DOI-AAAP-0050 Contractor Performance Assessment Reporting System (Dec 2015)
a. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
b. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
c. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, 140L0121Q0004_Endangered Species Database Page 6 of 40 and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO).
Information in the report must be protected as source selection sensitive information not releasable to the public.
d. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
e. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
1. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
2. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
3. All information provided should be reviewed for accuracy prior to submission.
4. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating No comment in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
5. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
6. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: -The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment.-
f. The following guidelines apply concerning your use of the past performance evaluation:
1. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
2. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
3. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
g. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
h. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

ATTACHMENT A – PERFORMANCE WORK STATEMENT
Endangered Species Database
1.0 Introduction
1.1 The U.S. Bureau of Land Management (BLM) administers some of the most ecologically diverse and biologically important lands in Federal ownership and is committed to using the best available scientific information when fulfilling its responsibility to manage its valuable resources. For the BLM to effectively protect, manage, and monitor at-risk species on its lands, the Bureau seeks additional information regarding the occurrence of at-risk species on lands it administers, and on other government-owned lands.
1.2 The BLM is seeking a scientifically credible organization with access to biodiversity data and expertise that is locally precise and nationally consistent. This organization must be able to manage and provide the BLM with access to a multi-jurisdictional dataset (MJD), with the most precise locational data available, for vulnerable species, including all federally listed threatened and endangered species. This organization must also be able to provide the BLM with annual data license access, as specified in this contract.
2.0 Scope of Work
2.1 The BLM will acquire licensed data from a nationally recognized source (Contractor) specializing in combined state heritage data for western states. The deliverable will provide the BLM with access to critical biological information for listed and sensitive species on BLM lands in western states through a license to access MJD, and an easy-to-use data delivery tool.
2.2 The Contractor shall provide precise species location data (element occurrence records) for all BLM lands in Western states, for species with a federal status or on the BLM special status species list. The MJD dataset will be provided as a geodatabase to be used by all BLM staff, as specified in the Data License Agreement to be developed with the BLM. The Contractor shall provide the Data Users all necessary data, metadata, training, and support necessary to ensure proper use of the Licensed Dataset. If requested, the contractor must participate in a live webinar to answer questions and to promote the use of the MJD and two-way data sharing between the BLM and state Natural Heritage programs.
2.3 The project is intended to improve the BLM’s ability to access and use data on the distribution of listed and sensitive fish, wildlife, and plant species across and adjacent to BLM administered lands.
This data can assist BLM in coordination with partners in determining conservation priorities, developing, and implementing conservation and recovery actions, and evaluating effects of land use activities on listed and sensitive species.
3.0 Personnel Qualifications
3.1 Contractor expertise shall include ecology, zoology, botany, biological data management, GIS mapping and spatial analysis information technology, software engineering, and project management.
3.2 Contractor must have experience in the development of national and/or international standards for ecological classification, observation data collection, data management, and analysis.
140L0121Q0004_Endangered Species Database Page 15 of 40
3.3 Contractor must have experience coordinating and integrating conservation data, methods, and analyses into regional and national decision-making processes.
3.4 Proposed database must promote two-way data sharing between the Federal agencies and state Natural Heritage Programs (or similar programs supporting at-risk species location and taxonomic data), and to support the BLM in its understanding of at-risk plants and animals over landscape and regional scales.

EVALUATION FACTORS
The evaluation factors for this solicitation are as follows:
Factor 1: Qualifications and Personnel
1.1 How well the proposal describes qualifications of the applicant/organization and key personnel, specifically relevant to the PWS.
1.2 The applicant provides specific examples of qualifications relevant to the PWS.
1.3 How well the proposal addresses development, recruitment, and maintaining quality and qualified personnel.
1.4 How well the proposal addresses key personnel replacement, if necessary.
Factor 2: Technical approach to performing work: The proposal will be evaluated for the following technical components:
2.1 The overall approach for developing and implementing a centralized geospatial database containing at-risk species (all threatened, endangered, and BLM sensitive) occurrence records, precise up-to-date location information, current taxonomic nomenclature, and risk of extinction on BLM and adjacent federal lands.
2.2 Ability to aggregate and deliver high quality biodiversity and location data at regional and national scales.
2.3 How well the proposal displays sound technical capabilities to meet all requirements.
2.4 Process to ensure that all information provided in the database is scientifically valid, including use of the Natural Heritage Methodology.
2.5 How taxonomic nomenclature will be updated.
2.6 Process and rankings for identifying species risk of extinction.
2.7 Data workflows between the vendor and state heritage programs including a discussion of how data will be quality controlled, validated, and meet national data standards.

Include a brief narrative of the projects to show relevancy to the work described in the attached Statement of Work. It is desirable, but not required, that references be other Federal Agencies.
140L0121Q0004_Endangered Species Database Page 20 of 40
Provide past performance references including, at a minimum, the following information:
1. Name of Project
2. Location of Project
3. Contract Number
4. Period of Performance
5. Total cost for Project
6. Name of Agency/Entity
7. Point of Contact for Agency/Entity (including Phone & Fax Numbers)
8. Complete and thorough description of services performed (to show specific relevancy to this project).
Description should include specifics about the scope of projects completed. This information is requested to assist in evaluation of relevancy to this project in terms of type, complexity, and magnitude. Submissions that do not include past performance will be given a neutral rating.
FACTOR 4 – Price
Offeror to complete the Standard Form (SF) 1449 and indicate a cost for the base and all option years.
Please reference the Price Schedule in Attachment B.
Evaluation Standards:
Factors 1, 2, and 3 are of equal importance and both more important than Factor 4. The price proposals will be evaluated for price reasonableness and any instances of unbalanced pricing. As the technical merits of the quotes become more equal, price may become the determining factor.
BEST VALUE/CONTRACTOR SELECTION AND AWARD APPROVAL. The best value/contractor selection criteria in the solicitation are as follows:
Award will be made to that offeror whose proposal is the most advantageous to the Government and demonstrates that (1) it meets the technical requirements of the solicitation and (2) the proposal’s technical/cost relationship represents the best value to the Government. Evaluation factors other than cost or price, when combined, are SIGNIFICANTLY MORE IMPORTANT THAN price in the award decision. The critical factor in making any cost/technical tradeoff is not the spread between the technical scores but, rather, the significance of that difference. The significance of the spread of scores will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest and advantageous to the Government. The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
