot spacing for retention unless otherwise specified in the task order.
The desired average number of leave trees per acre and nominal tree spacing, e.g. 13 x 13- foot will be defined in the task order.
C.3.2.1.1 Items A and B - Pre-commercial Thinning 75-199 Conifer Leave Trees per Acre
As defined in the task order, 75 to 199 (approximately 24’ x 24’ to 15’ x 15’ spacing) vigorous, well-formed conifer leave trees per acre will be selected for retention.
C.3.2.1.2 Items C and D - Pre-commercial Thinning 200-350 Conifer Leave Trees per Acre
As defined in the task order, 200 to 350 (approximately 15’ x 15’ to 11’ x 11’ spacing) vigorous, well-formed conifer leave trees per acre will be selected for retention.
C.3.2.2 Items E and F – Variable Density Pre-commercial Thinning
Spacing may vary up to 50% in order to select the best leave tree, as long as the unit-level average tree count falls within 10% of the prescribed trees per acre. Spacing may include some aggregate retention and some dispersed retention. No trees larger than ten inches (10”) DBH will be cut.
The desired average number of leave trees per acre and nominal tree spacing, e.g. 16’ x 16’ will be defined in the task order.
C.3.3 Items G and H - Pre-commercial Thinning by Girdling
The desired number of leave trees per acre will be defined in the task order. Competitive trees between four inches (4”) and ten inches (10”) DBH must be girdled. These trees will not be felled. Trees over ten inches (10”) DBH will not be girdled. Cuts will be made below the lowest live limb. All remaining competitive trees less than four inches (4”) DBH must be fully severed.
A four to six inch (4”-6”) wide horizontal band or two parallel cuts completely around the bole must penetrate at least one-quarter inch (1/4”) but no more than three-quarters inches (3/4”) into the wood, such that the cambium is removed. Cuts will be made below the lowest live limb. The preferred method of girdling will be identified on each task order. See attachment at the end of section C for an illustration.
A maximum variance of 20% in spacing will be permitted to select the best leave tree. When openings are encountered a maximum variance of 40% will be permitted to select additional leave trees. Overall density (spacing) must average that prescribed in the task order and the variance will only be used on individual tree selection.
In areas containing a variety of tree species, the largest, healthiest, well-formed conifer may be selected as the leave tree. In areas where conifer leave trees are not available (i.e. hardwood patches), the largest, healthiest hardwood on the prescribed spacing for that unit will be selected; choose single-stem form hardwoods over multi-stem hardwoods.
C.3.3.1 Item G – Pre-commercial Thinning by Girdling 0-49 TPA
As defined in the task order, 0-49 trees per acre will be girdled.
C.3.3.2 Item H – Pre-commercial Thinning by Girdling 50-100 TPA
As defined in the task order, 50-100 trees per acre will be girdled.
C.3.4 Item I and J - Oak Woodland Treatments
Conifers and hardwoods will be cut or girdled. Task orders will specify the preferred girdling method, competitive tree definitions by DBH and species, competitive brush definition, and paint and/or flagging colors used. Competitive brush as defined in task order must be cut. Leave trees may also be designated with tree marking paint or flagging prior to cutting by the Government or will be defined in task order.
The levels of difficulty are based on conifer TPA removal.
The maximum diameter of tree size to be felled is sixteen inches (16”) DBH. Maximum diameter of girdled trees is twenty-four inches (24”) DBH.
C.3.4.1 Game designated trails will be kept free of treatment slash. These trails will be designated on maps and clearly defined on the ground with flagging.
C.3.4.2 Item I- Oak Woodland Treatment - Level I
As designated in the task order, 1-99 trees per acre will be cut or girdled.
C.3.4.3 Item J - Oak Woodland Treatment - Level II
As designated in the task order, 100-200 trees per acre will be cut or girdled.
C.3.5 Item K and L- Pruning
Trees selected to be pruned will be based on the following:
Prune the largest, healthiest, well-formed, and undamaged Douglas-fir, pine, or cedar trees.
A maximum variance of 20% in spacing will be permitted to select the best tree. The variance will only be used on an individual tree selection.
Crooked trees, trees with multiple stems, and open grown trees will not be pruned except as specified in the task order.
C.3.5.1 Vertical Lift Measurement - Measure the pruning height from the ground level on the uphill side of the tree with a measuring pole that is held parallel to and within four inches (4”) of the bole of the pruned tree.
The task order will specify the desired lift height, but trees may be pruned to a max of eighteen feet (18’) in height. If the selected tree is less than thirty-six feet (36’) in total height, the pruning height may not exceed half the total tree height. See attachment at the end of section C for an illustration.
C.3.5.2 Pruning Method - All live and dead limbs must be removed by completely severing them from the tree as close to the bole as possible without damaging the branch collar and/or the bole.
Pole pruners, hand saws, pruning knives, chainsaws and/or loppers may be used to remove limbs. The use of clubs or any other tools that result in shattered or jagged branch stobs is prohibited. The task order may further allow or prohibit pruning tools as needed, e.g. chainsaws may not be allowed for pruning if the goal of pruning is to improve economic value.
C.3.5.3 Item K - Pruning
As designated in the task order, 100-199 trees per acre will be pruned.
C.3.5.4 Item L - Pruning
As designated in the task order, 200-300 trees per acre will be pruned.
C.3.6 Item M and N - Lop and Scatter
Stems will be cut into multiple pieces no longer than eight feet (8’) in length.
C.3.6.1 Item M - Lop and Scatter - Level I
Cut material will be lopped and scattered so that slash depth is three feet (3‘) or less from the surface of the ground.
C.3.6.2 Item N - Lop and Scatter - Level II
Cut material will be cut and lopped so that all top and side branches are free from the central stem so that slash depth is two feet (2’) or less from the surface of the ground.
C.3.7 Item O - Slashing
All live and dead standing vegetation greater than twelve inches (12”) in height or length, but not over eight inches (8”) in diameter must be completely severed with the stump height not to exceed six inches (6”). This will be the standard size for treatment unless otherwise designated.
Individual tree species may be specified as reserved from cutting on individual units and will be designated in the task order.
Slashing locations will be identified on the task order and may include a whole unit or specified foot distance from an identified location such as a road.
C.3.8 Item P - Slash Pull Back
All slash greater than one inch (1”) but not over eight inches (8”) in diameter resulting from prescribed treatment will be pulled back up to twenty-five feet (25’) from any road or unit boundaries designated in the task order. This will be the standard treatment unless otherwise designated in the task order. Ten-foot (10’) slash pull back is standard in pre-commercial thinning treatments along roads and is not accomplished under this item. Slash pull back from roads may be up to 25 feet under this item. The task order may designate a different size within this range for individual units (example: pull back 20 feet along unit boundaries instead of 25 feet), but not to exceed the 25 feet range.
C.3.8.1 Items Q and R - Duff Pull Back
Duff within four feet (4’) of the base of designated trees will be scraped and be spread away to a depth of less than six inches (6”). The root collar where the bole touches the ground will be scraped down to mineral soil on all sides without damaging the tree bole.
C.3.8.2 Level of Difficulty - The level of difficulty for duff pull back will be identified in the statement of work of each individual task order. The levels are based on the expected number of trees per acre (TPA) requiring treatment.
C.3.8.2.1 Item Q - Level I
As designated in the task order, fewer than 30 trees per acre will be treated.
C.3.8.3 Item R - Level II
As designated in the task order, 31-60 trees per acre will be treated.
C.3.9 Item S, T, and U- Hand Pile and Cover
All slash less than eight inches (8”) in diameter and greater than two feet (2’) in length must be piled.
Slash less than two feet (2’) in length may be left on the ground. The task order may designate a different size within this range for individual units (example: slash one to four or two to six inches only, instead of the less than eight inches), but not greater than eight inches (8”) diameter.
All piles may be constructed by laying limbs, stems, cut boles, and other slash in the pile so as to be parallel with each other. Pile slash in such a way to reduce large air spaces. Each pile may include an area of small sized slash (small branches less than ¼ to ½ inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash.
These fuels will be placed in the center of the pile.
Pile size must be a maximum of eight feet (8’) in diameter by eight feet (8’) in height, and minimum pile size will be six feet (6’) in diameter by five feet (5’) in height at the time of final inspection by the Government. The Government may designate alternative pile sizes up to 50% of the contract specifications.
All piles will be covered with 4-mil polyethylene plastic or alternate material approved by the COR to cover at least 70% of the surface of each pile, maximum plastic size of 10’ x 10’. All four corners and the middle of the plastic sheets will be anchored with slash or other debris.
Piles may not be closer than ten feet to leave or reserved vegetation or twenty-five feet (25’) to a unit boundary, unless approved by the COR. Slash may not be piled or placed on logs or stumps, in roadways or drainage ditches, or within channel bottoms or streams unless designated otherwise by the COR.
Information on locations, widths, and any other information concerning reserve areas will be provided by the Government in the task order.
The levels of difficulty for hand piling and covering will be identified in the task order. The levels are based on the number of piles per acre expected. The Government will designate which specification for size of material to be piled with each task order. The following are hand pile and cover levels.
C.3.9.1 Item S - Level I
An average of fewer than 30 piles per acre.
C.3.9.2 Item T - Level II
An average of 31 to 80 piles per acre.
C.3.9.3 Item U - Level III
An average of 80-120 piles per acre.
C.3.10 Item V - Roadside Chipping
All slash and brush will be chipped from one inch (1”) in diameter to six inches (6”) in diameter.
Slash to be treated will be mechanically chipped in a manner that 95% of the chips are no larger than 2 inches by 2 inches (2” x 2”) in size.
Slash must be chipped within the road prism extending twenty-five feet (25’; horizontal distance) on both sides roads designated for treatment on task order maps. Chips may be dispersed within the project area, onto the cut banks and into the forest stands.
Road prisms and ditch lines must be kept free of slash and chips. Chips will not be more than ten inches (10”) in depth in any single location.
Contractor utilization of chips may be permitted with prior COR notification.
C.3.11 Item W- Unit Boundary (flagging)
Use flagging to designate unit boundaries. Flagging color will be designated in each task order and approved by the COR.
